SOCIOCULTURAL ADAPTATION OF MIGRANTS FROM MUSLIM COUNTRIES IN RUSSIA: THE LATEST CONTRADICTIONS AND WAYS TO OPTIMIZING THEM
Abstract. The article examines the latest trends in the development of socio-cultural adaptation of migrants to our country from “Muslim” countries of the near and far abroad; analyzes the contradictions formed by these migrations at the present stage; proposes ways to optimize these contradictions, necessary within the framework of the implementation of the newly adopted version of the Concept of the State Migration Policy of the Russian Federation for 2026–2030. It concludes that there are several main groups of trends and contradictions based on them in this area, including: changes in the social structure and content of migration flows; transformation of the socio-cultural portrait of the modern Muslim migrant; a sharp and increasing increase in the “Muslim” migration flow from countries of the far abroad. The article formulates directions of state policy necessary for optimizing contradictions in the system of socio-cultural adaptation of Muslim migrants in our country. The following areas are considered as such: a) preventing the organization of ethnically oriented mahallas, incorporation of Muslim migrants into existing communities; b) appointing imams of the corresponding predominant ethnicity as imam-naibs according to the principle of conventionality; c) integration of migrants through local mosques into the Russian Muslim community, their parallel incorporation into Russian society; d) improving and disseminating the experience of the centers for legal protection and socio-cultural adaptation “ROSMIGRANT” and similar projects; d) providing for, when developing measures to implement the Concept of the State Migration Policy of the Russian Federation for 2026–2030, the allocation of grants to support activities on the socio-cultural adaptation of migrants from “Muslim” countries; e) creation of special bodies for more effective work on consolidating the efforts of various actors of civil society and the state on the socio-cultural adaptation of Muslim migrants. g) Strengthen cooperation with religious associations abroad to prepare future Muslim migrants for sociocultural adaptation in the Russian Federation.

COMPARATIVE SOCIOLOGICAL ANALYSIS OF THE IDENTITIES OF SOME RELIGIOUS AND SECULAR POPULATION GROUPS: INTERACTION AND HIERARCHY OF RANKS (BASED ON PILOT SURVEYS)
Abstract. In the context of geopolitical challenges and cultural transformations, the issue of forming an all-Russian (civil) identity as an integration resource of a multi-ethnic and multi-confessional society is becoming increasingly relevant. The objective of the article is to conduct a sociological analysis of the identities of individual population groups, to identify areas of interaction and the hierarchy of ranks of these identities, in order to determine the ideological basis of the modern all-Russian self-awareness of some religious and secular groups in the capital of the Republic of Bashkortostan — the city of Ufa. As the subject of the study of the main identities, the following types are theoretically and methodologically defined: religious, ethnic, family, civic and professional. The analysis is based on the study of empirical materials obtained during pilot surveys in 2024–2025, conducted among 103 respondents, including: Orthodox and Protestants (religious group, N = 52) and publishing house employees, as well as students of one of the Ufa colleges (secular group, N = 51). The primary focus is on a comparative study that compares religious worldviews, focused on spiritual values, with secular worldviews, focused on material and individual goals. The study revealed that religious respondents are dominated by religious and family identities, while ethnic identities are least significant. Among secular groups, family, civic, and professional identities are prioritized, while religious identities remain peripheral. At the same time, civic identity exerts a unifying effect: among religious respondents, it is embedded in the spiritual paradigm as a form of patriotism and social service, while among secular groups (especially young people), it is the leading form of self-definition. The results of the pilot study demonstrated that, despite differences in value orientations, a pan-Russian identity serves a consolidating function, serving as a cross-cutting construct that promotes civil harmony and interethnic stability.

ON THE ISSUE OF POLITICAL POSITIONING OF CIVIL SOCIETY ACTORS WITHIN THE SYSTEM OF STATE-RELIGIOUS RELATIONS (drawing on the example of Russian Islamic religious organizations)
Abstract. The article analyzes contemporary trends toward the strengthening of civil society in the Russian Federation, taking into account the expanding role of identity-based foundations for citizens’ self-organization within public associations. Ethno-confessional identity is highlighted as a key basis for civic self-organization, reflecting the multi-ethnic and multi-confessional nature of Russian society. The study identifies the primary areas of activity of Islamic religious organizations as civil society actors whose functions carry an indirect political dimension. It traces how spiritual Muslim administrations — though formally non-political entities — are politically engaged and integrated into core domains of Russia’s contemporary political process and socio-political relations. Socially responsible initiatives undertaken by Islamic religious organizations are examined as factors facilitating their inclusion in public policy. The article also underscores the relevant correlation between the spiritual pillars of Islam as a religion of action and the spiritual doctrinal principles of Russia’s current political ideology of “reasonable conservatism.”

Abstract. This article provides a political analysis of the patriotic youth movements “Youth Army” and “Movement of the First” as key instruments of contemporary Russian state ideology. PARTICIPATION OF STUDENTS IN THE FORMATION OF THE CORPORATE CULTURE OF A MODERN UNIVERSITY: OPPORTUNITIES AND PROBLEMS
Abstract. The education sector has always been a crossroads of stable traditions and breakthrough innovations. This applied not only directly to the educational process or university science, but also to the organization of the entire life of higher education institutions, including the special atmosphere that formed the basis of the attractiveness of universities. An important part of this base was the university academic culture. Institutional changes, manifested in the expansion of the number of organizations, the emergence of a special organizational culture and a new corporate identity, initiated the transformation of the academic culture of universities into a corporate culture. The greatest difficulties and at the same time high expectations are associated with a more active inclusion of student youth in the formation of the corporate culture of a modern university.

PAN-TURKISM AS A THREAT TO THE INTERNAL AND EXTERNAL SECURITY OF THE RUSSIAN FEDERATION
Abstract. The article is devoted to the analysis of pan-Turkism as a potential threat to the Russian Federation. The internal and external aspects of this threat, as well as the origin and development of pan-Turkism are considered. The authors considers the historical roots of Pantyurkism, its evolution from the cultural and educational movement to the instrument of geopolitical influence, and also compare it with pan-lamismism. Particular attention is paid to modern challenges: the penetration of Panturkist ideas into Crimea, as well as the role of Turkey in the promotion of the Turkic identity in the post-Soviet space. The duality of the position of Baku, balancing between Russia and Turkey, is emphasized. Specific directions of domestic and foreign policy of the Russian Federation are offered to counteract this ideology.

RUSSIA’S PLATFORM ECONOMY: MAIN AREAS OF LEGAL REGULATION
Abstract. This article examines the key areas for improving legal regulation of the platform economy. The problems identified by the authors relate to shortcomings in legal regulation, including ambiguities in concepts related to the functioning of digital platforms, as well as inadequate protection for the interests of workers employed in the platform economy. The lack of a clear definition of the conceptual apparatus used in the operation of platforms complicates the assessment of financial transactions. It is proposed to develop and adopt “platform” legislation that will take into account the legal aspects of legal liability, security, and privacy of participants in these relationships.

SPECIFICITY OF LEGAL REGULATION OF THE PLATFORM ECONOMY IN THE RUSSIAN FEDERATION
Abstract. This article examines the legal regulation of the platform economy and the use of digital platforms and artificial intelligence technologies in a market economy. The sharing economy is an integral part of the platform economy and is characterized as a system of socio-economic relations based on the shared use of property and temporary access to it for the purpose of obtaining material and social benefits. This emphasizes the need for effective legal regulation that should ensure the protection of the rights of participants in these legal relations. The relevance of this topic and the need for further research in the field of legal regulation of the platform economy is confirmed by the adoption of Federal Law No. 289‑FL “On Certain Issues of Regulating the Platform Economy in the Russian Federation” on July 31, 2025. The authors cite international experience, in particular the legal regulation of the platform economy in the European Union, China, and other countries, based on the principles of transparency, participation, efficiency, and respect for human rights.

PROBLEMS OF ESTABLISHING AND PROVING THE REAL PARTICIPATION OF AN OFFICIAL IN THE CREATION OF A COMMERCIAL ORGANIZATION UNDER ARTICLE 289 OF THE RUSSIAN FEDERATION CRIMINAL CODE
Abstract. The scientific work examines the pressing problems of law enforcement of Article 289 of the Criminal Code of the Russian Federation, which provides for liability for illegal participation of an official in entrepreneurial activity. The authors focus on the difficulties faced by investigative and judicial authorities in establishing and proving the real involvement of an official in the creation or management of a commercial organization. The focus is on three interrelated sets of problems. Firstly, there are factual difficulties: there is often no direct evidence of an official’s involvement, and his participation is disguised through nominee directors, proxies, or even offshore schemes. Secondly, there are evidentiary barriers. In most cases, it is necessary not only to record the fact of participation, but also to convincingly show that the person used his official position to provide the organization with benefits, advantages or patronage. Thirdly, there is also the factor of legal conflicts. The vagueness of legislative formulations, competition with related crimes (Articles 285, 290 of the Criminal Code of the Russian Federation) can make it difficult to qualify an act. Based on the analysis of practice, the authors show how indirect signs of participation (financial flows, correspondence, witness statements) are identified, and defines the criteria for distinguishing Article 289 of the Criminal Code of the Russian Federation from other corrupt structures. The purpose of the work is to systematize problem areas and identify ways to improve the effectiveness of the investigation of such cases.

METHODS OF STANDARDIZING AND FORECASTING LABOR COSTS IN THE CREATION OF HIGH-TECH PRODUCTS
Abstract. The relevance and importance of developing new approaches to planning and forecasting labor costs for knowledge-intensive products is determined by the set of fundamental challenges facing the modern economy in the sphere of real production. These challenges include the pursuit of technological sovereignty, the fight against budget bloat and missed deadlines, and increasing the efficiency of human resource use. The article analyzes traditional methods of standardization and identifies their limitations of applicability in the innovation sphere. A proof-of-concept calculation scheme for standardizing a project for creating a science-intensive product is proposed, and a comparative assessment of labor costs for each labor standardization method under consideration is performed. A new approach to the construction of a system for standardizing engineering work has been developed based on a model of structural unification of factors describing a specific situation during design. The model, as a connector, coordinates and links indicators that describe the features of a product creation project and the capabilities of standardization methods using artificial intelligence and cloud services.

DEVELOPMENT OF LEISURE SERVICES IN THE STRUCTURE OF A HOTEL ENTERPRISE: ANALYSIS OF MANAGEMENT TECHNOLOGIES
Abstract. In the context of Russia’s transforming hospitality market, leisure activities have ceased to be ancillary services and have become a key strategic asset for hotel companies. This article examines the evolution of approaches to leisure management — from a secondary function to an integrated element of the business model that directly impacts financial results. Based on an analysis of current trends and statistical data, including the projected growth of domestic tourism to 100 million trips, the direct correlation between investments in leisure infrastructure and the improvement of key hotel metrics, such as RevPAR and average guest length of stay, is revealed. Particular attention is paid to the practical aspects of building an effective leisure management system. A detailed analysis is provided of the stages of developing a holistic concept, methods for integrating services into operational activities through digitalization, modern approaches to staff motivation, and technologies for working with guest history to ensure predictive service. This material will be useful for hotel executives, managers, and owners seeking to build a sustainable competitive advantage in an oversaturated market by creating a unique guest experience.

ASSESSMENT OF THE SUSTAINABILITY OF INNOVATIVE DEVELOPMENT OF THE RUSSIAN FEDERATION
Abstract. In the current context of Russia’s socioeconomic development, innovation is acquiring particular significance: on the one hand, from the standpoint of maintaining the country’s competitiveness globally, and on the other, as a tool for solving societal problems. To realize both of these roles, innovation must ensure a certain degree of sustainability. This article examines an approach for assessing the sustainability of the Russian Federation’s innovative development. The approach is based on a volume-rate assessment of the Global Innovation Index subindices for the period 2011–2024.

MODERN HUMAN RESOURCE MANAGEMENT TECHNOLOGIES
Abstract. The article is devoted to the study of modern technologies of human resource management. The reasons for the transformation of managerial functions are considered, among which are the digitalization of processes and phenomena surrounding a person, as well as the high mobility of employees and their desire for continuous learning. The key trends in the field of personnel management are identified, grouped into three groups: socio-economic and organizational, managerial-technological and humanitarian-behavioral. Based on expert assessments, the dependence of the maturity level of HR processes on the number of employees is considered. The main trends in HR 2025 are presented. Modern technologies of human resource management are analyzed, including innovative tools and practices that can significantly improve the effectiveness of personnel management. Modern technologies make it possible to effectively assess the level of development of regional human resources. The prospects of introducing electronic and digital tools into the human resource management system of the regions are considered. Special attention is paid to the trends and directions of digital transformation of management processes.

Abstract. This article substantiates the relevance of including motivation for living in rural areas in the human capital structure of the agricultural sector. A model of the cyclical relationship between this human capital component, agricultural production growth, and sustainable rural development is presented. A methodology for determining the level of motivation for living in rural areas is proposed, which can be used in formulating rural development strategies to attract qualified personnel to the agricultural sector.

PRACTICES OF MANAGING THE INDUSTRIAL POTENTIAL OF TERRITORIES AS A FACTOR OF INCREASING THEIR COMPETITIVENESS: FOREIGN EXPERIENCE
Abstract. In search of the most successful practices for managing industrial potential, the experience of friendly and unfriendly countries was studied, which is important and interesting from the point of view of state regulation of the competitiveness of territories. The purpose of the article is to summarize this experience in order to understand the possibilities of its adaptation and use in Russian regions. It has been revealed that modern industrial policy is characterized by the allocation of industries related not only to the current competitive advantages of the country and regions, but also to development prospects — with a focus on innovation, new technologies, and digitalization. To achieve these goals and ensure the competitiveness of the Territory, institutional conditions are needed that facilitate coordination between the private and public sectors, as well as efforts at the State, regional and municipal levels. Modern industrial policy relies on a number of methods of financial regulation (trade finance, government loans, grants, import tariffs, tax incentives, and subsidies) and aims to link institutions of science, education, and manufacturing through research and development. It varies in different countries, at different time periods within the same country and is carried out taking into account the established (determined by geographical, historical factors) specialization of regions, their current socio-economic development.

ANALYSIS OF THE ROLE OF ACCESSIBLE HEALTHCARE IN ENSURING SUSTAINABLE ECONOMIC DEVELOPMENT OF THE REPUBLIC OF BASHKORTOSTAN
Abstract. The article examines the role of healthcare accessibility as a key factor in the sustainable economic development of the Republic of Bashkortostan. It analyzes conceptual approaches to assessing the accessibility of medical care and its impact on quality of life, workforce capacity, and the region’s economic potential. Special attention is given to the territorial specifics of the republic, characterized by a high proportion of rural population and related challenges such as staff shortages, infrastructure limitations, and uneven distribution of medical resources. The importance of an approach that includes digitalization, workforce incentives, and integration of healthcare into the region’s economic strategy is emphasized to improve the quality and accessibility of medical services, thereby strengthening human capital and the economic stability of Bashkortostan.

MANAGEMENT OF A TOURIST DESTINATION IN A POLYCENTRIC ENVIRONMENT (ON THE EXAMPLE OF THE REPUBLIC OF TATARSTAN)
Abstract. In the context of increasing competition in the global and Russian tourism markets, an effective destination management system plays a key role in the sustainable development of territories. This article addresses the pressing issue of destination management in the process of transforming monocentric tourist destinations into polycentric systems, given the growing diversification of tourist demand and the need for territorial redistribution of tourist flows. The article presents a comprehensive integrated model for assessing the effectiveness of a tourist destination, which is based on six key components (blocks) of effectiveness, including quantitative and qualitative indicators. The article uses specific cases to demonstrate the effectiveness of a polycentric model for managing tourist destinations in the Republic of Tatarstan. It emphasizes that the results and conclusions of the study can be useful for executive authorities, investors, and tourism industry organizations.

BEST PRACTICES IN FARM PRODUCT MARKETING BASED ON AN AGROAGGREGATOR USING THE EXAMPLE OF THE LIPETSK AND TULA REGIONS
Abstract. This article examines current issues in developing the marketing infrastructure of small businesses, as well as prospects for developing the consumer market through the creation and development of agro-aggregators. The research focuses on agro-aggregators and the market environment in which they are created and developed. An analysis of existing distribution channels for farm producers is conducted, and a new channel for marketing infrastructure — agro-aggregators — is considered. The article identifies the importance of creating regional agro-aggregators, which serve as an additional channel for marketing farm products and improve the country’s food security. The article analyzes the experience of pilot experiments in the Lipetsk and Tula regions to create a single operator (agro-aggregator). The target model of the aggregator involves centralized procurement and delivery of farm products, the creation of infrastructure for their storage and processing, and specialized services (e.g., consulting farmers on production and marketing, assistance with necessary documentation and labeling, etc.). This experience can be extended not only to other Russian regions but also to allied countries, for example, within the Eurasian Economic Union (EAEU). This will increase the number of exporters among domestic peasant farms and enhance their brand recognition globally.

FEATURES OF THE RESTRUCTURING OF INDUSTRIAL ENTERPRISES IN THE DIGITAL ECONOMY
Abstract. The article explores the restructuring of business in the digital economy. The purpose of the study is to examine the key features of restructuring and its consequences for business, as well as to develop recommendations for companies that are hesitant about digital transformation. The research methodology includes deduction, induction, empirical analysis, analytical methods, comparisons, generalizations, and regression analysis. The research results show that the digital economy has significant implications for the development of all sectors of the economy, and that business restructuring is a necessary condition for adapting to new technologies and consumer behavior. In Russia, digital growth in the economy is demonstrated in the areas of big data, artificial intelligence, cloud computing, and e-commerce, which is crucial for accelerating industrial restructuring and high-quality economic growth. The main barriers hindering the large-scale implementation of digital technologies are the lack of financial resources, high costs of innovative projects, insufficient digital maturity of current processes, low level of automation, and lack of competencies within companies. The conclusions of the study can help organizations make informed decisions and make strategic choices for adapting to the digital era. The research results contribute to the development of evaluating the effectiveness of digital transformation business restructuring, crisis management, and determining the directions of further research and development.

PRIORITIES AND PROSPECTS FOR COOPERATION BETWEEN UNIVERSITIES OF RUSSIA AND CENTRAL ASIAN COUNTRIES IN THE JOINT TRAINING OF SPECIALISTS IN THE CONTEXT OF DIGITAL TRANSFORMATION
Abstract. This article substantiates the need to intensify cooperation between universities of the Russian Federation and Central Asian countries in education and science as a tool for influencing and shaping the shared future of the participating countries. The study is based on the concept of a “competitive leadership strategy,” which enables universities to withstand increasing pressure from competitors in the higher education market in a highly competitive environment, driven by the development of digital tools for organizing the educational process and the declining importance for employers of the location, methods (offline, online, online), and timing of higher education. The applicability of digital methods and forms of education, knowledge exchange, and the implementation of educational projects in the context of digital transformation is examined. Emphasis is placed on the expanding presence of the state as a regulator in the educational sphere, including in attracting international students to Russian universities through the use of legislative and financial instruments at the state level and support for the activities of universities focused on expanding their areas of interaction with universities in Central and East Asia. A number of areas of interaction, prospects, and challenges for university collaboration are presented in the context of the still uneven digital transformation of national economies. The goals, prospects, and trends of international student influx to Russian universities are examined in more detail, with statistical data and specific examples of implemented joint educational projects between universities of the Republic of Bashkortostan and universities in Central Asian countries provided. The article provides a list of the most common challenges facing the parties and identifies the specific features and risks of educational projects for training highly qualified personnel. The results of the study enable informed management decisions to enhance the development and implementation of joint educational projects with universities in Central Asian countries and reduce the level of mistrust regarding the need for such projects.

ORGANIZATION MANAGEMENT IN THE CONTEXT OF DIGITAL TRANSFORMATION
Abstract. Today, the reality of Russian business is characterized by an active digital transformation of organizational management through the introduction of modern computer technologies, artificial intelligence methods, and various digital platforms. This article explores the key components of the organizational management system and their transformation in the digital economy. It examines the transition of traditional management mechanisms to digital platforms, which is a crucial aspect of modern management. Special attention is paid to the digitalization of decision-making processes, which allows for increased efficiency and transparency in the management of organizations. The concept of digital transformation is defined. The digital transformation of the management system is described in detail. A significant focus is placed on the implementation of digital transformation in the management of the agro-industrial complex in Russia. The experience of implementing digital transformation in the economy and agriculture of the Altai Territory is examined, and the main challenges in its implementation are identified. Methodological approaches to the diagnosis of digital transformation are highlighted, each with its own specific features and areas of application. Methods for digital transformation of business in modern conditions are proposed. It is concluded that digital transformation is becoming a key condition for the competitiveness of any modern organization, and effective management of this complex process ensures increased productivity, reduced costs, increased customer loyalty, and strengthened market positions.

PERSPECTIVES AND TECHNOLOGIES OF DECENTRALIZATION IN ONLINE SCHOOL EDUCATION
Abstract. This article examines the role of decentralized management in the online education system for school students. The relevance of the topic is driven by the rapid growth of distance learning formats, especially after the COVID-19 pandemic, and the need to enhance the flexibility and efficiency of educational processes in the digital environment. The aim of the study is to analyze the advantages, challenges, and prospects of implementing decentralized management models using modern technologies such as blockchain and artificial intelligence. The paper outlines the main principles of decentralization and its impact on the personalization, accessibility, and transparency of educational platforms. Examples of successful implementation of decentralized solutions and cases of using blockchain technologies for storing and verifying educational data are provided. Special attention is given to the challenges associated with technological infrastructure, training of participants, and ensuring equal access to technology. The article concludes that decentralized management contributes to the creation of a more flexible, inclusive, and sustainable online education system that meets the needs of modern society and fosters key 21st‑century competencies in students.
