NEW PEOPLE PARTY: HEALTHY LIBERALISM OR POPULISM?

Abstract. The article examines some significant aspects of the interaction of the New People party with potential voters. The telegram channel of the Nizhny Novgorod regional branch of the aforementioned party served as materials for the study. It was analyzed to what extent the New People party is characterized by following the principles of liberalism, and to what extent the party’s proposals are populist in nature.

EVOLUTION OF POLITICAL INSTITUTIONS WITHIN THE UNION STATE OF BELARUS AND RUSSIA AT THE PRESENT STAGE (2020-2025)

Abstract. Following the collapse of the Soviet Union and the initial period of developing new domestic and foreign policy guidelines, Belarusian-Russian relations gained stability with the creation of the Union State in 1999 and its successful development over the subsequent 25 years. This article, using problematic and comparative systems analysis methods, examines the dynamics of political institutions within the Union State, focusing on the current stage.

MASNAVII MA’NAVI” BY MAWLANA JALALADDIN BALKHI: A GUIDE FOR THE PERFECT HUMAN

Abstract. Mawlana Jalaladdin Balkhi Rumi is considered one of the greatest and most prolific poets and writers of his era. He made a tremendous contribution to the development of classical Persian-Tajik literature through his enduring legacy and immortal works in both verse and prose. In this article there are substantiates that Mawlana Jalaladdin Balkhi’s “Masnavii Ma’navi” serves as a practical guide for the realization of the Perfect Human. This thesis is supported by the following key aspects: Mawlana’s general mystical and philosophical teachings are centered on anthropology (the study of the human being) and his ethical teachings, as a theory of morality, are directed toward the formation of a perfected personality capable of attaining knowledge of the Divine Truth.

A “RECIPE” FOR UNITY: CULINARY ARTS AND CATERING IN THE HISTORY OF STUDENT LIFE

Abstract. This paper examines student catering as a multifaceted social and cultural phenomenon. Using a broad historical framework—from medieval European universities to the present — the paper traces the evolution of communal meals and their role in student cohesion. Three key aspects are analyzed: food as an instrument of political protest (hunger strikes, food riots, symbolic protests); catering as a mirror of the era and social policy (from the “pension system” and charity to Soviet factory kitchens); and contemporary alternative forms of self-organization (student cooperatives, foodsharing, and freeganism). Particular attention is paid to the transformation of student self-governance in the field of catering, where students are moving from the role of passive consumers to active managers. A separate section is devoted to the history of higher education in food science and contemporary student restaurant startups. The study concludes that the struggle for high-quality and affordable food has historically served as a school of civic engagement and solidarity, and today this segment opens up new opportunities
for developing management competencies and implementing collaborative practices.

PERSONAL INTEREST AND DIRECT BENEFIT IN CONFLICTS OF INTEREST IN PUBLIC SERVICE: PROBLEMS OF DIFFERENTIATION IN THE LIGHT OF THE LATEST JUDICIAL PRACTICE

Abstract. This study examines the theoretical and law enforcement issues surrounding the distinction between the concepts of “personal interest” and “direct benefit” as key elements of conflicts of interest in public and municipal service. Based on an analysis of the rulings of the Constitutional Court of the Russian Federation, the resolution of the Presidium of the Supreme Court of the Russian Federation, and judicial practice, a position has emerged that personal interest and participation in the relevant decision are sufficient to recognize a conflict of interest, regardless of whether a direct benefit was received. The study examines the main typical conflict of interest situations, analyzing the approaches of courts at various levels to assessing personal interest and distinguishing between acts and criminal offenses. A comparative analysis of international models for regulating conflicts of interest is provided. Practical recommendations for improving law enforcement practices are formulated.

THE CONCEPT OF “DIGNITY” AS A LEGAL CATEGORY THROUTH THE PRISM OF CONCEPTS OF NATIONAL IDENTITY

Abstract. Although the concept of “dignity” is widely used in both regulatory documents and the humanities, as well as in everyday life, its substantive and semantic characteristics leave much to be desired. At the same time the concept of “dignity” is directly related to another, equally important and complex concept: “national identity,” which presupposes the same meanings as the concept of “dignity.” Given the socio-political and socio-economic phenomena inherent in modern Russian society, the issue of studying the key vectors that contribute to the formation of a public consciousness that meets the requirements of modern realities and a sense of pride in one’s Fatherland, which is one of the fundamental components of the country’s national security, has become relevant.

QUALITY MANAGEMENT IN THE SERVICE SECTOR UNDER THE DIGITAL TRANSFORMATION OF THE ECONOMY

Abstract. The service sector is the structural core of the Russian economy, generating about 5,5 % of GDP, and at the same time it has become the main field of digital transformation. The aim of the article is to reveal the mechanisms through which digital transformation affects the quality management system in services and to substantiate a corresponding conceptual model. The study is based on real statistical data from Rosstat, HSE University, the Ministry of Digital Development of the Russian Federation and industry analytics for 2020–2024, using comparative and structural analysis. It is established that the digital service segment develops at an outstripping pace: e-commerce has grown more than fourfold, spending
on the digital economy has reached 6.7 trillion roubles (3,3 % of GDP), and the number of users of the Gosuslugi portal has exceeded 120 million. A conceptual model is proposed that integrates digital technologies into the PDCA cycle with a closed data-driven feedback loop, together with a functional mapping of technologies and quality management functions. A transition from periodic control to continuous data-driven quality management is substantiated.

FACTORS INFLUENCING THE SUSTAINABILITY OF ECONOMIC SYSTEMS OF DENTAL ORGANIZATIONS IN THE RUSSIAN FEDERATION

Abstract. This article examines the factors influencing the economic sustainability of dental organizations under current conditions. The study analyzes scientific publications, the regulatory framework, and contemporary approaches to healthcare management. Based on the systematization of existing research findings, a classification of sustainability factors was developed, including regulatory, market, human resource, technological, and economic factors. An original model of the economic sustainability factors is proposed. The findings demonstrate that the economic sustainability of dental organizations is determined by the integrated management of interrelated economic processes rather than by individual financial indicators. The proposed approach may be applied to improve the management of dental organizations and to support strategic planning.

FEATURES OF APPLYING FRANCHISING IN THE IMPLEMENTATION OF THE DEVELOPMENT STRATEGY OF A MOTOR TRANSPORT ENTERPRISE

Abstract. The regional passenger transport sector is characterized by high capital intensity, strict government regulation, and dependence on competitive bidding. In recent years, significant changes have occurred in the dynamics of the passenger transport market. According to experts, the market has entered a stage of sustained contraction. As a result, carriers are faced with a range of complex issues, the solution to which requires the search for new business models. Digital travel-tech platforms, franchising, and partnership models in passenger transportation offer such enterprises a real opportunity for recovery and growth. This article examines the specifics of franchising in passenger transport.

EVALUATION OF THE PRODUCTIVITY AND EFFICIENCY OF METHODS OF GENERATING IDEAS IN THE INNOVATION ACTIVITY MANAGEMENT SYSTEM

Abstract. The authors found, that employees of Russian enterprises of 15 different professions and types of economic activity (socio-humanitarian, technical and natural scientific fields) use: trial and error method (minimum 1st level of innovativeness in solving problems according to G. Altshuller out of 5 possible) 48,5 %, brainstorming (2nd level) 39,5 %, the “Synectics” method (3rd level) — 1,3 %, the TRIZ method (5th level) — 0,3% of respondents. The respondents do not use the “Design Thinking” method. In the work, the authors used such research methods as: a survey (using a questionnaire of 312 respondents for 2019–2025), a systematic approach (including the method of I. Adizes), data grouping. The authors proposed a classification of methods for generating ideas according to criteria characterizing the composition and organization of the working group. To increase the productivity and effectiveness of innovation activity, the authors propose the use of three methods of generating ideas in a complex: TRIZ, “Synectics” and “Design Thinking”. The practical value of the work lies in creating an assessment system. Based on it, the company will be able to choose a method of generating ideas and form a working group according to the rules for the productivity and effectiveness of the proposed ideas. The direction of future research is to conduct a correlation analysis between the applied methods of generating ideas and the results of innovation activity in enterprises, by type of economic activity.

SOCIAL DYNAMICS AND SOCIAL MOBILITY IN MODERN SOCIETY: REGIONAL STUDIES

Abstract. This article explores the relationship between social dynamics at the macro-society level and the social mobility of individuals and social groups. A classification of types of social mobility is proposed. The need to develop social mechanisms and technologies for enhancing social mobility and progressive social dynamics at the national and regional levels is substantiated. The results of regional sociological studies are presented.

IMPACT OF LAND RESOURCE CONDITIONS ON THE EFFICIENCY OF AGRICULTURAL LAND USE IN THE VOLGA FEDERAL DISTRICT

Abstract. The article examines the factors determining the efficiency of using agricultural land in the constituent entities of the Volga Federal District. To assess the level of land use efficiency, an integral index was used, which includes economic, resource‑structural, and quality‑reproductive blocks of indicators. A correlation analysis was carried out of the relationship between the integral index and the factors characterizing the state of land resources: the level of water and wind erosion, the area of reclaimed land, and unused agricultural lands. It has been established that water erosion of land, as well as the presence of significant areas of unused land, has the most significant negative impact on the efficiency of land use. A positive impact has been identified in relation to land reclamation. The research findings confirm the need for comprehensive land resource management aimed at reducing degradation processes, bringing unused land into economic use, and developing reclamation measures.

THE FAR EAST THROUGH THE EYES OF YOUTH: CAUSES OF MIGRATION AND RETENTION FACTORS

Abstract. The article examines the reasons for the migration of young people from the Far East, depending on the age of the respondents. Factors constraining migration are also considered. The migration analysis data is compared with the results of the author’s own research. The review is conducted both at the level of the Khabarovsk Territory and the city of Khabarovsk separately, as well as the Far East as a whole. The study of the causes of migration is carried out through the study of values that contribute to making decisions about migration, as well as other factors that determine it among young people. Pro-migration factors are considered in comparison with anti-migration ones, including with the perception of the region according to the semantic differential.

THE SECONDARY VOCATIONAL EDUCATION SYSTEM IN THE REPUBLIC OF BASHKORTOSTAN: CURRENT STATE AND DEVELOPMENT PROSPECTS

Abstract. The subject of the study is the regional system of secondary vocational education. The aim of the study is to provide a theoretical rationale and empirical analysis of the transformation of the secondary vocational education system in the Republic of Bashkortostan within the context of the federal project “Professionality”, in order to identify promising directions for its development based on the practical experience of a specific college. The research objectives are to assess the current state of the secondary vocational education system in the Republic of Bashkortostan; to elucidate the role and essence of the federal project “Professionality” as a tool for bridging the gap between the education system and employer workforce needs; and to analyze the practical implementation possibilities of the project using a specific college as a case study. Research novelty: the study is based on the operational results of a specific college, allowing for a shift from general theoretical propositions to an assessment of the actual effectiveness of implemented practices at the micro-level. Conclusions: The federal project “Professionality” is actively transforming the secondary vocational education system in the Republic of Bashkortostan. It helps to eliminate the mismatch between graduates’ skills and employer needs. The successful implementation of a practice-oriented model at one of the republic’s colleges — where an educational cluster has been established — confirms the effectiveness of this approach and its potential for replication across other secondary vocational education institutions in the republic.

INTRODUCTION OF HEALTH-SAVING TECHNOLOGIES IN RUSSIAN UNIVERSITIES TO CREATE A CULTURE OF ACTIVE LONGEVITY: STRATEGY AND IMPLEMENTATION

Abstract. The article considers an integrated approach to the introduction of health-saving technologies in higher education institutions of the Russian Federation in the context of the implementation of national projects. The article analyzes strategic goals, key indicators and strategic management mechanisms aimed at developing physical education skills among young students, which will contribute to an increase in the quality and life expectancy of citizens, as well as active longevity. Special attention is paid to the modernization of curricula by integrating disciplines into them aimed at increasing the conscious choice of a healthy lifestyle and habits of physical activity and sports.

INTEGRATIVE MODEL OF UNIVERSITY TEACHER CUSTOMER ORIENTATION

Abstract. The relevance of the study is due to the need for the transition of Russian universities to a client-oriented model of education, which requires a rethinking of the role of the teacher as a key subject of the educational process. Existing approaches to teacher client orientation are fragmented and do not take into account institutional limitations. The goal of the study is to develop an integrative model that combines internal and external determinants of customer-oriented behavior. Proposed model includes value, personal, process, contextual and reflective components. Systemic limitations of Russian educational practice have been identified. It concluded that institutional support was needed to implement the proposed model.

PROBLEMS OF USING INTERNATIONAL UNIVERSITY RANKINGS AS A TOOL FOR ASSESSING THE QUALITY OF HIGHER EDUCATION

Abstract. International university rankings have become an integral part of the higher education system, influencing the strategic positioning of universities, national educational policies, and the perception of education quality. This article examines the use of international rankings (using QS, THE, ARWU, and U. S. National Research University Rankings as examples) as a tool for assessing the quality of higher education. The methodological foundations of leading ranking systems and their indicators are analyzed. It is shown that rankings most fully reflect the research activities and academic reputation of universities, while the direct learning outcomes of students — knowledge, skills, and competencies — remain virtually unrepresented. The main limitations of rankings are identified: aggregation of heterogeneous indicators, subjectivity of reputational assessments, insufficient consideration of differences in the missions and specializations of universities, and the influence of rankings on the management behavior of universities.
