STRATEGIC MANAGEMENT OF A MODERN ENTERPRISE — TRANSITION TO THE CONCEPT OF RESOURCE SAVING

In article features of strategic management of the modern enterprise on the basis of the concept of resource-saving are considered. The particular emphasis is placed on energy saving and efficiency of the modern enterprises as these expenses are excessive at many domestic enterprises.

ORGANIZATIONAL STRUCTURE AND PRINCIPLES OF EE CONSTRUCTION

In this article, the authors analyze the essence of the concepts “organization structure” and “organizational management structure”. At the same time, the authors selected the principles of building the organizational structure of the enterprise as the subject of research.the authors selected the structure of an industrial enterprise that effectively operates on the domestic market as the object of research. The purpose of the study is to determine the need to optimize the organizational structure of industrial enterprise management in the digital economy. Research problem: highlight the main characteristics of the organizational structure of management; analyze the principles of building a management structure; identify the management features of enterprises and organizations with different management structures; analyze the process of evolution of organizational management structures; develop an effective mechanism for the organizational management system. The scientific novelty of this study is to identify contradictions between the existing management structure of industrial enterprises and the dynamics of their performance, identified as a result of the analysis of financial and economic activities. Brief conclusion. In the study the authors came to the conclusion that with the purpose of increase of efficiency of activity of industrial enterprises should first pay attention to the study of the requirements for the management structure and the influence of organizational structure on the activities of the company, identification of the relationship between the size of the enterprise and organizational structure and depending on the size of the enterprise, from process technology development and scale of economic activity.

FORMATION OF PROJECT MANAGEMENT INSTRUMENTS IN THE HIGHER EDUCATION SYSTEM

The article is devoted to the description of project management tools in the system of higher education. The analysis of external and internal factors that contribute to the implementation of project management at the university is conducted. For example, some of those factors are changes in public administration and youth policy, the implementation of national projects, the activities of scientific foundations, etc. The analysis of the problems that are often encountered in university management, which can be avoided, thanks to the project management principle is conducted. The authors give an approximate portfolio of projects, which is necessary for a modern university according their opinion. The inference is made about the pros and cons of using project management in university management. In conclusion, the authors made recommendations on the formation of project activities in the main spheres of the educational organization of higher education.

MEASURES TO ACHIEVE QUALITY CONTROL OF RELIABLE RESULTS WHEN CONDUCTING AN AUDIT OF THE EFFECTIVENESS OF BUDGETARY FUNDS

This article is a continuation of the first part of the article, which examined the mechanisms, procedures and tools that contribute to the high quality of the audit of budget funds efficiency. This article covers the preparation of measures to achieve reliable quality control results, proposed measures to eliminate the occurrence of errors and shortcomings in the audit of the effectiveness of budgetary funds.

RISK ASSESSMENT AT THE STAGE OF BUSINESS PLANNING BUILDING PROJECTS

Subject of research — risks, risk assessment methods and their impact on the results of construction projects; object — business plans for construction projects. The purpose of the study is effective methods for assessing economic risks at the stage of business planning. The objectives of the study are to identify the impact of risks on the implementation of construction projects. Novelty of the research: practical recommendations on the risk management of construction projects at the stage of business planning are presented. Conclusions: at the stage of business planning of a construction project, it is necessary to identify and assess risks in order to reduce the negative impact on project results.

COOPERATION AS A FACTOR OF DEVELOPMENT OF SMALL FORMS OF ECONOMIC ACTIVITY IN THE VILLAGE

This article discusses the state and problems of the functioning of small forms of farming in the village — peasant (farmer) farms of the Republic of Bashkortostan. As a result of the studies, the advantages of the widespread use of the principles of cooperation for jointly conducting agricultural production of peasant (farmer) farms have been identified, proposals have been developed for the development of agricultural consumer marketing cooperatives through the unification of small enterprises.

IMPROVING THE METHODOLOGY FOR ASSESSING THE COMPETITIVENESS OF A REGION IN THE INTERESTS OF INNOVATIVE DEVELOPMENT

The competitiveness of the regions of the national economy is regarded as an independent actual theoretical and practical problem of regional development in conditions of increased competition in connection with new economic trends at the beginning of the XXI century. The subject of the study is the competitiveness of the Republic of Tatarstan. The aim of the study is to improve the methodology for assessing the competitiveness of the region, which consists in calculating a set of indicators that reflect the proportion of the development of the region in terms of compliance with the target indicators of social and economic development, and allowing to take into account the imperatives of sustainable innovative development. The practical significance of the study is manifested in the creation of scientific, practical and scientific and methodological recommendations for forecasting the competitiveness indicators of the Republic of Tatarstan and improving the competitiveness of the region as a whole.

DEVELOPMENT POTENTIAL OF THE PRIMORSKY KRAI IN CONDITIONS OF THE POLITICAL AND ECONOMIC COOPERATION OF THE RUSSIAN FAR EAST WITH THE ASIA-PACIFIC COUNTRIES

The object of this research is political and economic Russian Far East’s integration processes in the APR. The subject of this research is the political, economic and investment potential of the Primorsky Krai. The authors analyze the main conditions for favorable investment climate in the region. The authors conducted a critical analysis of the Far Eastern mechanisms and development institutions and showed the economic indicators growth and dynamics of the Primorye development. The article identify the investment opportunities of the Primorsky Krai. The authors conclude that this region has rather attractive conditions for foreign investment attraction. In addition, they argue that the investment climate development in the Primorsky Krai will contribute to the implementation of the Russian Federation export program as part of national projects.

METHODOLOGICAL APPROACH TO ASSESSING THE EFFECTIVENESS OF THE FUNCTIONING AND DEVELOPMENT OF PARTICIPANTS IN CLUSTER ASSOCIATIONS

The problem of choosing the most effective composition of regional clusters to form the missing links is becoming increasingly important. The application of approaches to spatial clustering of the economy, allowing to strengthen the relationship of economic entities in the region, allows to identify the criteria for the effectiveness of the participants of such clusters. The article discusses integrated assessment methodology of external and internal factors influencing the successful functioning and development of the members of cluster associations, proposed the system of indicators used to measure the efficiency of spatial clusters.

DEVELOPMENT OF STATE SUPPORT FOR SMALL AND MEDIUM BUSINESSES IN THE FIELD OF INNOVATIVE PURCHASES

This article discusses the issues of state policy in the field of support for small and medium-sized businesses in the field of innovative procurement for the period 2015 — early 2020. The efficiency of purchases by large companies with state participation from small and medium-sized businesses was evaluated. Barriers and restrictions in the sphere of purchasing innovative, high-tech products from small businesses have been identified. Recommendations on the development of support tools for innovative, high-tech small businesses in order to facilitate access to the main measures of state support are proposed.

SHARE OF FOOD PRODUCTS IN THE STRUCTURE OF POPULATION EXPENDITURES AS AN INDICATOR OF THE LEVEL OF FOOD SECURITY

The subject of the study is the level of food security; the object is the share of population spending on food in the structure of consumer spending. The purpose of the study is to identify recommendations for improving the level of food security. The novelty of the research: the notion of “consumer market”, the analysis of the share of expenditures on food in the structure of consumer spending, and the dependence of income level on consumption, the peculiarities in the structure of consumer expenditure of different groups of the population, identifies the causes of variation in food consumption in urban and rural areas. Conclusions: standard approaches to assessing food security in Russia are based on the assessment of production, consumption and food independence, which contradicts the generally accepted global approach, when food security is providing physical and economic access to safe food for the full life of each resident.

MEDICINE IN THE VILLAGE: CURRENT STATE AND FINANCING, CHALLENGES AND PROSPECTS FOR DEVELOPMENT

Subject of research — domestic health system; object — problems and prospects for the functioning and development of medical institutions in rural areas. The purpose of the study is to identify the prospects for the development of rural medical institutions. The objectives of the study are to consider the problems of the functioning of rural medicine in the Russian Federation and at the municipal level in the Republic of Bashkortostan. Novelty of the research: government measures requiring implementation of financial, labor and material resources for the development of medicine in rural areas are presented. Conclusions: Over the past decades, the domestic health care system has undergone significant changes that will affect all its levels and areas of functioning, which, first of all, is associated with financing costs by changing sources.
