ORGANIZATIONAL AND LEGAL MECHANISMS OF PARTICIPATION OF RUSSIAN REGIONS IN ECONOMIC DIPLOMACY: EXPERIENCE OF THE REPUBLIC OF TATARSTAN

Economic diplomacy covers a wide range of issues related to the development of optimal ways to ensure sustainable economic development, the implementation of innovative ideas and initiatives, increasing the effectiveness of partnerships between states. In this regard, it is of interest to consider the issue of the role of the subjects of federal states in the sphere of economic diplomacy. Based on the experience of the Republic of Tatarstan, the article examines the organizational and legal aspects of the participation of Russian regions in the implementation of economic and diplomatic activities of the state.

ASSESSMENT OF COMPETITIVENESS OF A REGIONAL INNOVATIVE SYSTEM

To the number of the key problems of modern development of Russia is the problem of sustainable economic development of each of its regions on the basis of consistent reform of market institutions and effective structural modernization of the regional economy.  It is possible to achieve a solution to this problem only taking into account the entire range of external and internal factors and conditions affecting the regional economy, which need a comprehensive analysis of the region’s significant competitive opportunities.  The aim of the research is an objective assessment of the competitiveness of the regional innovation system based on the method of integral indices, the level of innovative development of municipal districts and urban districts.  The scientific novelty of the research lies in the complex diagnostics of the competitiveness of the region, which makes it possible to identify both the most favorable prerequisites for their economic growth, and the existing limitations in their economic development.

THE IMPORTANCE OF STATE SUPERVISION IN THE FIELD OF FORESTRY FOR THE DEVELOPMENT OF THE REGIONAL ECONOMY

Control and supervision activities in the field of forest use are a complex type of activity of state authorities to identify, suppress and prevent forest violations. The purpose of this study is to analyze the dynamics and nature of violations in the forest sector. When adopting new regulations governing control and supervision activities in the field of forest use, the legislator must take into account the requirements of the administrative reform, the regulatory guillotine, and the risk-based approach. The relevance of the work lies in the fact that this problem exists not only in Russia, but also beyond its borders, therefore, the solution to this problem must be developed and implemented at the global level, united by the efforts of states in the field of forestry. The authors believe that the main problem due to which forest violations occur is the insufficient interest of the state to bring this industry to the world level. Problems in the field of forest management, control and supervision activities negatively affect the development of the world and, as a consequence, the regional economy.

DEVELOPMENT OF THE INSTITUTION OF PUBLIC-PRIVATE PARTNERSHIP IN ORDER TO STIMULATE ECONOMIC GROWTH IN THE SUBSIDIZED REGION OF RUSSIA

On the basis of official statistics from open sources, the article analyzes the characteristics of the economic, budgetary and financial situation of the subsidized regions. The subject of this research is the public-private partnership as a phenomenon of the socioeconomic development of society. The object of the research is the public-private partnership in modern Russia. As objectives of the study, we have identified the formulation of the definition of the concept of “public-private partnership” and the study of the modern practice of joint work of companies and the State to address urgent socioeconomic problems. The objective of the study is to develop recommendations for proposals to improve this tool to support the socio-economic development of the subsidized regions. The novelty of the study lies in the fact that special emphasis is placed on the development of public-private partnerships in the Far East as part of the implementation of a modern state program for the development of this region. In conclusion, the document presents recommendations to optimize public-private partnerships.

PROFESSIONAL COMPETENCIES AND THE LABOR MARKET: CHALLENGES OF THE TIME

The article is devoted to topical issues of the implementation of the national project “Labor productivity and employment support” in the context of the coronavirus pandemic. The author analyzes the situation of the labor market in Russia in general and in the Republic of Bashkortostan in particular, the position of trade unions to the current situation; focuses on the importance of the education system in the formation of basic skills and key competencies of students to increase labor productivity, exchange the best technologies and practices, including within the framework of the Turin Process.

NETWORKING OF UNIVERSITIES IN THE REGIONAL EDUCATIONAL SPACE

In accordance with the Federal law “On education in the Russian Federation” currently in force in Russia and a number of program concepts and documents, recognize an innovative form of cooperation of educational organizations as “network interaction” as promising in terms of improving the efficiency and competitiveness of the Russian national educational system in the global training space. Despite the fact that the development of network forms of interaction is actively carried out both on the basis of individual universities and in the regions, today this practice is clearly not enough for a theoretical understanding of the phenomenon of network interaction in educational practice. The purpose of this work is to consider the concept of network interaction in relation to the field of education and determine the prospects for its development in the regional framework.

INTERACTION BETWEEN SELF-GOVERNMENT AND SOCIALLY-ORIENTED NON-COMMERCIAL ORGANIZATIONS: CONDITION, CHALLENGES AND DEVELOPMENT POTENTIAL

The paper, based on the analysis of data from sociological surveys, deals with problems of interaction between local self-government bodies and non-commercial organization (NCO). The article states that the process of forming partnerships between local governments and NCOs is in the process of being institutionalized. The collaboration initiative is more in the hands of the non-profit sector. Despite the generally favorable NCO-climate in the Republic of Bashkortostan, the attitude of local governments towards the non-profit sector as an equal partner in solving social problems and working with the population is developing at a rather slow pace. An important direction is to increase public confidence in the NCO through the development of civil sector information system to provide the best information to society.

POLICY FORMATION INCLUSIVE EDUCATION IN POST-SOVIET RUSSIA: FEDERAL AND REGIONAL LEVELS

In the article, based on the analysis of the periodizations already proposed in Russian science, an original interpretation of the main stages of the formation of inclusive education policy in modern Russia at the Federal and regional levels is developed, and the qualitative characteristics of each stage are formulated. At the Federal level, there are three stages of implementing the policy of inclusive education: the first-from 1992 to 2007 (creating prerequisites for a modern system of inclusive education using world standards); the second — from 2008 to 2012 (completion of the creation of a special regulatory framework for inclusive education policy); the third — from 2012 to the present day (improvement of the regulatory framework for inclusive education policy, its intensive implementation at all levels of education). At the regional level (for example, the Republic of Bashkortostan), the following stages of inclusive education policy are also being formed: the first-from 1992 to 2012 (starting with the creation of the post-Soviet regional educational system, ending with the first attempts to implement the regional policy of inclusion); the second — from 2012 to 2020 (development of its own regulatory framework, completion of the foundations of the regional system of inclusive education); the third — from 2020 (approval of the “Concept for the development of inclusive education in the Republic of Bashkortostan for 2020–2025” (June 17, 2020)).

YOUTH EMPLOYMENT AND UNEMPLOYMENT UNDER THE INFLUENCE OF THE COVID-19 PANDEMIC

The economic crisis caused by the spread of the COVID-19 pandemic has led to serious long-term consequences for young people around the world, primarily because States have suspended funding for education and a large number of youth projects, and many children and adolescents have not been able to implement their plans for quality education and decent work. The international labour organization conducted a large-scale study on “Youth and COVID-19: impact on jobs, education, rights and mental well-being”, covering 112 countries and 120 thousand respondents. The article presents some results of this study, reflecting the situation in the youth labor market.

DEVELOPMENT OF CHARITY BASED ON TAX INCENTIVES: REVIEW OF FOREIGN PRACTICE

Many countries recognize the important and significant role of the non-profit sector in building a strong, caring, socially responsible society, as well as in promoting employment, well-being and economic growth. Many non-profit organizations focus on charitable projects. Research shows that the provision of tax incentives or corresponding tax credits and deductions to such organizations (and their donors) encourages the development of charitable activities and provides its participants not only with effective use of funds, but also with financial incentives from the state. The article discusses some practical aspects that reflect the development of charitable activities based on tax incentives, credits and deductions for donors and charitable organizations. The author analyzes the approaches of the countries of Europe, North and South America, as well as the Russian Federation in the application of tax mechanisms for private and corporate charity. It is concluded that, despite the fact that charitable foundations, acting as intermediaries between the donor and the recipient and making efforts to accumulate funds and their targeted distribution, often cannot expand their field of activity just because domestic legislation does not promote the development of a particular type of activity. Therefore, in the near future, in the absence of changes in the current regulatory legal support, the charitable activities of foundations will not be developed, and the charity itself will not receive a reputation boost.

ETHNO-LINGUISTIC PROCESSES IN THE VOLGA-URAL MACRO-REGION OF RUSSIA IN THE XX CENTURY (on the example of Bashkortostan and Tatarstan)

The article analyzes the ethno-linguistic processes in Bashkortostan and Tatarstan, as the key republics of the Volga-Ural macro-region, developing during the twentieth century. The author comes to the conclusion that the Volga-Ural macroregion occupies a special place in the system of ethnonational relations in Russia, since this territory has been, since the very beginning of the modern era of mankind, a zone of intensive interaction of Finno-Ugric, Turkic and Slavic ethno-linguistic groups. By the beginning of the XX century, the ethno-linguistic picture of this macroregion stabilized and led to the formation of numerous ethnic groups, which gradually developed into ethnonations that are “autochthonous” formations. During the XX century, the territory of this macroregion underwent fundamental ethno-linguistic changes caused by the most diverse and deep settlement, socio-economic and socio-political processes that shook our country during this period. A special role was played by the development of bilingualism, which developed very rapidly in the direction of national-Russian bilingualism, reaching by the end of the century from 97 to 99 % of the non-Russian population of the macroregion. Russian Russian-national bilingualism has not developed at all, making up a little more than a percent of the number of Russians living in this territory, and over the past fifteen years, after a small surge, it has again declined.

DEVELOPMENT OF PRAYER TOURISM IN THE TURKIC REGIONS OF THE RUSSIAN FEDERATION

The main aspects that differentiate prayer tourism from religious and pilgrimage are the following: trip participants; motives that promote the participation of a person in the trip; main idea and purpose prayer tourism; travel period; tourist destination, place of travel, determining for prayer tourism is the concept of “place of power”. Such places have always been given sacred meaning, performed rituals, erected temples and interacted with the strong energy of this place. The purpose of the article — to consider the concept of prayer tourism as a new type of tourism, its main characteristics, present routes and objects of prayer tourism in Turkic regions of the Russian Federation. By the method of content analysis over 500 scientific publications on religious issues were analyzed tourism and pilgrimage. As a result, in 6 Turkic regions of the Russian Federation (Tatarstan, Bashkortostan, Khakassia, Karachay-Cherkessia, Yakutia (Sakha), Dagestan), the most popular sites were identified, defined by tourists as a “place of power”, attractive as a place where miracles are performed.
