INNOVATIVE TECHNOLOGIES IN MANAGEMENT OF SOCIO-ECONOMIC SYSTEMS
In a modern highly competitive environment, sustainable development of the financial sector can be reached through the introduction of the innovation processes that are characteristic features of the modern development of socio-economic systems. The purpose of the study is determined by the increasing importance of the innovation process, thus resulting in the need for a more in-depth study of its essence, content and forms of interaction between all actors involved in the process, and the search for ways to improve the efficiency of the financial sector of the economy. The scientific novelty and practical significance of the research is to create a cash pooling smart contract on the Stellar blockchain and implement an application to demonstrate the capabilities of smart contracts in Stellar. The results obtained will serve as a basis for the implementation of applied solutions in the field of cash pooling.

ANALYSIS OF THE FINANCIAL SUSTAINABILITY OF THE ENTERPRISE USING POTENTIALS
The article describes the elements of the sociophysical approach in relation to the study of processes at an enterprise that produces aircraft engines. The interpretation of the sociophysical approach of financial sustainability for the enterprise is given. It is shown that the use of standard methods of financial and economic analysis of an enterprise in the cases of long-life cycle is limited and leads to contradictory conclusions. The comparison of the results of sociophysical modeling with the results of modeling obtained using the well-known methods of financial and economic analysis of the enterprise have be done. The concept of the sociophysical function and necessary formulas are given. The formulation of the problem of forming a toolkit for sociophysical assessment of sustainability of an enterprise using sociophysical potentials is formulated. Models of the dynamics of the potentials of the sources of financing the assets of the enterprise, the financial sustainability are represented.

EVALUATION OF THE EFFICIENCY OF THE PROJECT FROM THE POINT OF VIEW OF A SOCIOPHYSICAL APPROACH
The article describes an approach to assessing the effectiveness of a project implemented at an enterprise. The problem of assessing the effectiveness of a project is associated with the need to manage a project with a long life cycle. To solve the problem, it is proposed to use a sociophysical approach. The necessary elements of the mathematical model are presented. The analysis of the ratio of the potentials of the enterprise, its organizational elements and the project being implemented at the enterprise is given. Based on the analysis, it was concluded that knowledge of the potentials makes it possible to assess the effectiveness of the project activities carried out. From a sociophysical point of view, a project model is a set of accumulated potentials of state variables. On the example of two indicators — the revenue and the balance of the enterprise, where the project is being implemented, the sociophysical formulation of the task of analyzing the effectiveness of the investment project is illustrated. Calculations are given of the accumulated potentials of organizational units involved in the implementation of the project are presented; the definition of the accumulated potential reduction factor is given; an economic interpretation of the results of evaluating the effectiveness of project activities.

PROBLEMS OF LEGAL REGULATION OF FOREST PROTECTION AND FOREST USE IN THE RUSSIAN FEDERATION
Forest violations are a special type of offenses that infringe on the order of rational use of natural resources and environmental protection. The purpose of this study is to analyze the phenomenon of forest violations, their classification and qualifications, determine the subject composition of forest violations, and the peculiarities of the mechanism of bringing to legal responsibility for forest violations. The relevance of the work lies in the fact that the problem of legal protection of forests exists not only in Russia, but also abroad, therefore, the solution to this problem should be developed and implemented at the global level, by the combined efforts of states in the field of forestry. The paper describes the regulatory and legal framework in the field of forest management, lists the problems of the legal mechanism of forest protection, identifies its subjects, discloses the problems associated with evidence and proof in cases of forest violations (for example, storage of timber seized as material evidence) and other problems, in the field of implementation of control and supervision activities by forest users.

ROLE OF MORTGAGE LOANING IN THE HOUSING MARKET
The purpose of the scientific work is to assess the state of the housing construction market and the housing fund as a whole, as well as the level of influence of the mortgage lending sphere on it. The work uses mainly methods of analysis of government statistics, information provided by the State Corporation DOM.RF, the official sites of key banks, own forecasts and calculations of the analyzed information. On the fact of the analysis made an assessment of the housing stock, the main mortgage products, identified the main directions of development of the market for housing construction and stream lending. Highlighted the main formation of conditions for the availability of mortgage loans, stricter requirements for borrowers to maintain the safety of loans and their payments, the active development of government programs to subsidize the market rate to support the market of housing construction, the growth of commissioning of housing over the next 3–4 years.

FINANCIAL ASPECTS OF THE PUBLIC HEALTH PROTECTION SYSTEM
The article deals with current issues of financing Russian health care, the implementation of which will ensure the effective functioning of the system of public health protection. In the structure of a modern state, the security of any country is based on effectively functioning defense and health systems that ensure stability and a high level of quality of life for citizens. Therefore, the system for ensuring public health should not receive funding on a residual basis, and the mechanism for providing medical care and preventing morbidity should be based on market principles.

The current state of demand for medical information in the media has a high practical significance for the mass audience. Medicine is a science-intensive, rapidly developing field. In this regard, it is necessary to systematically inform the public about the achievements of medicine — in science, technology and industry, explaining the essence and possible consequences of a scientific discovery, popularizing methods of treatment of a particular disease, introducing society to innovative technological processes in the medical field, achievements and developments of the medical and pharmaceutical industry. The paper reviews the experience of media coverage of medical issues in the aspect of familiarity with innovations and technologies in the context of historical development both in our country and abroad.

MANAGING THE BANK’S STAFF TURNOVER TAKING INTO ACCOUNT BEHAVIORAL CHARACTERISTICS
This study focuses on the problem of employee turnover in the banking sector. The reasons for staff turnover are analyzed, the main attention is paid to the specifics of the labor behavior of employees of different generations. The purpose of this study is to identify the features of the Bank’s personnel turnover management, taking into account generational characteristics. In accordance with the purpose of the work, the following tasks were set: to consider expert assessments of the problem of staff turnover in banks, to analyze generational differences, to conduct a study of the personnel structure in the operating offices of VTB Bank and to identify problems and features of the Bank’s staff turnover management. As a result of the study the need to build the work of all elements of personnel management, taking into account generational characteristics, the balance of digitalization and personal communications, was revealed in order to increase the involvement of employees in achieving the goals of the organization.

POLITICAL PRINCIPLES FOR THE RUSSIAN MIGRATION POLICY’S IMPLEMENTATION
(based on strategic planning documents)
This article analyzes the most important strategic planning documents in the field of migration policy of the Russian Federation — the Federal Migration Program (1994), the Concept for the Regulation of Migration Processes (2003), the Concept of Migration Policy for the period 2012–2025 (2012), Concept of Migration Policy for 2019–2025 (2019). Normative legal documents in the field of migration were selected as the object of research, and the principles of migration policy proclaimed by them were selected as the object of research. The aim of the study is to classify these principles and establish continuity between strategic planning documents in the field of migration. Research objectives: consider strategic planning documents; analyze the principles of migration policy proclaimed by them; classify the selected principles of migration policy into groups. As a result of the work carried out, universal principles (contained in all analyzed strategic planning documents) and particular principles (contained in only one or several strategic planning documents) were determined. Based on the analysis of these principles, both universal and particular, it is concluded that the proclaimed priorities of the policy in the field of migration ensure the competitiveness of Russia as a recipient country of migration in the world arena.

THE RUSSIAN POPULATION OF BASHKORTOSTAN: DEMOGRAPHIC AND ETHNO-LINGUISTIC PROCESSES IN THE SECOND HALF OF THE XIX — EARLY XXI CENTURIES
The article analyzes the regional group of Russian Bashkiria in the system of demographic and ethno-linguistic processes developing in a multinational environment during the XX century. Russian Russian ethnic group’s “urban” character has evolved at various stages of historical development over the past century, and a comparative analysis of the basic social characteristics of the Russian population has been conducted in comparison with non-Russian peoples, mainly Bashkirs and Tatars. The process of significant influence of large-scale urbanization on the development of various areas of bilingualism and ethno-linguistic assimilation is considered.

THE PHENOMENON OF PROTEST POLITICAL ACTIVITY: CONCEPTUALIZATION OF THE MAIN APPROACHES
This article provides a comparative political science analysis of the main approaches to the study of the phenomenon of protest activity. Using a combination of General scientific and special methods, it is established that protest political activity is a conflict behavior (or deliberate inaction) of individuals, groups, parties, and social movements in relation to state institutions. The object of such activity, as a rule, is the power represented by the ruling elite, and the subject is a set of political contradictions, socio — economic problems and other conflict-causing factors that provoke discontent on the part of citizens. The intensity of political protest activity ranges from mild nonviolent resistance to mass riots, clashes, and revolutionary events. In the modern information society, protest political activity is usually incubated in the virtual space of the Internet, and then flows into mass street practices. At the same time, the protest itself is becoming more decentralized, and the role of leaders in it is steadily decreasing.

The article analyzes the evolution of the main approaches to the definition of “inclusive education” that have developed in foreign and domestic science, and examines the formation of a political science concept of this phenomenon of social and educational activities. Along with the study of existing approaches and their classifications in the definition of “inclusive education”, the author offers a model of grouping existing definitions. Pedagogical, economic, sociological, legal and political approaches to understanding the phenomenon under study are highlighted and justified. The political science approach to the definition of “inclusive education”, which is most relevant at the present stage, is characterized separately.

THE PHENOMENON OF CLIP THINKING IN THE CONTEXT OF HIGHER EDUCATION
This article is devoted to the problem of clip thinking as a phenomenon of the modern information society. Since the clip type of thinking is mainly a characteristic of modern children and young people, the authors emphasize the special importance of this problem in relation to the system of education and upbringing. According to the authors, the communication of participants in the educational process, who usually belong to two fundamentally different types of thinking: linear and nonlinear, makes the problem particularly relevant. The article raises the problem of the origin of a new type of person in modern conditions with a different way of perceiving the world and approaches to information processing, a different system of priorities, moral and ethical values. The characteristic features of people with clip thinking are revealed. The authors emphasize the objective nature of the reasons for the origin of the phenomenon of clip thinking in modern society. Like any type of thinking, clip thinking has a certain list of positive and negative features that need to be taken into account in the learning process and gently corrected through education. The article focuses on the problem of revision of the approaches to teaching young people in the system of modern higher education. According to the authors, interactive and visual methods should play an important role in the learning process, and a special attention should be given to role modeling of situations aimed at strengthening empathy and increasing the sense of responsibility.

THE SITUATION OF SUCCESS AS A SOCIAL TECHNOLOGY
(on the example of educational activities)
The situation of success is presented as an author’s social technology implemented in the framework of educational activities: in particular, the mechanism of creating a situation of success as a technology that stimulates educational activities within the framework of private didactics is described in detail. Educational activity is chosen as a clear example. Within its framework, the most clearly and succinctly unfolds the situation of success as a social technology that provides opportunities to achieve significant educational results. Creating a situation of success is provided by the presence of a number of positively directed pedagogical techniques: praise, approval, motivation, removing fear, and advancing trust. The author of the article has developed a technology aimed at solving problems: increasing educational motivation and academic performance, organizing a favorable psychological climate in the classroom, encouraging conscious and free choice associated with the performance of educational tasks of different levels of complexity, from the perspective of implementing the Federal state educational standard.
