THE CONCEPT OF “STATE-FORMING PEOPLE” IN MODERN RUSSIAN POLITICAL SCIENCE
Abstract. The article analyzes the theoretical and applied aspects of the application of the concept of “state-forming people” in modern Russian political science from the point of view of its implementation in the system of constitutional law. The analysis is carried out on the basis of a study of the latest documents discussed in connection with the adoption of amendments to the Constitution of the Russian Federation initiated by the President of the Russian Federation during its nationwide discussion in 2020. Particular attention is paid to a comparative study of the positions of various authors and legal institutions, the points of view of which were formulated in the course of the discussion that unfolded in the scientific community. The emphasis is on the characterization of the ambiguous understanding of one of the most important political categories adopted and included in the text of the current Constitution of the Russian Federation. It is shown that at present in domestic political science and political practice there has not yet been a final interpretation of this most important definition.

URBANIZATION AS A FACTOR OF ETHNO-LINGUISTIC BEHAVIOR OF NON-RUSSIAN PEOPLES IN MULTINATIONAL REGIONS OF RUSSIA (BY THE EXAMPLE OF THE REPUBLIC OF BASHKORTOSTAN)
Abstract. The features of the ethno-linguistic behavior of non-Russian peoples in one of the most multi-ethnic regions of Russia — the Republic of Bashkortostan — are analyzed in a diachronic sense (throughout the 20th century). Urbanization is considered as one of the most important factors in this process. The specificity of the ethno-linguistic behavior of non-Russian peoples is revealed in relation to various language groups, including Turkic and Finno-Ugric.

TO THE ORIGINS OF THE PSYCHOLOGY OF HYBRID WARS: COVERT OPERATIONS AND THE GEOPOLITICAL MEANING OF THEIR FOOD NAME
Abstract. There are many secret pages in the history, especially concerning the geopolitical confrontation, which only lose their secrecy over time. But even so, the events that unraveled behind the veil of secrecy may continue to play the role of the psychological weapon most in demand in hybrid warfare. It is to this type of psychological means of influencing opponents that not only covert operations themselves, but also their names, in particular, taken from the arsenal of food products, can be attributed.

STAGES OF FORMATION OF STUDENTS’ COMMUNICATIVE CULTURE IN THE “BOLOGNA” DIMENSION
Abstract. The article analyzes the situation in the field of domestic higher education, which arose in connection with the sanctions policy of Western countries and the end of the participation of Russian universities in the Bologna process, which marks the progress towards a single space of higher education. The article reveals the provision that the educational space, like any space created by the efforts of people and supported by their active participation, is part of a wider communicative space and is a product of a communicative culture. In the university environment, this culture has deep roots and adheres to the traditions built on their basis. The authors identify the stages of the formation of this culture and give detailed characteristics of each of them.

MODERN MODELS OF REGIONAL MANAGEMENT: MAIN TRENDS
Abstract. The article examines the models characteristic of modern political governance in Russian regions. The authors proceed from the fact that the key subjects of the management process are governors, each of whom chooses a certain positioning model and builds his own image based on this. It is concluded that the regional management model today is more often determined by the subjective qualities of the head than by the objective circumstances of the existence of the region.

PUBLIC PRIVATE PARTNERSHIP IN THE SYSTEM OF REGIONAL MANAGEMENT
Abstract. The subject of the study is public-private partnership. The purpose of the study is to analyze the dynamics of the development of the mechanism of public-private partnership in the Republic of Bashkortostan. The objectives of the study are to identify the essence and significance of public-private partnership in the development of the economy of the regions and the country as a whole. The novelty of the research: the essence of the mechanism of public-private partnership, the features of its application in the Republic of Bashkortostan are revealed. Conclusions: representatives of the business community and authorities at various levels are interested in the effectiveness of the functioning of the public-private partnership mechanism. Private investments contribute to stimulating the development of territories and economic entities based on innovations.

EFFICIENCY OF OIL AND GAS ENTERPRISES IN THE CATEGORY ASPECT
Abstract. A refinement of the essence of the category of efficiency in modern conditions is presented. It is emphasized that the development of the concept remains evolutionary, which in the modern interpretation requires taking into account the balance of interests of all participants, the rational interaction of the organization with the external environment, and the development of business socialization. A correction of managerial decisions on business development under the influence of increased pressure of external factors on efficiency is proposed. The social significance of the category is stated, which determines the priority of the social content of efficiency, the most important for the activities of oil and gas producing enterprises. Classification of types of efficiency is systematized. The importance of external and internal efficiency for social efficiency is emphasized.

CRITERIA FOR ASSESSING THE EFFICIENCY OF OIL AND GAS ENTERPRISES
Abstract. The significance of the criteria for evaluating the effectiveness of management in a multifactorial and multivariate corporate structure is shown. It emphasizes the need to take into account industry specifics when defining criteria and criteria for performance indicators. The conditions for the emergence of a synergistic effect at the intersection of the coincidence of the organization’s performance in two manifestations are determined: as a production structure and social education. A structural and logical scheme of correspondence between the criteria and indicators of the organization’s efficiency has been developed, which determines the dominant indicators of management in the production and social block of the organization’s efficiency. The key performance management indicators of an oil and gas complex enterprise have been identified.

REGIONAL MANAGEMENT OF SUSTAINABLE ECOSYSTEM DEVELOPMENT
Abstract. The article discusses aspects of sustainable development of the ecosystem of the region on the basis of a value-oriented approach declaring the provision of economic and social value. It is proved that the implementation of the sustainable development goals of the regions requires consideration of intersectoral processes to ensure policy coherence. A critical analysis of the approaches used in Russian and foreign practice to classify and evaluate regions according to the level of socio-economic development is carried out. The models of regional ecosystem management are proposed taking into account the imperatives of sustainable development, factors and indicators that determine the economic and social value of the equilibrium development of the ecosystem of the region are indicated.

ISSUES OF LEGAL SUPPORT OF THE DEVELOPMENT OF GEOLOGICAL DIVERSITY IN GEOPARKS
Abstract. The article analyzes the problems of legal regulation of the provision and conservation of geological diversity in geoparks of the Russian Federation. Some issues of the legal regime of geoparks, the role of the local population in the development of geological objects located on the territory of geoparks, and the preservation of the geological heritage in these territories are investigated. The thesis is revealed that the high level of geological diversity of the Russian Federation makes it difficult to develop specific criteria related to the actions and extent of the conservation of the geological heritage in Russia. The issue of geological conservation in Geoparks is an unresolved issue. Available legal and administrative instruments can suggest ways to develop geological conservation, as well as the proper application of strategies related to planning processes for the use of Geopark resources.

FEATURES OF THE LEGAL REGIME OF GEOPARKS IN THE REPUBLIC OF BASHKORTOSTAN
Abstract. The article analyzes the features of the legal status of geoparks in the Republic of Bashkortostan. Some issues of the legal regime of geoparks, the role of the business community in the development of rural areas and agro-tourism facilities located on the territory of geoparks are investigated. The idea is substantiated that an integrated approach to the use of natural resources located on the territory of geoparks, to their rational use, an exhaustive presentation of the archaeological wealth of the Republic of Bashkortostan at the international level will help make the region recognizable and comfortable to visit.

THE IMPACT OF CORRUPTION OFFENSES ON THE ECONOMIC ACTIVITY OF A BUSINESS SUBJECT
Abstract. Corruption offences are socially dangerous in today’s global context because they violate the principles of uncompensated public administration and market competition and create the basis for the development of a “shadow economy”. Companies, especially in regions with high levels of corruption, are often not immune to corruption offences, for example, they may engage in commercial bribery to achieve their business goals. The aim of the study is to examine the impact of corruption offences on the economic activities of a company and to assess their consequences for its further development. The scientific novelty of the study lies in the assessment of the effect of legal sanctions for corruption offences (consequences of imposing fines, reputational costs) and justification of the need to implement anti-corruption compliance in the activities of business entities.

THE GENESIS OF REGULATORY REGULATION OF SOCIAL SUPPORT FOR RUSSIANS AT THE END OF THE ХХ CENTURY
Abstract. The article is devoted to the study of the regulatory regulation of social support in the Russian Federation in one of the problematic periods of social protection — in the 90s of the ХХ century. In the context of a crisis in the financing of social payments the most important task is to develop an effective concept of social protection for vulnerable segments of the population. The analysis of statistical data confirming the relevance of the demographic crisis in Russian society is presented. In particular, the data of the State Statistics Committee of Russia are considered. The basic normative acts adopted in the 1990s regulating the mechanisms of social security for those in need in our country are characterized. The logical result of the study was the conclusion that it is mandatory to develop mini-institutions for 30–40 beds, funded by mixed funds from federal and local budgets; expanding the network of veterans’ homes for single pensioners with a complex of household services; opening medical service centers; increasing the material interest of employees of social institutions, etc. Overcoming the crisis phenomena is seen in attempts to balance the social system of the Russian Federation relative to the real socio-economic level of the country.
