THE JEWISH AGENCY FOR ISRAEL: THE EXPERIENCE OF INTERACTION BETWEEN THE STATE AND QUASI-NGOS IN THE FIELD OF MIGRATION POLICY
Abstract. The article analyzes the experience of interaction between the State of Israel and a quasi-non-governmental organization, the Jewish Agency for Israel, in the field of migration policy. The authors examine the historical path of the agency’s development, starting from its creation in 1929 as an expanded body uniting the World Zionist Organization and representatives of the Jewish diasporas, to its modern role as a manager and implementer of migration and absorption programs. Special attention is paid to the agency’s relationship with the Government of Israel, its interaction with the Ministry of Absorption (Ministry of Aliyah and Integration), as well as its role in attracting and integrating new immigrants into Israeli society. The authors consider the negative aspects of such interaction, including problems of coordination, duplication of efforts and maldistribution of responsibilities, as well as positive ones, including agency’s greater flexibility and its ability to mitigate the costs of the malfunctioning of the bureaucratic apparatus. The article also provides an overview of the agency’s current activities, which are increasingly related to the maintenance of Jewish identity among foreign diasporas. In conclusion it is emphasized that the Jewish Agency remains an important tool in realizing Israel’s strategic interests, especially in situations requiring rapid response to migration challenges.

ON GLASS CEILING SHARDS: WOMEN IN PUBLIC ADMINISTRATION
Abstract. The article is devoted to the analysis of changes related to the “women’s question”, which has historically manifested itself in various forms of socio-political activity, starting with women’s struggle for the right to vote and reaching claims to occupy the highest government positions. It is shown that, despite the undoubted achievements in overcoming the gender gap, there are still many problems in women’s management activities caused by various reasons. These primarily include attempts by female government leaders to copy the tough male leadership style. It is also noteworthy that knowledge and competencies become victims of the pursuit of a career. The ways to overcome these shortcomings in Russia are shown.

MANAGEMENT CULTURE OF THE OFFICER OF THE MINISTRY OF EMERGENCY SITUATIONS OF RUSSIA: VALUE BASES, PRIORITIES AND REQUIREMENTS
Abstract. The article presents a socio-philosophical analysis of the officer’s management culture as one of the pressing issues in the context of his military-professional activity. Today it is considered as a complex socio-cultural phenomenon, which is one of the significant factors in the officer’s successful solution of military-professional tasks of varying degrees of complexity. The idea of increasing demands on the level of development of the management culture of a modern officer of the Russian Emergencies Ministry is substantiated. The main priorities of the management culture and its influence on all aspects of life and professional activity of the officer corps of the structural units of the Russian Emergencies Ministry are revealed. A high level of management culture always has a pronounced personalized character, being the result of the general cultural, military-professional and personal development of the officer. It is concluded that the formation of a high level of management culture requires significant spiritual and physical efforts from each officer.

PHILOSOPHICAL AND RELIGIOUS DIMENSIONS OF ANTHROPOMORPHISM: PROTECTING HUMANOID ROBOTS FROM EXPLOITATION AND VIOLENCE WITHIN MORAL-ETHICAL PARADIGMS
Abstract. The article examines the current philosophical, religious, ethical and legal aspects of human interaction with anthropomorphic robots against the background of the rapid development of artificial intelligence and robotics technologies. The author notes that modern humanoid robots, which have a high degree of external and behavioral similarity to humans, are increasingly becoming not only tools, but also objects of emotional and social interaction, which generates the phenomenon of anthropomorphism — attributing human features, emotions, and even consciousness to robots. This raises a number of new ethical and religious issues related to the moral status of robots, the permissibility of their immoral exploitation, and the need to protect them from abuse. The paper provides a comprehensive analysis of the philosophical and religious foundations that have shaped ideas about personality, soul, and moral responsibilities, and considers the possibility of their application to robots. Special attention is paid to the dilemma of recognizing or denying the “personal” status of humanoid machines and the consequences of such a choice for building effective mechanisms of legal and moral protection. The methodological basis of the study includes an analysis of domestic and foreign scientific literature and the results of empirical studies indicating the dehumanization of humans in aggressive behavior towards robots. As a result of the conducted research, the author comes to the conclusion that it is necessary to rethink moral, ethical and legal paradigms in order to form fair and humane mechanisms of interaction with humanoid robots. It is proposed to consider robots not only as technological objects, but also as new participants in the social environment who have a certain social presence and are able to influence human behavior and values.

THE PRINCIPLE OF LEGALITY AND ITS CIVIL LAW IMPLEMENTATION IN VIRTUAL NETWORK COMMUNITIES
Abstract. The article analyzes one of the fundamental, basic principles of law — the principle of legality. The authors conducts a theoretical analysis through the paradigm of legal relations arising on the Internet, in relation to social networks and virtual network communities arising on their basis, which today are not only relevant, but also problematic in the context of social platforms for solving numerous issues. A special place in the article is given to the concept of a network community, the essence of a virtual network society is revealed, the role and nature of the relationship between members of the network community, for whom the Internet and the virtual network community become a vital habitat, activity which should be carried out exclusively from the point of view of the principle of legality and responsible behavior.

RECONCILIATION OF THE PARTIES IN ENFORCEMENT PROCEEDINGS
Abstract. In the modern world, alternative methods of dispute resolution are integrated into procedural legislation and legislation on enforcement proceedings in Russia and a number of foreign countries. Conciliation procedures, which are part of the alternative dispute resolution, have confirmed their positive effect on the economy and social development of a civil society with a high legal culture. Russian arbitration and civil procedural law permits and encourages conciliation of the parties at all stages of the process, including enforcement proceedings. Currently, only a small percentage of enforcement proceedings end with the reconciliation of the parties, the conclusion of a settlement agreement. The authors believe that the reason is the insufficiently effective legal regulation, which allows the approval of mediation and amicable agreements in enforcement proceedings only by the court. The empowerment of bailiffs with the authority to organize, conduct conciliation procedures and approve the above agreements on a certain list of disputes will lead to an increase in the number of voluntarily fulfilled obligations on terms agreed by the parties themselves. The introduction of this rule will help unload the courts, reduce social tension, and improve the efficiency of justice. Thus, part of the functions for the implementation of conciliation procedures and the approval of amicable agreements in enforcement proceedings can be shifted from the judicial system to the service of bailiffs, while providing the possibility of appealing against the decision of the bailiff and judicial control. A set of measures for reconciliation of the parties should be regulated in detail in the law on enforcement proceedings after the rules that determine the procedure for initiating enforcement proceedings.

LEGAL REGULATION OF ACCESSIBILITY AND PROTECTION OF INFORMATION ON THE ACTIVITIES OF COURTS AND THE SECRECY OF JUDICIAL PROCEEDINGS
Abstract. Effective legal regulation of the dissemination of information in the activities of judicial authorities, as well as the protection of this information, where the court is one of the key elements of the rule of law, is the most important task of the country’s policy. The effectiveness of legal regulation largely affects the actual implementation in life of openness and accessibility of judicial proceedings, as well as the real protection of the confidentiality of information that may concern the personal life of citizens, commercial secrets and state security. Russian legislation enshrines the constitutional guarantee of compliance with the secrecy and publicity of legal proceedings, but in practice there may be cases of violation of these constitutional rights by court staff. This circumstance may be due to the presence of gaps in the legislation that must be eliminated in order to strengthen civil society, the existence of which is impossible without ensuring the conditions for the implementation of these principles in objective reality. Thus, in the Russian Federation there is a need to develop solutions to the problems that arise on the way to the implementation of the principles of secrecy and publicity of legal proceedings. In order to solve the problems that the court staff faces in the implementation of these principles, it is necessary to develop recommendations for improving the judicial system in Russia. This study is devoted to the analysis of legal regulation of the protection of information, personal data, information on the activities of federal courts and ensuring the secrecy of legal proceedings.

ELECTRICITY CONSUMPTION MODEL DEPENDING ON NATURAL CONDITIONS
Abstract. An econometric model of linear multiple regression of electricity consumption depending on natural conditions is proposed. The problem of compiling a linear multiple regression equation is considered using electricity consumption by months in 2020 in the Republic of Bashkortostan. Such models can be useful in seasonal forecasting, and, therefore, can be used to plan electricity consumption depending on weather forecasting and statistical data patterns in the region. The results can also be used in forecasting and planning electricity consumption by settlements, districts and enterprises both in the Republic of Bashkortostan and in other regions using the proposed methodology. The methodology can be used for teachers when conducting practical classes in the field of mathematical modeling and econometrics.

CRITERIA AND EFFECTIVE STRATEGIES FOR ACHIEVING RUSSIA’S TECHNOLOGICAL SOVEREIGNTY
Abstract. The article actualizes the problem of expanding technological sovereignty of Russia in the context of geopolitical instability and global technological competition. The article is based on the analysis of the current state of technological development of Russia, taking into account the research of domestic experts. The authors propose to consider technological sovereignty not as complete isolation from international markets, but as the ability of the state and business to meet national needs for critical technologies both independently and within the framework of international cooperation. The authors propose to use an integrated approach that takes into account three aspects: economic self-sufficiency, minimization of dependence on the external market and autonomy in making technological decisions. The article proposes criteria and strategies for achieving technological sovereignty based on such functions of technological sovereignty as meeting the basic needs of society, protecting national sovereignty and maintaining the competitiveness of the economy. The state of the Russian technology sector is analyzed and recommendations are offered for the development of science, education, stimulation of investment and international cooperation. The key point of the article is the justification of the need for a dynamic balance between technological sovereignty and technological openness. The proposed recommendations take into account the functions and goals of technological sovereignty and include specific criteria for assessing technological sovereignty and strategies for achieving it. The results of the study may be useful for forming state scientific and technical policy and determining strategic guidelines for business.

INDUSTRIAL COOPERATION AS A FACTOR IN THE DEVELOPMENT OF FOREIGN ECONOMIC ACTIVITY OF RUSSIAN ENTERPRISES
Abstract. The article specifies the concept of “industrial cooperation in foreign economic activity”, shows its role and advantages in the development of international cooperation between countries. The main idea is that industrial cooperation is the most important tool for increasing the competitiveness and effective strategic development of companies in the context of economic challenges. The article examines the state and importance of industrial cooperation in the context of foreign economic activity of the Russian Federation and the Republic of Belarus. The authors systematize the forms of industrial cooperation with practical examples of interaction between companies from different sectors of the economy. To develop international industrial cooperation, it is proposed to focus on customer experience, implement joint accelerators, improve logistics infrastructure, promote brands in friendly countries, and develop digital services.

THE ROLE OF CUSTOMS PAYMENTS IN THE MODERN ECONOMY
Abstract. The article is devoted to the study of customs duties as a tool for regulating foreign economic activity of modern economic entities. The volumes of export-import operations of the Russian Federation for the period from 2022 to 2024, which are the main indicator of the correctness of established payments administered by customs authorities, are analyzed. The composition and structure of customs payments for 2021–2023 are determined. The key factors determining the dynamics of customs duties, VAT and excise taxes paid by participants in foreign economic activity when moving goods across the customs border are reflected. A conclusion is made about the need to achieve a dynamic customs tariff system that ensures rapid adaptation to external challenges and meets the domestic needs of the country.

DIGITALIZATION AS A DRIVING FORCE FOR THE DEVELOPMENT OF SMALL AND MEDIUM ENTERPRISES: IMPLEMENTATION OF INNOVATIONS
Abstract. The modern digital economy is a dynamic environment that is constantly changing under the influence of rapid technological progress and social transformation. Digital technologies act as a catalyst for innovation in SMEs, stimulating the development of new products, services and business models. The purpose of the article is to study the problems arising during the implementation of the digital economy in small and medium-sized businesses. In order to achieve the set goal, the following tasks were performed in the course of the research: the key opportunities for SMEs in the digital economy were considered; the main aspects of digital economy innovation in SMEs were investigated. In the course of the study, critical analysis of scientific literature on the research topic, inductive and deductive analysis were used. As a result, the main problems of digital transformation of small and medium businesses were identified, including financial constraints, shortage of qualified personnel, organizational and institutional problems. Directions for the formation of an effective digital infrastructure for small and medium enterprises are proposed, taking into account the identified problems. It is noted that small and medium-sized businesses play a key role in the economic development of Russia, and this explains the need to form an effective digital infrastructure to support them.

ANALYSIS OF THE IMPACT OF THE RESULTS OF ADAPTATION OF RUSSIAN MANAGEMENT TO SANCTIONS RESTRICTIONS
Abstract. The article is devoted to the analysis of the impact of sanctions restrictions on the Russian economy. It is hypothesized that competent and thoughtful actions of state authorities made it possible to effectively respond to external threats and resist sanctions pressure. The statistical materials of the International Monetary Fund for 2021–2024 were used as the empirical basis for the study. A number of socio-economic indicators of Russia and some unfriendly countries: the USA, France, Germany, Japan and Great Britain are presented as objects of study.

Abstract. The article examines the concept of “sustainable development” from the point of view of modern enterprises. USE OF THE PATENT TAXATION SYSTEM IN THE REPUBLIC OF BASHKORTOSTAN
Abstract. The paper substantiates the importance of the patent taxation system as a taxation regime for individual entrepreneurs. The conditions of use and features of the patent taxation system regulated by the Tax Code of the Russian Federation are specified. The procedure for determining the potential income of an entrepreneur based on the tax legislation of the Republic of Bashkortostan is studied. The dynamics of the number of patents issued to individual entrepreneurs and the potential annual income of taxpayers using the patent taxation system as a whole in the Russian Federation, the Volga Federal District and the Republic of Bashkortostan are assessed.

FACTORS OF INCREASING EFFICIENCY AND COMPETITIVENESS OF AGRICULTURAL PRODUCTION IN THE REPUBLIC OF BASHKORTOSTAN
Abstract. Growing sanctions pressure from unfriendly countries forces to conduct additional scientific research to neutralize their negative consequences, in particular, its pressure on the food supply of the country, including the subjects of the Russian Federation. The article identifies the problems of the functioning of the branches of the agro-industrial complex of the Republic of Bashkortostan and ways to solve them in the context of still negative development scenarios, presents the tasks facing the region, the implementation of which will contribute to increasing the efficiency of agricultural production and the development of rural areas. It is concluded that one of the promising areas for increasing the efficiency and competitiveness of agricultural production is the use of cooperation in the agro-food sector, which can partly solve problems in land use, in the development of the material and technical base, labor security and in financing agriculture, in securing new sales markets and further contribute to increasing the competitiveness of regional food producers.

PROBLEMS OF EFFICIENCY OF INTERACTION BETWEEN BUSINESS STRUCTURES AND STATE AUTHORITIES IN RESOURCE-TYPE REGIONS
Abstract. The article examines the key challenges of interaction between business entities and government authorities in resource-based regions. The study analyzes cooperation frameworks, institutional obstacles, as well as institutional, economic, and political factors affecting collaboration efficiency. Special attention is given to the role of business associations as mediators in business-government dialogue. The paper highlights both formal and informal aspects of GR (Government Relations) strategies, along with institutional barriers hindering effective cooperation. Based on the research findings, recommendations are provided to improve business-government interaction mechanisms for sustainable development of resource-based regions.

LEISURE SERVICES MANAGEMENT IN THE HOTEL INDUSTRY: INNOVATIVE STRATEGIES AND TECHNOLOGICAL SOLUTIONS
Abstract. The development of cultural and leisure programs is an important component of the recreational infrastructure offered by hotel complexes. The relevance of this area within the framework of hotel management necessitates an in-depth analysis, which allows identifying prospects for increasing competitiveness in the hospitality industry. Integration of the entertainment sector into hotel activities contributes to the sustainable development of both areas, creating a synergistic effect. The key goal of modern hotel enterprises is to meet the growing needs of guests, which necessitates the diversification of recreational services. The implementation of such initiatives has a significant impact on the formation of consumer preferences and the emotional state of visitors. In addition, these programs act as a factor in increasing profitability and strengthening the reputation of the institution, which has a positive effect on key economic indicators. The purpose of this study is to analyze the potential and significance of designing cultural and leisure programs, which lays the foundation for the development of integrated recreational solutions in the hotel industry.

WAYS TO INCREASE HOTEL BUSYNESS CAPITALIZATION IN THE CONTEXT OF THE CHALLENGES OF THE MODERN WORLD
Abstract. Currently, one of the priority sectors of the Russian economy is recognized as the tourism sector, the development of which occurs with active government support, in particular within the framework of infrastructure development, the basis of which are various accommodation facilities. The global coronavirus pandemic has demonstrated the vulnerability of the hotel industry, which is currently being exacerbated by other factors (sanction restrictions have adjusted the structure of tourist flows, socio-economic tensions have negatively affected the solvency of citizens, etc.). All this forms an urgent problem of increasing the efficiency of hotels in the current conditions of the influence of many factors and challenges. As part of the study, the author examined the tools, methods and directions for increasing the capitalization of entities operating in the hotel industry, from the point of view of their maximum compliance with the current conditions for the formation of the BANI world.

THE INFLUENCE OF THE FACTORS OF EXHIBITION ACTIVITY ON THE EFFECTIVENESS OF THE FUNCTIONING OF THE SERVICE ORGANIZATIONS INVOLVED IN IT
Abstract. To conduct the study, the object identified service organizations involved in exhibition activities as the most dynamic, flexible and enabling the growth of efficiency and development of the functioning of service organizations. Based on the study of the experience of exhibition activities in Russia and a number of countries, the article identifies the factors affecting the functioning of the activities of service organizations. The most significant them of influencing the effect of the work of service organizations participating in exhibitions, were identified. In the course of the study, a number of hypotheses are put forward about the effectiveness of the functioning of service organizations participating in exhibition activities. These hypotheses were tested by research using the tools of mathematical statistics and econometrics. Exhibition activities act as the most powerful means for developing interactions with partners and customers [1], bringing economic, image, and social effects in the activities of service organizations. Exhibition activities in many industries can be considered as an amplifier of national competitiveness when broadcasting their achievements by Russian organizations in foreign territories [2].

FINANCING OF HOTEL DEVELOPMENT PROJECTS IN THE CONTEXT OF THE MODERN MONETARY POLICY OF THE BANK OF RUSSIA
Abstract. During 2024 borrowed capital has become more expensive than the generated marginality of hotel projects; financial resources at a rate of 3–5 % required for successful hotel investment projects are currently unavailable; in the first quarter of 2025 the key rate of the Central Bank of the Russian Federation was 21.0 %; the forecast for 2025 is to maintain the current value of the key rate or slightly lower it. The article is about how to finance hotel projects with low profit. It doesn’t talk about getting money from selling rooms like in Russian Federal law No. 214 dated December 30, 2004.This article is for developers who want to make a hotel and need to know how to get money for it.
