CLUSTERING OF RUSSIAN REGIONS BY CONSUMPTION OF BASIC FOODSTUFFS
Abstract. The study is aimed at analyzing the actual consumption of basic foodstuffs in comparison with established norms in the context of regions. The main hypothesis is the relationship between the level of self-sufficiency of the region and the fulfillment of consumption norms. According to the results of the study, it was revealed that there is a bias in most regions towards exceeding rational consumption standards for bread and bread products, potatoes, meat and meat products. There is also a shift of some regions towards consumption of vegetables, fruits, milk and dairy products below average. Cluster analysis allowed us to identify three groups of regions. In the group of regions with the best consumption characteristics, they correspond to rational norms of consumption of bread and bread products, meat, potatoes. The second group of regions in most cases fulfills the consumption standard for bread and bread products, meat. The third group includes regions where the actual consumption of products corresponds to the normative values only for the consumption of bread and bread products. The results of the study confirm the dependence of the level of self-sufficiency of the region with food products on the fulfillment of consumption standards in a particular region.

THE INFLUENCE OF THE FOOD BALANCE OF REGIONS OF THE RUSSIAN FEDERATION ON FOOD CONSUMPTION NORMS
Abstract. The article examines the impact of the food balance of the regions of the Russian Federation on the norms of food consumption recommended by the Ministry of Health of Russia. As a result of the clustering of regions according to the type of food balance, four types of regions were identified: a donor region with export-oriented production, a donor region with a focus on domestic demand, a recipient region with advanced import substitution, a recipient region with a focus on domestic demand. As a result of the study, a close relationship was confirmed between the recipient regions with a focus on domestic demand and the regions with the greatest deviation from the norms of food consumption.

PROBLEMS AND PROSPECTS OF USING ARTIFICIAL INTELLIGENCE TECHNOLOGIES IN MANAGEMENT: AI SERVICE REQUEST
Abstract. The article considers the modern practice and experience of using the latest achievements in the field of artificial intelligence by foreign and domestic companies. The goal is to identify the key problem and formulate the fundamental prospects for the use of artificial intelligence in management, including to form a request for the creation of an AI management service as a hardware and software complex that increases the efficiency of solving management problems. The methodological basis of the study was: dialectical, systemic, complex, situational approaches; methods of comparative, expert analysis. The following main results of the study can be distinguished: current trends and trends in the use of artificial intelligence are considered and systematized; substantiates the importance and necessity of using artificial intelligence technologies in management; the main promising directions for the use of artificial intelligence technologies in modern companies are formulated.

PROGRAM-PLANNED REGULATION AND PRACTICAL IMPLEMENTATION OF ANTI-CORRUPTION MEASURES BY REGIONAL AND LOCAL AUTHORITIES
Abstract. The anti-corruption policy pursued in Russia is systematic and planned. At the federal level, the adoption of the National Anti-Corruption Plan sets the main vectors for the development of this activity. Regional and municipalities also adopt their own anti-corruption programs and plans. An analysis of the normative legal acts of the subjects of the Russian Federation was carried out. Proposals have been formulated to improve the effectiveness of implemented measures.

Abstract. This scientific article examines the relationship between corporate culture and innovation development of enterprises in regions of Russia. Based on empirical data, the author aims to identify key aspects of corporate culture that contribute to the growth of innovation activity of companies, as well as to provide practical recommendations for the formation and development of such culture in Russian enterprises. To obtain specific results, qualitative and quantitative research methods are used, including surveys, interviews, and analysis of statistical data.

DIGITAL FORMAT FOR CONDUCTING ENTERPRISE ACTIVITIES: PROBLEMS AND OPPORTUNITIES
Abstract. The theoretical foundations of the introduction of electronic document management systems are considered. Electronic document management is understood as the infrastructural core of any enterprise. The authors are convinced that this is not just an innovation, but a cardinal management decision that has no analogue in the traditional management of enterprise information flows. Thanks to this innovation, the work of the team will be greatly facilitated. The electronic document management system, being a significant advantage of automation, uniquely optimizes the speed of tasks and increases the competitiveness of the organization. A well-built electronic document management system ensures the uninterrupted flow of business processes, saves a significant resource — time, while freeing up minutes and hours to perform primary tasks.

KNOWLEDGE MANAGEMENT IN NETWORKING ORGANIZATIONS: THEORETICAL OVERVIEW
Abstract. In the presented work, the issues of knowledge management in organizations united in a network structure are considered. The modern market requires flexibility from organizations. Networking provides a synergistic effect from the possibility of pooling the resources of participating organizations, including through the use of knowledge. The article provides an overview of theoretical scientific ideas about the essence of the knowledge management process and its features in relation to network organizations. Network organizations are structures that carry out complex projects that often go beyond the boundaries of one industry. Therefore, they are aware of the need for dynamic knowledge acquisition through the creation of alliances and networks of cooperation. High-quality management of business processes affects the efficiency of network organizations.

THE CURRENT STATE OF FISCAL FEDERALISM IN RUSSIA
Abstract. One of the important functions of the state is the alignment or redistribution of financial resources between certain segments of the population and the territories of the country to form relatively equal living conditions and functioning of regions within the same state. One of the tools for implementing this model at the state level is fiscal federalism. Fiscal federalism is an independent formation of budgets of individual levels of government, the relationship between these budgets based on clearly formulated norms. The paper considers the problems associated with the choice of optimal directions for improving the inter-budgetary redistribution of financial resources within the framework of ensuring budgetary federalism to increase the efficiency of the budgets of the constituent entities of the Russian Federation.

PROSPECTS FOR THE DEVELOPMENT OF DIGITAL CURRENCY AND CRYPTO ASSETS IN RUSSIA UNDER SANCTIONS
Abstract. The economy of the Russian Federation has been functioning under the enormous impact of economic restrictions over the past few years. In the current conditions, the issue of the use of various means and mechanisms capable of leveling the negative effects of sanctions pressure on the national economy is relevant. The purpose of the article is presentation possible options for the use of digital currencies and crypto assets in order to overcome the consequences of sanctions measures. Special attention is paid to the development of Russian legislation and government control in the sphere of crypto assets. In addition, the article describes examples of the usage of digital currencies and crypto assets in other countries.

INVESTMENT SECURITY OF THE REPUBLIC OF BASHKORTOSTAN
Abstract. One of the most effective methods of solving both short-term and long-term problems of the region is to attract investment. To obtain them, it is necessary to constantly modernize the region, a sufficient level of infrastructure development, stable introduction of high-tech products. The novelty of the study is the obtained integral indicators of investment security of the Republic of Bashkortostan. The analysis of the studied indicators allowed us to identify the main threats and risks to the investment security of the Republic of Bashkortostan, which are associated with a low level of development of the scientific and technical sphere of the region, a high degree of depreciation of fixed assets, low investment growth rates, which indicate a decrease in the investment security of the region and its investment attractiveness.

Аbstract. The article is devoted to the financial and legal aspects of the dividend policy of companies in modern business conditions. Dividends are one of the most important sources of income for shareholders of companies, and the dividend policy, which determines the distribution of profits between shareholders and the company, is of great importance for investors, analysts, managers and other financial market participants. Today’s conditions in which companies operate are characterized by uncertainty and rapidly changing market conditions. In such circumstances, the effectiveness of the company’s dividend policy can greatly affect its financial performance and market value. Therefore, understanding the current trends and opportunities of the dividend policy is a key factor in successful corporate financial management. This article discusses the main aspects of the dividend policy, including its role in the corporate governance system, the specifics of the formation and modification of the dividend policy, taking into account legal restrictions and opportunities for the company.

ACCOUNTS RECEIVABLE AND PAYABLE: CURRENT STATUS, PROBLEMS AND MANAGEMENT METHODS
Abstract. The subject of the study is accounts receivable and accounts payable. The purpose of the study is to consider the state of receivables and payables in modern economic conditions, problems and methods of its management. The objectives of the study are to study the dynamics of the debt of economic entities, methods and methods of managing it, identifying problems of non-repayment in a timely manner and in full. The novelty of the study: the theoretical foundations of the management of receivables and payables, the problems of its occurrence are disclosed, and the dynamics and structure of debt are reflected on the basis of statistical information. Conclusions: the excess of accounts payable over accounts receivable, formed by enterprises operating in the country, was revealed; the problems of debt management and the need to improve methods of monitoring the fulfillment of obligations by counterparties are disclosed.

THE IMPACT OF CORPORATE SOCIAL RESPONSIBILITY ON THE STABILITY OF THE COMPANY’S RELATIONSHIPS WITH EMPLOYEES AND CONSUMERS
Abstract. Digital technologies are currently on top in all industries, including the sphere of charity and the activities of non-profit philanthropic organizations. The spread of the coronavirus pandemic has promoted the introduction and active use of a wide range of digital technologies. The activities of charitable organizations and their strategic development depend on their readiness for the digital transition, that is the development and implementation of digital technologies in almost all spheres and areas of work. In his article, the author provides an overview of the most striking examples reflecting the advantages of implementing charity digital technologies in the work of non-profit organizations engaged in various types of charitable activities in different countries. Based on his review, the author concludes that since charitable institutions are inevitably integrated with the digital economy, it is important for them to use new technologies and prepare for a digital transformation strategy in order to ensure the prosperity of the digital charity sector and to withstand the upcoming uncertainties. The author pays special attention to a fundraising technology. Since online donors usually donate less, fundraisers should work more carefully on the development of platforms and provide various channels for donations. The author substantiates the need to use contactless electronic payments to accept donations.

SOCIAL PARTNERSHIP AS A MECHANISM OF FORMING A NEW SOCIAL CONTRACT
Abstract. The article is devoted to the assessment of the harmonizing potential of social partnership in the context of the potential use of its mechanisms to update the current version of the social contract between the government and the citizens of Russia. The need to address the stated problem is due to the urgent need to revise the dominant approach to the distribution of public resources in conditions of the threat of destabilization of the political situation in the country. According to the authors, the best way to prevent the settlement of inter-class conflicts in the conditions of long-term confrontation between Russia and the collective West is the use of neo-corporatist mechanisms for coordinating interests to bring the social contract in line with the current realities and challenges of the time. Its conceptual basis should be the predominance of socially conservative values over neoliberal ideologems. In this context, social partnership can be considered as a fundamental factor in ensuring national accord. The successful practice of regulating social and labor relations through the conclusion of tripartite agreements between trade unions, employers’ associations and executive authorities can be taken as a basis for the conclusion and adjustment of a social contract throughout the country.

POLITICAL AND LEGAL ASPECTS OF DEVELOPMENT INTERNATIONAL COOPERATION WITHIN THE EURASIAN SPACE
Abstract. The article examines the ideological, geopolitical and international legal factors of Eurasian cooperation and reasons for the low pace of its development. As a leading barrier to the deepening of trade and economic integration of the post-Soviet countries, the desire of the post-Soviet states to prevent the restriction of national sovereignty and infringement of national economic interests is highlighted. The purpose of the study is to identify political and legal problems of deepening Eurasian cooperation and ways to eliminate them. The history of relations between Russia and Kazakhstan through the creation of a single trade and economic space is used as an empirical base that allows us to fully reveal the content of interaction between the leaders of Eurasian integration and barriers to its development. Abstract. The article deals with the problems of qualification of mediation in commercial bribery, its differentiation with related types of crimes, such as mediation in bribery, complicity. The purpose of the study is to analyze issues related to the qualification of mediation in commercial bribery. The objectives of this work are to identify criteria for delimiting mediation; determination of the boundaries of the insignificance of the crime; analysis of judicial practice. The methodological basis of the study was the comparative legal and formal legal approaches to the study of mediation in commercial bribery. The author analyzed legal acts, judicial practice, doctrinal sources, which helped to formulate criteria that distinguish mediation in commercial bribery from other types of crimes in this area.

TO THE ISSUE OF THE ATTITUDE TOWARDS RUSSIAN CULTURAL FIGURES CLASSIFIED AS FOREIGN AGENTS
Аbstrасt. This аrtiсle аnаlyzes sоme аsрeсts оf the роliсy оf the Russiаn stаte in relаtiоn tо fоreign аgents. The аuthоrs drew аttentiоn tо the роssibility оf сutting оut eрisоdes оf films with the раrtiсiраtiоn оf асtоrs-fоreign аgents. Рrороsаls оf this kind аre similаr tо the рrасtiсe оf the “саnсellаtiоn сulture” thаt hаs beсоme widesрreаd in Western соuntries. It is indiсаted thаt in Russiаn reаlities, nаmely in the Sоviet рeriоd, there wаs аn аnаlоgue оf the “сulture оf саnсellаtiоn”, аlthоugh it wаs nоt соnneсted with the асtivities оf сivil sосiety аnd with the mediа demосrасy. Sоme аsрeсts оf the influenсe оf legislаtiоn оn the соntrоl оf the асtivities оf fоreign аgents оn the situаtiоn with mоdern Russiаn literаture were аnаlyzed. It is соnсluded thаt bаnаl bаns оn the sаle оf bооks аuthоred by fоreign аgents, аs well аs the рrасtiсe оf “сutting оut” fоreign асtоrs frоm films (if suсh beсоmes а reаlity), will nоt helр рrо-gоvernment сulturаl figures gаin аdditiоnаl рорulаrity аnd lоse the sаme tо fоreign аgents. The struggle аgаinst fоreign аgents in the field оf сulture in the style оf “саnсellаtiоn сulture” seems tо us hорeless, whiсh is аlsо demоnstrаted by the exрerienсe оf the West.

FEATURES OF RUSSIAN-TAJIK RELATIONS ON THE REGULATION OF MIGRATION PROCESSES
Abstract. The article deals with the issues of cooperation between Tajikistan and Russia in the field of migration policy. The increased scale of labor migration, as well as the problems it caused in terms of ensuring living and working conditions, as well as protecting the rights of citizens in countries that have received migrant workers, have necessitated the development and adoption of measures that would create an effective system of state regulation of migration processes. Reflected measures aimed at strengthening the legal framework for the stay of migrant workers in the Russian Federation. The necessity of improving the legislation regulating migration, changing the public consciousness of Russian citizens regarding the problems of migration, as well as making adjustments to the orientation and psychology of the migrants themselves is noted.

PUBLIC-PRIVATE PARTNERSHIP POLICY IN AZERBAIJAN REPUBLIC
Abstract. Various measures are being implemented in Azerbaijan for economic development, especially the development of the non-oil sector and regions. The government prioritizes the development of entrepreneurship and the private sector to create employment opportunities, produce competitive goods and services, and stimulate economic growth. In order to create a competitive environment that provides equal access to modern technologies and markets, programs such as the State Program for Socio-Economic Development and the Strategic Road Map were created. In this regard, the article dedicated to the analysis of the current state of public-private partnership in Azerbaijan first studies the historical development dynamics of public-private partnership in the Republic of Azerbaijan, and then touches on the modern era of public-private partnership in the country. In the conclusion part, the results of the research are summarized.

THE DEMOCRATIC PROCESS IN WEST AFRICA IN THE XXI CENTURY
Abstract. The article contains an analysis of the democratic process in the West African states. The democratic process, widely imposed by Western countries and international institutions on extroverted African states with weak institutional capacities, is an obstacle to the development of some of these countries. If paradigms come from international prescriptions, then the transfer of public policies goes through complex processes of rethinking and selective adoption.

NEO-MENTALITY OF “CANCELLATION CULTURE” VS TRADITIONAL CULTURE AND VALUES
Abstract. The article, devoted to topical issues not only from a spiritual and moral point of view, but also acquiring special significance in modern geopolitical coordinates, presents an analysis of a process that has very deep historical roots. They show that the practice of denying ideas objectionable to a certain circle of people and persons producing these ideas leads back to the time of the history of the Ancient World, where it was embodied in actions of ostracism and proscriptions. More recent history has added to this series. This practice has acquired new characteristics in the digital context, when thanks to the Internet, the condemners have both new means of condemnation and the opportunity to go unpunished for a long time for often unsubstantiated accusations of objectionable people. The article examines in detail the reasons for the “cancellation culture” as a reflection of “neomoral”, also shows the circumstances that contribute to its own “cancellation”.

LABYRINTHS OF PROFESSIONAL MYTH: THE INFLUENCE OF UNDERGROUND IMAGES ON MINING MYTHOLOGY
Abstract. There are several reasons for addressing the problems of mining mythology. The first of them is that in the modern information situation there is an active expansion of the space of imagination, part of which are the plots of myths. New myths are being created, partially accepting, but to a greater extent distorting the principles of organization of the mythical world. The second reason concerns the problems of social mythology, where professional mythology has special features. The third reason makes us pay attention to the mining mythology, which has common features for different regions of the world, but, most importantly, has an exceptionally strong influence on the mentality of the miners.
