FINANCIAL AND INVESTMENT DEVELOPMENT OF TERRITORIES
Abstract. The article discusses the issues of financial and investment development of the regions. The parameters characterizing the financial and investment potential of the regions have been determined, which are relative indicators that include data on all levels of economic agents: the state, enterprises and households. Based on the selected indicators, consolidated indices of the financial and investment potential of the regions were calculated, and appropriate conclusions were drawn.

DIFFERENTIATION OF THE STANDARD OF LIVING OF THE POPULATION (REGIONAL ASPECT)
Abstract. The subject of the study is the standard of living of the population. The purpose of the study is to assess the differentiation of the standard of living of the population in the context of regions of the Russian Federation. The objectives of the study are to study the state of the standard of living of the population based on the assessment of its individual characteristics. Leaders and outsiders among the regions were identified based on the results of the assessment. Novelty of the study: government measures are proposed to improve the standard of living of the population and reduce regional imbalance. Conclusions: Currently, an active policy is being pursued to overcome regional disparities and develop territories. State financial incentive measures are used in the form of infrastructure loans, tax breaks, support for priority industries and activities. It is important to note that in order to reduce inter-territorial disparities, it is necessary to create favorable economic conditions and attract private investment.

ELECTRIC VEHICLE MARKET IN RUSSIA: CURRENT STATE AND DEVELOPMENT TRENDS
Abstract. The аrticle examines the electric vehicle market. The reasons, dynamics, and government measures to popularize and develop the domestic electric vehicle market are considered. Novelty of the study: modern trends and problems of development of the electric vehicle transport market in Russia are revealed. In the future, electric vehicles are likely to occupy a dominant position in the global transport market. This was facilitated by technological progress, cheaper batteries, development of charging infrastructure and the use of renewable energy. State support (subsidies, preferential car loans, preferential leasing, exemption from transport tax, savings on recycling fees) for the development of the electric vehicle market contribute to the popularization of environmentally friendly transport and increases its availability.

WAGES AS A FACTOR OF MOTIVATION AND LABOUR PRODUCTIVITY: THEORETICAL AND EMPIRICAL ASPECTS
Abstract. The article examines how pay levels are related to employee motivation and productivity by comparing classical motivational models with empirical evidence from different countries and industries. Combining classical motivation theories and economic models with a review of contemporary empirical research, the author identifies key factors that determine the effectiveness of pay systems in different industries and countries. The results confirm that wages remain an important incentive, but their influence increases significantly when combined with intangible factors (corporate culture, professional development opportunities, flexible working conditions). Based on the data obtained, the author offers recommendations for the development of flexible, adaptive and transparent remuneration systems that take into account individual and industry specifics. The conclusions of the article will be useful for HR managers, economists and researchers dealing with the issues of increasing motivation and productivity of personnel.

DEVELOРMENT OF B2B MARKETРLACES IN RUSSIA
Abstract. The article examines the dynamics and structural features of the development of industry marketplaces in the B2B e-commerce segment of Russia against the backdrop of global trends. In Russia, the share of marketplaces in the structure of B2B sales is lower than the global average — 2–3 %. But the market has high growth potential — the model opens up wide opportunities for both suppliers and different types of customers. The article analyzes key growth drivers, deep integration of platforms with ERP and EDI systems of customers, the introduction of fintech modules (factoring, BNPL), the use of artificial intelligence and big data to forecast demand. The рriorities of B2B customers are identified, among which transрarency of data on counterрarties, security of рayments, and sрeed of logistics dominate. It is shown that a successful seller conceрt is formed around digital maturity, flexible warehouse рolicy, and develoрed service рractices, which increases the share of reрeat orders to 60–68 %. Industry effects of automation have been identified and risks have been considered. A conclusion has been made about the transformation of the marketрlace into an infrastructure hub of the economy with the рrosрect of a mixed рrocurement model, where standardised goods are comрletely transferred online, and caрital-intensive рrojects retain an offline format with рlatform analytical suррort.

FEATURES OF THE DEVELOPMENT OF AGRICULTURAL CONSUMER COOPERATION IN MODERN CONDITIONS
Abstract. The article analyzes the level and trends of development of agricultural consumer cooperation in Russia, including the dynamics of the number of individual types of cooperatives for 2019–2024, the social composition and equipment of fixed assets of cooperatives, their role in the production of a number of food resources. The analysis showed that in the structure of cooperatives, the largest share is made up of processing cooperatives (31 %). In 2023, the share of operating agricultural consumer cooperatives in the Russian Federation was 42.6 %, the share of liquidated ones was 53.8 %, and the share of cooperatives undergoing reorganization and liquidation was 3.6 %. Agro-aggregators operate as pilot projects in the Tula and Lipetsk regions, in the Moscow region. The article presents a rating of digital technologies used by agricultural organizations. The directions for the development of agricultural consumer cooperation for the future are presented.

MODERN UNDERSTANDING OF INNOVATION: FROM ORIGINS TO THE PRESENT
Abstract. The subject of the study is the category of “innovation”. The purpose of the study is to clarify the economic interpretation of the category of “innovation”. The objectives of the study are to study the diversity and evolution of definitions of innovation. Novelty of the study: the author’s interpretation of the concept of innovation as an economic category is proposed. Conclusions: to date, economic theory lacks a clear definition of the concept of “innovation” and its conceptual apparatus. Usually, innovation is identified with the concepts of “innovation activity”, “innovation process”, “innovation policy” or as a quotient from the category of “investments”. This approach is one-sided, since innovation is an independent category. The scientific literature presents many interpretations of this category. Given the above, it is necessary to clarify the economic essence of the concept of innovation.

YOUTH AND PATRIOTISM: EFFICIENT COMMUNICATION TOOLS THROUGH THE “MOVEMENT OF THE FIRST”
Abstract. The article examines modern approaches to military-patriotic education of youth through the example of the All-Russian public-state children’s and youth movement “Movement of the First”. The role of digital technologies (VR/AR, mobile applications, gamification) as effective communication tools is emphasized. The history of the movement’s establishment, its symbolism, and main areas of activity are analyzed. Special attention is paid to regional practices in the Republic of Bashkortostan, including the projects «First Aid», «ProeKTOriYA», «Vysota», as well as cultural memory initiatives such as «Windows of Victory». The significant influence of socio-cultural environment and traditions on the formation of patriotic identity is noted. The advantages of using interactive formats that ensure youth engagement are highlighted. Problematic areas are identified, including digital inequality and the need to adapt content. Recommendations for improving communication strategies are formulated.

STATE POLICY ON A COMPREHENSIVE APPROACH TO ELDERLY CITIZENS IN THE CONTEXT OF IMPLEMENTING GERONTOLOGICAL PRIORITIES
Abstract. The article examines the current trend of increasing the share of the elderly population in the overall structure of modern society and, in this regard, the search for effective methods to correct this process. The government and the scientific community are making targeted efforts to address this pressing issue, both through the continuous improvement of the legal framework at all levels and through initiatives to develop institutionalization by creating specialized facilities for elderly citizens with various social, medical, and psychological needs. In connection with the development of institutionalization and the creation of departments on the basis of the Complexes of social service centres for the population that take into account the needs of older people in various areas of medical, social and psychological support, the need for personnel ready to promptly and comprehensively solve specific problems of recipients of social services, relying on the gerontological and geriatric potential of scientific research, has become urgent. The development of an interdepartmental approach has opened up opportunities for interaction between specialists in the process of solving both individual problems and implementing entire programs, taking into account the specifics of institutions and the characteristics of aging models. The article substantiates the types of activities to prevent a decrease in the level of cognitive reserve and activate the thought processes of older people. A digital program for working with older people with visual impairments is considered in detail. At the end of the article, the authors draw conclusions about the relevance of developing areas of scientific research in the field of creating conditions for successful aging.

REASONS FOR THE DECLINE IN THE EFFECTIVENESS OF POLITICAL MEDIATION IN THE CONTEXT OF SUCCESSES OF ALTERNATIVE DISPUTE RESOLUTION IN OTHER AREAS
Abstract. The article raises such a pressing issue, which is the crisis of political mediation, which manifests itself most clearly at the international level, but has its own causes and features in regional and national perspectives. The difficulties of political mediation are especially noticeable in comparison with the successes of other forms of alternative dispute resolution. It is proved that in addition to crisis manifestations in international life, this type of mediation is significantly affected by negative processes manifested in political culture. At the same time, a forecast is made for the revival of international mediation as we move towards a new model of a multipolar world order.

LEGAL REGULATION OF THE USE OF COMBAT ARTIFICIAL INTELLIGENCE
Abstract. The article analyzes the legal aspects of the use of combat artificial intelligence technologies, foreign experience in the use of artificial intelligence technologies in combat and counter-terrorism operations. The article is devoted to the analysis of the implementation of artificial intelligence technologies in military affairs. The growing importance of combat artificial intelligence technologies has an impact on the modern geopolitical and foreign economic situation. The use of combat artificial intelligence by the armed forces of the state is becoming a key factor in ensuring the security and survival of the state. This emphasizes the need for legal regulation of the use of combat artificial intelligence technologies in modern conditions. The article examines historical and modern examples of the use of artificial intelligence in the armed forces of various countries, such as the USA, China and Russia, as well as the experience of implementing various software that allows autonomous control of combat equipment, identifying targets and making decisions without human participation. Automation and intellectualization of weapons systems are changing the nature of warfare, creating new challenges for humanity and the legal systems of various states. Significant funds are allocated for the development and implementation of combat artificial intelligence technologies by various countries of the world. Despite the rapid development of technologies, legal regulation of their use remains at a low level, which creates potential risks of legal regulation of the use of combat artificial intelligence. The article reveals the issue of the legal personality of artificial intelligence and the need to adopt special legislation to eliminate legal gaps and resolve the issue of legal liability for actions committed by artificial intelligence during military operations. In this article, the authors focus on the importance of introducing artificial intelligence technologies into various types of weapons as a factor capable of changing the outcome of military operations, and also emphasize the need to develop legal norms to manage the risks associated with the adoption of independent decisions by artificial intelligence.

PROBLEMS OF ALLOCATION OF LAND IN STATE AND MUNICIPAL OWNERSHIP
Abstract. The article is devoted to the procedure and legal basis of allocation of land plots in state and municipal ownership, with an emphasis on the system of electronic bidding through the platform “State Information System” The focus is on the main acquisition mechanisms for land rights, including auctions, sale and purchase agreements, leases and royalty-free use. The main attention is paid to various legal frameworks regulating the allocation of land, and the analysis of the current norms of the Land Code of the Russian Federation. The existing land allocation procedure requires clarification, in order to eliminate inconsistencies between the development’s land use regulations and the master plans. The authors also emphasize the need to ensure compatibility between parcel boundary sizes and permitted construction parameters. There is a need to address the problem of reluctance of public authorities in prescribing types of permissible use. Unwarranted refusals to establish types of permitted land use call into question the legitimacy of such decisions. In the article, the authors highlight the need for a systemic approach to regulation including administrative regulations that should take into account the specifics of land allocation depending on the form. Also considered are aspects of organizing auctions and e-bidding, which is today’s most common land grant practice. Discussion of land legislation matters significantly for all land relations actors — from local self-government bodies to private investors and citizens.

LEGAL BASES FOR COMBATING CORRUPTION IN THE PUBLIC PROCUREMENT SYSTEM: ADMINISTRATIVE AND CONTRACTUAL ASPECT
Abstract. This study is devoted to the study of the legal foundations of combating corruption in the field of public procurement from the point of view of administrative and public regulation. The article analyzes an extensive system of regulatory regulation, which includes national, international, sectoral and special laws. The dualistic nature of the state contract is considered in detail, which in most cases includes public law and private law aspects. The publication proves that combating corruption requires the full use of administrative law instruments, as well as the obligations of the parties, the regulation of which is embodied in Federal Law No. 44-FZ. The scientific novelty of the study lies in a comprehensive analysis of the administrative and contractual mechanism as a means aimed at reducing potential corruption risks at all stages of procurement.

POSITIVE EXPERIENCE OF THE POLICE OF THE REPUBLIC OF CHINA (TAIWAN) IN ENSURING PUBLIC SAFETY
Abstract. The article discusses the positive experience of the police of the Republic of China in ensuring public safety. The relevance of this topic is due to the relatively high level of security and favorable crime situation in Taiwan, which is largely due to the efforts of law enforcement agencies. The positive experience of the Taiwanese police in maintaining law and order is of interest primarily to practitioners, but it has been poorly studied in our country. The author presents and describes the main historical stages of the formation and development of the law enforcement agencies in Taiwan. The article also presents the structure and size of the police force, as well as the distribution of officers in the central office and on the ground. The main focus of the article is on identifying the key factors that contribute to the effectiveness of police operations. This includes the training of police officers and the overall structure of the police force. Special attention is paid to the most important factor in ensuring security in Taiwan: effective communication and mutually beneficial cooperation between the police and local communities. According to the author, researchers should also pay close attention to the experience of implementing innovative developments based on the use of artificial intelligence technologies (the M-Police mobile device, the police cloud-based platform, intelligent monitoring technology, etc.) in the practice of law enforcement agencies.

THE PRINCIPLE OF INTEGRITY AND ITS INTERACTION WITH OTHER PRINCIPLES OF CIVIL LAW
Abstract. The article is devoted to the study of the principle of good faith and its interaction with other principles of civil law in terms of their interrelation and role in civil regulation. The author analyzes their normative consolidation, functional significance, and application in legal practice, with particular attention to the issues of distinguishing and harmonizing these categories. Theoretical approaches to the concept of «abuse of rights», its correlation with good faith, as well as the practice of the Constitutional Court of the Russian Federation regarding their application, are also examined.

“TOPORNIN’S MANOR HOUSE” IN KUSHNARENKOVO VILLAGE: THE PROBLEMS OF PRESERVATION AND RATIONAL USE OF
Abstract. The article analyzes the history, importance and current state of the complex of the unique “Topornin’smanor house” of the late 18th — mid 19th centuries. It is located on the outskirts of the village of Kushnarenkovo (formerly, the village of Topornino), the district center of the region of the Republic of Bashkortostan. The manor house is formally standing under state protection as an object of cultural heritage of federal significance, but nowadays it is in disrepair for several decades. The causes of this situation, the general patterns of neglect of cultural heritage objects in the region are determined. The arguments to justify the need for a stage by stage conservation of the object are given in the article. The development of scientific and design documentation and restoration of the manor house complex also as museumification or other forms of adaptation to modern use are offered. An assessment of the possibilities of attracting budgets of various levels for the revival of this complex are given as well as the problems arising from the desire to completely transfer these costs to investors.
