ADAPTING HR-BRAND APPROACHES FOR RETAIL: CHALLENGES AND SOLUTIONS
Abstract. The article examines aspects of HR brand development in retail, its importance is emphasized for attracting and retaining employees. The study revealed the need for specific approaches to the HR brand and emphasized the importance of the relationship between line staff and managers, reflected in MNPs, as well as taking into account regional and job differences. The article will be useful for HR specialists and managers in the retail industry seeking to improve human resource management strategies.

MODERN DIRECTIONS OF DEVELOPMENT OF MANAGEMENT THEORY AND PROBLEMS OF THEIR IMPLEMENTATION IN THE PRACTICE OF ORGANIZATIONS
Abstract. The article is devoted to the assessment of the transition state of management theory to new approaches and principles of management activity. The possibility and expediency of using all the declared provisions of the management 2.0 paradigm in the practice of managing organizations, depending on the specifics of their activities, is considered. Attention is focused on a rational, balanced approach when using modern and classical management principles. The conclusion is made about the need for the interconnection of new theoretical provisions with each other for the formation of a modern management system.

PUBLIC-PRIVATE PARTNERSHIP IN THE SUBJECTS OF THE RUSSIAN FEDERATION: GENERAL CHARACTERISTICS
Abstract. Public-private partnership is a mutually beneficial cooperation between the state and the private sector of the economy based on an agreement, which plays a key role in the socio-economic development of the state as a whole, as well as its individual administrative-territorial units. Public-private partnership is a beneficial tool for both business and the state, which is implemented at both the federal and regional levels. This article analyzes the system of legislation on public-private partnership in the Russian Federation and its subjects, pays attention to the stages of its formation and systematization, and defines the main criteria influencing the assessment of the effectiveness of interaction between the state and business.

NEW APPROACHES TO THE SUSTAINABLE DEVELOPMENT OF RUSSIAN COMPANIES IN THE FACE OF SANCTIONS
Abstract. The active participation of many Russian companies in the ESG agenda is dictated not only by the struggle for cheap financial and other resources, including government resources, but also by the desire to actively adopt advanced foreign business practices, following global economic trends. The article examines the importance of the practice of sustainable development as a key factor for the successful operation of any company in a modern business environment. The conditions of sanctions that have slowed down the previous pace of ESG transformation of domestic business are analyzed. It is noted that the conditions of the political and economic crisis have certainly affected the ESG agenda, but in general, the course taken towards following the principles of sustainable development in Russian business has remained. The successful practices of domestic companies following environmental, social and corporate values are considered. The article concludes with recommendations for further expansion and development of the practice of sustainable development in Russia.

ASSESSMENT OF TECHNOLOGY TRANSFER BETWEEN THE EAEU COUNTRIES
Abstract. The paper evaluates the potential for innovation development by analyzing technology transfer between the EAEU countries for 2020–2022. The indicators of: exports of innovative goods (works, services), participation in joint projects and the results of innovative activities within the EAEU are analyzed. Measures are proposed to promote innovation between the EAEU countries: monitoring technology transfer, using common standards and tools to create innovations, and implementing projects in the field of technological entrepreneurship.

ORGANIZATIONAL AND MANAGERIAL ASPECTS OF THE FORMATION AND DEVELOPMENT OF THE TRADE AND SERVICE SERVICES MARKET
Abstract. The article examines the organizational and managerial aspects of the formation and development of the trade and service services market in Russia in the context of globalization and digitalization of the economy. The article examines current trends in the development of the trade and service sector, including the introduction of innovative technologies, the digitalization of business processes and the transformation of consumer preferences. Analytical and statistical data reflecting the current state of the market, its structure and dynamics are provided. Special attention is paid to the problems of digitalization of small and medium-sized businesses, staff shortages and cybersecurity, which hinder the full development of the sector. The article analyzes the main areas of improvement of organizational and managerial support for trade and service enterprises, such as the development of digital transformation strategies, the introduction of automation systems and digital customer relationship management platforms (CRM), professional development and the development of public-private partnerships to create digital ecosystems. Recommendations for improving management efficiency based on the use of modern technologies and innovative approaches are presented. The conducted research allows us to conclude that there is a need for an integrated approach to the organizational and managerial support of the trade and service services market, which should include digital transformation, modernization of business processes and strengthening human resources. The presented recommendations and conclusions can be used in the development of enterprise management strategies in the context of modern challenges.

THE IMPACT OF ARTIFICIAL INTELLIGENCE TECHNOLOGIES ON THE QUALITY OF LIFE
Abstract. The article examines the impact of artificial intelligence (AI) technologies on the quality of human life in a rapidly developing digital society. The active introduction of AI into various fields of activity is due to its ability to automate complex processes, process large amounts of data, and make decisions based on machine learning algorithms and neural networks. The research aims to identify both the positive aspects of using AI and the potential risks associated with its use. The article analyzes examples of the use of AI in various spheres of life: healthcare, social support, education and labor automation. The use of AI in medicine contributes to improving the accuracy of diagnosis and the development of personalized treatment approaches. Social support using AI makes it possible to optimize the processes of providing assistance to the population. In education, intelligent systems help to personalize learning and create adaptive educational programs. Automation of labor helps to increase productivity and reduce costs. Thus, the use of artificial intelligence creates significant opportunities for improving the quality of life and optimizing socio-economic processes. However, realizing these opportunities requires a comprehensive approach to implementing AI and taking into account the risks associated with its spread. An important aspect is government support for educational initiatives and the creation of mechanisms to protect citizens’ rights in the context of digitalization.

DEVELOPMENT OF ISLAMIC BANKING IN THE REPUBLIC OF BASHKORTOSTAN
Abstract. The article explores the essence of Islamic banking, its advantages and disadvantages. It examines factors that hinder the establishment of Islamic banks in Bashkortostan, and discusses the potential for the development of Islamic finance within the republic. In recent years, there has been an increasing interest in Islamic finance as an alternative to conventional financial systems. This has led to an increase in the number of Islamic financial institutions in Bashkortostan, reflecting the commitment of the region to promoting Islamic finance. The purpose of this article is to examine the historical background, regulatory framework, and prospects for Islamic banking in Bashkortostan. Understanding the unique challenges and opportunities in this region can provide insight into the potential impact of Islamic finance on the local and global financial scene. The emergence of Sharia-compliant banks in the 1970s initiated the development of Islamic banking, which has gained significant popularity among Muslims and become one of the fastest-growing financial markets. The introduction of Sharia banking in Bashkortostan demonstrates a growing interest in alternative financial systems that respect religious beliefs. An increasing number of banks in the region offer Sharia products, enabling customers to conduct their business in accordance with their religious values. This sector’s growth contributes to diversifying the regional banking sector, providing new opportunities for Muslims, increasing financial accessibility, and offering a variety of services.

Abstract. The agricultural sector currently plays a key role in the Russian economy, ensuring food security and creating jobs. However, there are many risks in this area, including natural disasters, diseases of animals and plants, and others. This study is devoted to agricultural insurance in the Russian Federation, namely the identification of features and problems of legal regulation by analyzing practice materials. Attention is drawn to the need to eliminate some problems in this area and recommendations are made to improve the agricultural insurance system.

SOCIO-ECONOMIC ACTIVITY OF THE MILITARY MINISTRY IN THE FIELD OF DEVELOPMENT OF SUBSIDIARY INDUSTRIAL ENTERPRISES AND THEIR PERSONNEL, ENSURING THE DEFENSE CAPABILITY OF THE STATE IN THE SECOND HALF OF THE 19th AND EARLY 20TH CENTURIES
Abstract. The article examines the socio-economic activities of the Russian Ministry of Defense in the development of subordinate industrial enterprises in the second half of the 19th and early 20th centuries. Socio-economic activities covered a wide range of issues from general economic management of industrial enterprises, work with personnel at different levels to solving specific and sometimes private problems of individual employees. Due to the fact that the article covers a fairly large historical period of time, this was reflected in the choice of problems analyzed in this article based on the materials of the VIMAIV and VS Archives. The authors present a number of examples that help to evaluate the activities of the Main Artillery Directorate (GAU) of the Ministry of Defense. It is documented which socio-economic issues were resolved on the basis of industrial enterprises for the purposes of education, treatment, creation of a spiritual and moral climate, social assistance to those in need, behind which stood specific amounts allocated by the War Ministry and its policy of attracting charitable funds. At the end of the article, an example of a clearly expressed position of the War Ministry is given, including not only a socio-economic orientation, but a deep moral meaning of the relationship between the War Ministry and subordinate industrial enterprises working for the purposes of Russia’s defense capability. Particular attention is paid to the social security of the mining population at military factories in the Southern Urals using the example of the Zlatoust Arms Factory in the 19th century.

THE ORIGIN OF THE SYSTEM OF VOCATIONAL TRAINING IN RUSSIA BY THE EXAMPLE OF URAL FACTORIES IN THE 18th–19th CENTURIES
Abstract. The article considers the evolution of vocational education in the mining industry and metallurgy of the Southern and Middle Urals as the leading sectors of the national economy of Russia. The emergence of mining schools at the Ural plants for training craftsmen and specialists is substantiated. Approaches and methods for organizing the learning process are considered. The content of methodological support for the educational process in mining schools and colleges is revealed. The research method is a comparative analysis of approaches to organizing the activities of mining educational institutions, including the content of curricula, the contingent of students, the specifics of industrial practice, and motivating students to achieve high results. The purpose of the study is to show, based on a comparative analysis of the activities of mining educational institutions in the Middle and Southern Urals, that the organization of the educational process, technical and methodological support in them contributed to the emergence of a vocational training system in Russia. The practical significance of the study is to study the Russian experience of forming a vocational training system using the example of mining, a historically developing industry in the Southern and Middle Urals.

REGULATORY, LEGAL AND ECONOMIC ASPECTS OF ENSURING THE SAFETY OF EDUCATIONAL INSTITUTIONS USING VIDEO SURVEILLANCE SYSTEMS
Abstract. The materials of this article are devoted to the development of security technologies in municipal educational organizations using video surveillance systems. The issues of the growth of quantitative indicators related to the provision of educational institutions with video cameras and other video equipment, and the lack of qualitative changes in the algorithms for ensuring integrated security using modern technological solutions are considered. Based on statistical data for the last three years for the Ufa city urban district of the Republic of Bashkortostan, the results achieved and prospects for further development of video surveillance systems in educational organizations are analyzed, legal and economic problems preventing the creation of a modern integrated security system for educational organizations are studied. The issues of integration of local video surveillance systems of educational organizations into the regional platform of the hardware and software complex “Safe City”, the use of artificial intelligence and neural networks for more effective use of video surveillance systems for the prevention and prevention of offenses, as well as in the analysis of incidents are considered. The issues of compliance of the modern regulatory framework with the prevailing realities, problems of financial and logistical support for the process of digital transformation of security technologies are investigated. When considering the issues, the materials of our own research, municipal reports, as well as the opinions of key experts in the field of security were used.
