MONITORING THE EFFECTIVENESS OF THE IMPLEMENTATION OF STRATEGIES BY ENTERPRISES OF THE METALLURGICAL COMPLEX

This study is aimed at analyzing the effectiveness of the implementation of the strategy of the enterprises of the metallurgical complex. Both generalized indicators of Russian metallurgy and the main iron and steel and non-ferrous metallurgy plants such as “NLMK” PJSC, “MMK” PJSC, “NorNitkel” PJSC, “Polyus” PJSC, “Severstal” PJSC and others are considered.

BUSINESS MANAGEMENT AT A REGIONAL LEVEL CORPORATION

In modern conditions, increasing business activity, it is becoming one of the main strategic goals of the economic development of business entities. The subject of the study is a business activity of the corporation. The aim of the study is to develop recommendations to increase the business activity of the corporation. Achieving this goal, it is required the following tasks: to evaluate the business activity of the corporation and develop measures to increase the business activity of JSC “Tatenergo”. The assessment of business activity is using qualitative and quantitative criteria and the trend model allowed to conclude that the corporation’s business activity decreased by the end of the study period. The scientific novelty of the study lies in the development of the proposed innovative measures to improve the business activity of JSC “Tatenergo”.

HIKING IN THE REPUBLIC OF BASHKORTOSTAN: PROBLEMS AND PROSPECTS OF DEVELOPMENT

This article is devoted to analysis of the development of Hiking in the Republic of Bashkortostan. The authors conduct a study of people’s interest in Hiking through questionnaires. It is shown that there is a growing interest in Hiking routes among all age groups of the population and the need for further development of Hiking.

EFFICIENCY EVALUATION OF GOVERNMENT PROGRAMS: METODOLOGY AND PRACTICE

In the present article the authors consider the key directions of improving the existing mechanisms of financial management at all levels of administration, the main attention is paid to improving the quality of forecasting budget parameters in order to ensure their long-term sustainability and balance. Special attention is paid to the issues of maximizing the share of expenditures carried out within the framework of the state programs. In addition, the authors substantiate proposals to improve the methodological tools for forecasting the effectiveness of state programs, proposed a method of analysis and evaluation of their effectiveness at the stage of adoption, extrapolating the key indicators of the state program and, on this basis, providing an opportunity to formulate informed conclusions about the need for its adoption or rejection, as well as recommendations on the feasibility and areas of improvement.

CONDUCTING QUALITY CONTROL AUDIT OF THE EFFECTIVENESS OF THE USE OF BUDGETARY FUNDS AT THE MUNICIPAL LEVEL OF MANAGEMENT AS AN INTEGRAL PART OF IMPROVING EXTERNAL FINANCIAL CONTROL

The article consists of two parts, the first part of the article discusses the mechanisms, procedures and tools that contribute to the high quality of the audit of the effectiveness of budgetary funds; the second part of the article describes the preparation of measures to achieve quality control of reliable results, the proposed measures to eliminate errors and shortcomings in the audit of the effectiveness of budgetary funds.

PENSION SYSTEM OF RUSSIA: HISTORY AND MODERNITY

In this article the authors consider the process of formation and formation of the pension system of Russia. The authors consider the pension system of Russia as an object of study, and the subject of the study is the process of its formation and formation. The aim of the study is to determine the need to assess the factors of external and internal environment that affect the formation and formation of the pension system in Russia. To achieve this goal, the authors defined a range of research objectives: to analyze the historical approaches to the formation of the pension system; to study the experience of pension provision in developed foreign countries; to determine the place and role of non-state pension provision in the implementation of state social guarantees for material security in old age, disability, loss of breadwinner and in other cases established by law. As a scientific novelty, the authors stated the following results: substantiated proposals in the field of ensuring the financial stability of non-state pension funds and guarantees the fulfillment of their full obligations to pay pensions, creating a workable system for monitoring the investment of pension savings, and expanding the list of financial institutions involved in the relevant legal relations, as well as tools for investing pension savings. As a result of the study, the authors concluded that the occupational pension system should provide pensions, not lump sums, and coordinate with the state pension system with respect to the types of pensions and the conditions for their appointment.

POTENTIAL OF BASHKORTOSTAN UNIVERSITIES AS PARTICIPANTS OF THE PROJECT TO CREATE SCIENTIFIC AND EDUCATIONAL CENTER OF THE WORLD LEVEL

The country’s leadership initiated an important state project — the creation of world-class scientific and educational centers. In 2019, projects were selected from five regions to form such breakthrough growth points. The Republic of Bashkortostan plans to take part in the competitive selection in 2020. In this regard, it seems relevant to assess the potential of the universities of Bashkortostan as participants in the project to create scientific and educational centers. The article provides a comparative analysis with the universities of the Tyumen region that won this year’s competition, which formed the basis of the world-class center being created, discusses the prospects of establishing such a center in the republic, reveals the strengths and weaknesses of Bashkir universities, gives recommendations for addressing the priority tasks of their development.

THE ROLE OF TYPOLOGIES OF TIME PERCEPTION IN LABOR ORGANIZATION

Under the influence of scientific, technical and informational changes, time has become a main vital resource. The time factor plays a decisive role in the economy, responding to the underlying needs of the human-oriented organization of labor. Research in this direction has covered a number of sciences. The result of their efforts was the emergence of time management. His methods come from the obligatory consideration of personal types of time perception, generally reduced to linear, parallel and cyclic types. The article presents the results of the author’s training, which helps to increase the efficiency of work and team interaction based on the identification of types of temporal perception of employees.

THE ALGORITHM OF LINGUISTIC ANALYSIS OF THE CHARACTER QUALITIES OF AN INNOVATOR

This article describes the algorithm of linguistic analysis of biographies of innovators, which can be useful in assessing the ability of a person to create and implement innovations. In our research work, we use the classical analysis of texts, which helps us to determine which aspect of the author is most interested in, in the frequency of repetition of words, in their emotional coloring. The author can convey his attitude to the described subject, for example, the use of certain words of approval, such as “modern”, “high-quality”, “competitive” speaks of an approving attitude to the subject. Because what expressions are used by the author which terms and data results, one can judge his mastery of the material. We have created a method of assessing the qualities of character helps to assess the severity of the qualities of the character of the innovator and determine how successful it will be.
