INSTITUTIONAL FRAMEWORK FOR INTERNATIONAL RELATIONS OF THE RUSSIAN FEDERATION’S CONSTITUENT ENTITIES

The article discusses the institutional preconditions for the development of international relations in the regions of the Russian Federation. A whole system of laws and regulations has been formed in this area. Due to the establishment and functioning of representative offices, foreign economic and international humanitarian activities of the federation’s regions are being implemented. In the Republic of Tatarstan, various tasks are successfully solved through the institute of foreign representative offices. International experience represents a particular interest in this issue. At the same time, an important condition for the legality of international relations of the subjects of the Federation is their strict compliance with the framework of their competence and strict control over these relations by the Federal government.

FORMATION AND ACTIVITY OF THE “SMALL” PARTIES AND THE “BIG” NATIONAL PARTIES OF ENGLAND, AND THEN THE GREAT BRITAIN IN THE PERIOD OF THE MIDDLE AGES AND THE NEW TIME: HISTORICAL AND POLITICAL ANALYSIS

The genesis and activity of small and large parties of England, and then Great Britain during the Middle Ages and the New Age, are examined. Attention is focused on the continuous struggle of various layers of English society for the establishment of parliamentary power. The article provides a historical-political analysis of the main political processes in the framework of two historical periods of England: The Middle Ages and the New Age. In the study of the phenomenon of the party system of England, the process of maturing of political parties, which first found itself at the beginning of the XIII century in the face of small protoparty formations, came to its end at the end of the XIX century in the face of nationwide liberal and conservative parties, being they are integral parts of the British political system.

ESSENCE OF SEPARATE POLITICAL CATEGORIES

The article reveals the essence of certain categories of political science in the light of copyright research on the problems of socio-economic and political-production relations in modern Russian society. The subject of the study is the interconnection and mutual influence of political and economic relations, which are an element of the totality of social relations in any country and are at any stage of its formation-historical development. The purpose of the work is to study the political and industrial relations in modern society and to develop provisions for their modernization. The task is to analyze the political and production forces and relations in modern society in the light of political science; to identify the features and consequences of the transformation of political and industrial relations in society; to consider the meaning of life in a political science context in order to justify the direction of the formation of harmonious and fair relations in a future socially oriented society. The object of research is the political and industrial relations in modern society. The novelty of the study boils down to the identification of a number of fundamental provisions that reveal the essence of political-industrial relations in the current conditions of the formation of political power in the country. As a result of the study, the category of production relations in society was clarified from the point of view of political science, such political science categories as “socio-political (socio-political) relations” and political-production (political-economic) relations were substantiated and used; the essence of property relations in the system of production (socio-economic relations) through the prism of political science is revealed; the author defines the political science category “dictatorship of the highest state bureaucracy and oligarchy” as a form of state power, built in the interests of a narrow group of the richest and most influential people in society.

TRANSFORMATION OF THE COMMUNICATIVE INTERESTS AND SKILLS OF STUDENTS DURING THE COVID-19 PANDEMIC: SOCIAL, POLITICAL AND SPIRITUAL ASPECTS

The article reveals the experience of teachers of the Department of Sociology and Management of the Moscow Automobile and Road State Technical University (MADI) in the implementation of a new formula for student communication, transferred to online training in connection with the establishment of a self-isolation regime due to the COVID-19 coronavirus pandemic. The author introduces this specific experience into the wider context of the transformations that await higher education in Russia and in the world after the recession of epidemic tension. The vectors of the development of university life are highlighted, which have both a negative, alarming, and a positive orientation. Recent trends are more likely due to the development of information technology.

The article is devoted to topical issues of the implementation of the federal project “Promotion of Women’s Employment — Creating Conditions for Pre-School Education for Children under the Age of Three” (within the framework of the national project “Demography”). The author dwells on the experience of the Center for Vocational Training and Voluntary Certification of Nannies created at the Bashkir Institute of Social Technologies, the purpose of which is to promote the creation of a system in the region that will help to solve a number of problems: employment, strengthening the family institution, demographic growth, etc.

PROSPECTS OF DESIGNING THE SYSTEM OF ECOLOGICAL MANAGEMENT ON REGULATION OF ECOMIGRATION: FROM THEORY TO PRACTICE

Nowadays in order to minimize the consequences of environmental migration, the practical implementation of the methodological approaches to environmental management system (EMS) at the international, national and regional levels is becoming relevant. The subject of this study constitute practical measures that implement environmental migration management at the global, federal and local levels. The purpose of the present research is to determine the regulatory, economic and organizational conditions and to develop stages of the implementation of EMS projects based on international environmental standards ISO 14000. The methodological basis of the research includes the review of approaches of existing international and regional EMS on regulation of ecomigration on the basis of international ecological standard ISO 14000. Following the results of research a new algorithm of EMS for regulation of ecomigration in Russia is presented. Research results can be used to support new humanitarian decisions in the area of effective collaboration between universal approaches EMS of ecomigration at the international level and practical realization EMS of ecomigration in Russia.

METHODOLOGY FOR EVALUATING THE EFFECTIVENESS OF AN ENTERPRISE

In this article, the authors analyze the essence of the concepts “return on capital (enterprise assets)”, “capital turnover”, “costs (per 1 unit of sales)”, “profitability of production”. At the same time, the authors selected the efficiency of the enterprise as the subject of research, and the authors selected an industrial enterprise that successfully operates on the domestic market as the object of research. The aim of the study was to develop a methodology for evaluating the effectiveness of an industrial enterprise in the digital economy. Research objectives: to consider the procedure for a comprehensive analysis of the financial activities of an enterprise; to identify the main sources for evaluating the effectiveness of the enterprise; to analyze the main indicators of the organization’s performance; consider the main factors for evaluating the effectiveness of an enterprise that directly describe its financial condition, consider the advantages and disadvantages of methods for evaluating the effectiveness of an organization in the Russian Federation, and develop the main measures for managing the solvency of the enterprise. The scientific novelty of this study is to identify contradictions between the existing methods of evaluating the effectiveness of industrial enterprises in the digital economy and the dynamics of the effectiveness of the enterprise, identified as a result of the analysis of financial and economic activities. As a result of the research, the authors came to the conclusion that the theoretical and methodological approaches to evaluating the effectiveness of enterprises prove that there is a fairly developed tool kit today. In addition, it is worth noting that the problem of diversity of performance criteria and their measurement methods is related to methods of improving the efficiency of enterprises, which refers to the problems of enterprise management. Thus, to assess the effectiveness of the enterprise, it is necessary to analyze both quantitative and qualitative indicators. In this regard, it is necessary not only to register numerical indicators, but also to reveal the essence of phenomena and identify the existing relationship between them, as well as to determine the causes of their occurrence and trends in their development.

METHODICAL APPROACHES TO ASSESSING THE QUALITY OF MANAGEMENT OF INTERBUDGETARY INTERACTION AT THE REGIONAL LEVEL

Currently, to ensure overcoming the crisis in the national economy, new approaches are required in organizing the use of budget funds at various levels of the state budget system. In most regions of Russia, budgetary funds are the most significant resource for restoring the pre-crisis level of economic growth, reaching the previously planned development paths. At the same time, the situation in these regions is characterized by the inadequacy of their own revenue base for regional and local budgets, not only to build up investment potential, but also to provide adequate financial support for current liabilities. All this poses to scientists and practitioners, as a priority, the solution of problems of improving the quality of management of intergovernmental interaction, as the basis for solving current and strategic problems of economic development. The paper presents a methodology for assessing the quality of management of intergovernmental interaction at the regional level.

APRACTICALLY-ORIENTED APPROACH TO IDENTIFYING FACTORS INFLUENCING THE EFFECTIVE ACTIVITIES OF A BUSINESS SUBJECT

In the presented article, the authors propose a practice-oriented approach to the analysis of the effectiveness of the business entity, which allows to determine the impact of quality indicators on the overall financial result. At the same time, the authors selected analytical and statistical methods for analyzing the effectiveness of the activity as the subject of the study, and the indicators of the economic entity affecting the final financial result as the object of the study. The aim of the study, the authors identified the need to measure factors affecting the magnitude of the effectiveness of the object of study. Research objectives: to identify the integral stages of economic efficiency, present the criteria of a theoretically-oriented approach to the analysis of efficiency, offer a sequence of practical-oriented approach to the analysis of performance. The novelty of the study: the practical actions of performing a factor analysis are presented, the results of which will allow making informed management decisions. Conclusions: in the process of factor analysis, direct and indirect factors are determined that affect the resulting indicator — the effectiveness of the main activity.

THE POTENTIAL OF THE EXPERT COMMUNITY AS A FACTOR IN IMPROVING THE EFFICIENCY OF INTER-BUDGETARY INTERACTION

Currently, most regional and local budgets are severely short of their own sources of income. With the growing crisis in the world and national economy, the problem will worsen. This requires the scientific community, practitioners to find new approaches to organizing the budget process. It is obvious that in the near future the funds of targeted inter-budget transfers will play a significant role in the formation of the budgets of the territories. The paper presents a mechanism for involving representatives of the expert community in solving the problems of effective distribution and use of the means of targeted inter-budget transfers provided to regions and municipalities in the process of inter-budgetary cooperation.

SOCIO-ECONOMIC AND POLITICAL DETERMINANTS OF THE DEVELOPMENT OF TRADE UNIONS IN RUSSIA: LOOKING AHEAD

This article is devoted to assessing the prospects for the development of the trade union movement in modern Russia in the context of current political and socio-economic challenges. The authors consider the main determinants of the evolution of domestic associations of wage earners and project the identified trends in the medium term. The totality of empirical data makes it possible to state with a high degree of probability that trade unions are well adapted to the socio-political realities of modern Russia and are ready for the further development of state-monopolistic trends in the country’s economy. The main threat to their organizational development is an increase in the number of self-employed citizens, an increase in shadow and informal employment, a gradual deformation of public consciousness from collectivism to individualism, and the consequences of Western sanctions.

FORMATION AND DEVELOPMENT OF SOCIAL PARTNERSHIP IN THE FIELD OF SMALL BUSINESS

The article identifies and systematizes the key problems that hinder the development of the social partnership system in the field of small business, as well as identifies priority areas for overcoming existing contradictions, the formation and development of social partnerships and increasing the role and importance of trade unions in the process of modernizing the institution of social partnership in the field of small entrepreneurship. The article focuses on the need to develop the provisions of the social partnership system in the regulation of social and labor relations in small enterprises, makes proposals for the development of small businesses, offers to build a mechanism to protect the interests of workers of small enterprises, offers to develop new forms of influence of social partnership in the field of regulation social and labor relations in small enterprises, which are so necessary for revitalizing the business activity of small enterprises and the release of financial and other resources necessary for the development of social and labor relations in the system of social partnership.
