DEVELOPMENT STRATEGY FOR THE PHARMACEUTICAL AND MEDICAL INDUSTRY: RESULTS OF THE IMPLEMENTATION
The strategy for the development of the pharmaceutical industry is closely linked to ensuring the national security of Russia. In connection with the situation caused by the spread of COVID-19, the development of this industry is of particular relevance. An analysis of the implementation of the pharmaceutical industry development program based on one of the indicators — the share of imported products in the commercial pharmaceutical market in the period from 2016 to 2021 shows that the Russian pharmaceutical industry will take a worthy place in the world market and will become a source of GDP growth.

FEATURES OF MANAGEMENT METHODOLOGY FOR ASSESSING THE EFFECTIVENESS OF STATE PROGRAMS OF THE CONSTITUENT ENTITIES OF THE RUSSIAN FEDERATION
The article considers the main approaches of analyzing the effectiveness of state programs of the constituent entities of the Russian Federation and conducted a comparative characterization of the features of the methodology for assessing the effectiveness of state programs of individual constituent entities of the Russian Federation.

REGIONAL MARKETING AS A TOOL for the SOCIO-ECONOMIC POLICY OF THE REGION
Modern goals and priorities of regional management make it necessary to find new methods and means to increase the attractiveness and competitiveness of the region, including methods of territorial marketing. The competitive focus of the region’s marketing is used in creating the best, in comparison with other territories, conditions for investment, business, education, tourism, accommodation, i.e. ensuring investment, educational, financial attractiveness, contributing to the influx of various groups of consumers into the region, including investors. The article shows the need to improve the competitiveness of the region in the light of the goals and objectives of the socio-economic policy of the region and urgent problems of regional development. The tools of regional marketing are proposed for solving the problems of coordinating the interests of various groups and acknowledgment of all directions of activity of regional authorities in relation to the target groups of marketing influence.

DIRECTIONS FOR THE DEVELOPMENT OF SMALL AND MEDIUM-SIZED BUSINESSES IN RUSSIA TAKING INTO ACCOUNT FOREIGN EXPERIENCE
The key problems of the development of small and medium-sized businesses in Russia and the Republic of Bashkortostan are identified. The author’s recommendations for the development of small business are offered, taking into account foreign experience. The article identifies restrictions on the development of small and medium-sized businesses that hinder the development of entrepreneurship in Russia and the Republic of Bashkortostan.

VILLAGE COOPERATION: CURRENT STATE AND DEVELOPMENT PROSPECTS
The subject of research is agricultural cooperation. The purpose of the study is to consider the problems and prospects for the development of cooperation in the countryside. The objectives of the research are to study the state and development of agricultural cooperation in the Russian Federation and the Republic of Bashkortostan, the level of state and regional support for cooperation in rural areas. The novelty of the research: information is presented on the development of agricultural cooperation in the Republic of Bashkortostan, taking into account the problems and measures to support it through the provision of grants and subsidies. Conclusions: agricultural cooperatives in the republic certainly have every chance to develop, but with the support of state and regional authorities.

TECHNOLOGIES FOR MANAGING THE SUPPLY CHAIN OF PETROCHEMICAL PRODUCTS IN THE CONTEXT OF DIGITALIZATION
The article deals with the issues of managing and optimizing the supply chains of petrochemical products in the context of economic transformation based on the use of technologies and tools of Industry 4.0. The distinctive features of production based on advanced technologies of Industry 4.0 are both high efficiency and a deep level of customization of the product. The main technologies that are of the greatest interest to enterprises of the petrochemical industry are: Data Science-mathematical and algorithmic methods optimized for the effective design of digital twins; SAP-based ERP systems-a designer of interconnected modules for managing production processes; corporate information system based on the ERP (enterprise resource planning) methodology and aimed at achieving an optimal business process; APC-automated systems that manage installations in “real time”. The use of technologies helps to reduce the level of equipment downtime; improve the design of production processes; reduce costs throughout the supply chain management cycle by increasing the level of transparency of operations; reduce energy losses during technological operations.

DIGITALIZATION AS A NEW VECTOR OF STATE CONTROL DEVELOPMENT
Digital technologies are a promising tool for changing traditional approaches to planning, monitoring and evaluating results. The ability to combine information from various sources, the consolidation of various forms of information (both structured and unstructured), the introduction of pilot projects in control activities using the feedback method will allow the public administration system to solve problems even better and more effectively, with a high probability of forecasting them, which will allow a timely response to a potential threat in the future.

METHODOLOGY FOR ASSESSING THE GENERAL COMPETENCE OF GRADUATES OF EDUCATIONAL INSTITUTIONS
The paper describes the methodology, algorithm and program for assessing competence in points of students in educational institutions. The calculation of competence is shown on the example of the assessment data of a group of graduates in the direction of training 09.03.03 “Applied Informatics”. Their assessments in all disciplines of the curriculum for the entire period of study were used as the initial information. The calculation for all types of competencies is given and the overall competence in points for each graduate is determined.

LEGAL REGULATION OF MEASURES FOR THE USE AND PROTECTION OF FORESTS
Forest violations are a special type of offenses that infringe on the order of rational nature management and environmental protection. The purpose of this study is to analyze legal measures for the use and protection of forests. The relevance of the work lies in the fact that the problem of legal protection of forests is manifested in the mechanism of exercising the powers of forest protection by the constituent entities of the Russian Federation, therefore, the solution to this problem should be developed and implemented by the efforts of state bodies, public associations and the local population. The paper lists the problems of the legal mechanism of forest protection, defines its subjects, discloses the problems in the field of control and supervision activities by forest users.

FEATURES OF MANAGEMENT BUSINESS ACTIVITIES BASED ON A PATENT IN THE REPUBLIC OF BASHKORTOSTAN
This article discusses the issues of tax accounting based on the application of the patent system in the Republic of Bashkortostan. This taxation system has entered the practice of tax accounting since 2013 and has established itself as the simplest and most accessible for beginner entrepreneurs. This taxation system is most beneficial for entrepreneurs who receive high income from their activities, which exceeds the amount of potential income. The advantages and disadvantages of the patent taxation system in comparison with other special regimes are determined. Possible prospects for expanding the practice of entrepreneurial activity on the basis of a patent are considered.

SYNTAXIC DIFFICULTY PROBLEM TEXTS OF NORMATIVE LEGAL ACTS IN THE SPHERE OF ECONOMIC ACTIVITIES
This article examines the criteria for improving the readability of normative legal acts in the economic sphere of activity. Methods for dividing text into fragments for further verification are determined, formulas for readability indices adapted for the Russian language, indicators for text verification, threshold values of indices are given, according to which the complexity of the text of a regulatory document is assessed. Recommendations are proposed for correcting the texts of regulatory legal acts in order to increase their readability. The significance of the syntactic complexity of the texts of regulatory legal acts for ensuring the financial literacy of the population is revealed.

HEALTHCARE EXPENDITURES IN RUSSIA AND A PROGRAMMATIC APPROACH TO THEIR FINANCING
Research subject — financing of the health care system; object — the market of medical services. The aim of the study is to compare the systems of financing the costs of medical institutions at the national and global levels. The objectives of the study are to identify problems and features of financing the national and world market for medical services, including taking into account the programmatic approach. The novelty of the research: a comparison is made of the specifics of financing the health care system typical for different countries (including Russia). Conclusions: financing of the healthcare system in Russia and abroad is fundamentally different in terms of sources, volumes, recipients of medical services, etc., and, in addition, a programmatic approach is required.

PENSIONERS IN THE LABOR MARKET: SECONDARY ANALYSIS OF A SOCIOLOGICAL RESEARCH OF THE ALL-RUSSIAN CENTER FOR THE STUDY OF PUBLIC OPINION
Modern trends in the field of social and labor relations, and, above all, aspects of pension reform, have significantly affected the position of citizens of late working age in the labor market. Given that the right to work is an inviolable civil right, the desire of many thousands of people to work should be considered as an important aspect of state and demographic policy, and employment policy, and in general — the socio-economic policy of the state. The article presents data reflecting the results of a secondary analysis of the results of a large-scale sociological study of A-RCPOR on the prospects of employment of citizens of retirement age. The study shows the attitude of citizens to work after reaching retirement age and their willingness to continue to perform their work duties.
