IMPACT OF SOCIAL AND ECONOMIC INEQUALITYIN THE REGIONS OF RUSSIA ON ELECTORAL BEHAVIOR
This article examines the relationship between indicators of poverty and inequality and the electoral behavior of the population. For the purpose of the study we use the results of elections of governors of Russian regions and the results of elections to the State Duma of the Russian Federation. The analysis was carried out on the basis of regional data for 2015–2019. Methods of cross-sectional regression analysis were used to reveal causal relationships. Based on the results of the analysis, it was revealed that the results of the election campaigns of the regional governors do not depend both on the level of poverty in the region and on the scale of socio-economic inequality. At the same time, the scale of regional inequality had a significant impact on the regional-level results of elections to the State Duma of the Russian Federation in 2016. Subsequently, the results of the election campaign in some regions turned out to be unpredictable.

«NEW» PARTIES IN THE ELECTIONS IN THE RUSSIAN FEDERATION
On the eve of the national elections to the State Duma of the Federal Assembly of the Russian Federation, the problems and prospects for the development of Russian political parties created in the period from 2012 are considered. The subject of the research is the place and role of parties in political relations of our time; object — “new” political parties and movements. It was revealed which parties were successful in regional and local elections. It has been determined which of this kind of parties have the greatest chances for electoral success in the future. It is indicated which electoral niches of parliamentary parties can be partially occupied by parties that have emerged since 2012, as well as why the “new” parties “New People” and “For Pravda” have greater prospects than parties created in 2012–2019 .

“MEMORY POLICY” AS AN INTEGRAL PART OF WESTERN IDENTITY
This article reveals the connection between the “policy of memory”, which was developed in the post-war Germany, and the modern practice of repentance to the peoples of the former colonies, which is characteristic of Western countries. It is concluded that the “policy of memory”, originally aimed at the inadmissibility of the repetition of the Holocaust in the future, has become part of the identity in the countries of the West.

THE ROLE OF AZERBAIJAN PARTICIPATION IN THE FORMATION OF THE TRANS-CASPIAN TRANSPORT CORRIDOR
The Trans-Caspian International Transport Route has great potential for the development of trade relations between Europe and Asia. Azerbaijan, which is considered to be an important point on the East-West trade route, is extremely interested in the development of this road and the expansion of its transit opportunities. Measures to develop the transport system in the republic are also important for the development of the Trans-Caspian Transport Corridor. Significant steps have been taken in Azerbaijan to develop road, rail and sea transport. Passenger and cargo transportation is carried out on the routes Baku — Aktau and Baku — Turkmenbashi in the Caspian Sea. Nevertheless, the Trans-Caspian transport route is not yet one of the main routes. This is largely due to the presence of bureaucratic barriers and the lack of completion of the modernization of transport infrastructure and logistics systems in the Caspian basin countries. Elimination of these problems, simplification of border crossing procedures and creation of modern logistics centers are important conditions for the development of the Trans-Caspian Transport Corridor.

LEGAL BASES OF MODERNIZATION IN THE STATE ADMINISTRATION OF THE REPUBLIC OF AZERBAIJAN
The article analyzes the legal foundations of modernization in public administration. The issues of modernization of the legal system in the state administration of the Republic of Azerbaijan are widely covered. The author outlines the objective and subjective factors that create conditions for reforms in the public administration system. Special attention is paid to cardinal reforms in the field of modernization of the legal system of modern Azerbaijan, studying the role of the head of state as the initiator of the reforms in the public administration system. The article describes in detail the step-by-step process of building a legal system and outlines it political significance.

THE EVOLUTION OF THE INSTITUTION OF THE PRESIDENCY IN THE POST-SOVIET REPUBLICS OF TRANSCAUCASIA AND CENTRAL ASIA
The article provides a comparative analysis of the political mechanisms and fundamental constitutional principles of the functioning of the institution of the presidency in the post-Soviet republics of the Caucasus and Central Asia. According to the authors, in Georgia and Armenia, the institution of the presidency is evolving in the direction of weakening, which inevitably leads to an increase in the role of the parliament and the Cabinet of Ministers in the political process. Azerbaijan, Turkmenistan, Uzbekistan and Tajikistan are following the path of forming personalist political regimes. The presidents of these countries have not only a wide range of formal powers, but also informal political resources that allow them to rule indefinitely and pass power on to their descendants. Kazakhstan and Kyrgyzstan stand apart. The first country represents an example of successful institutionalization of presidential rule. Kazakhstan is one of the few states of the post-Soviet space, where a systematic and civilized transit of presidential power took place. At the same time, the political system remained stable. The situation in Kyrgyzstan is developing in a fundamentally different way, where a whole series of coups has taken place over the past few years. This country has a president, but the institution of the presidency, de facto, is absent.

The article reveals the economic and legal essence of the nature use fee, examines the process of formation of the institute of nature use fee in the Soviet and post-Soviet periods of the country’s development, justifies the need for a unified conceptual approach in determining the forms and methods of establishing and charging fees for the use of various natural objects, it is proposed to use the category “principles of nature use fee” to develop a unified concept of nature use fee, analyzes the most significant principles of establishing nature use fee in modern Russia.

PROBLEMS OF LEGAL REGULATION OF MEASURES FOR THE USE AND PROTECTION OF FORESTS
In this article, the authors investigate the problems of legal regulation of forest management and forest protection. According to the authors, the nature of forest management problems and the prevalence, type and severity of committed forest violations depend on the per capita forest distribution in Russia. The actual problem of the use and protection of forests in Russia today is the depleting nature of forest use in the regions of Russia provided with forests. The authors also refer to the problems of forest use as violations of the rights of citizens to stay in forests, to pick mushrooms, berries, nuts and other forest food resources. The authors propose to pay special attention to the prevention of risks of causing economic damage to citizens and organizations when applying measures to protect forests.

MODERN SYSTEMS OF MONITORING THE HUMAN CAPITAL ASSESSMENT LEVEL IN THE HIGH-TECH SECTOR
The article examines and describes the main systems of monitoring the human capital level, under which we represent the leading international organizations (United Nations Development Program, World Bank Analytical Group, World Economic Forum Research Group). The article presents a view on the problems of assessing the level of human capital using the index method of assessment. The purpose of this article is to analyze the systems for monitoring the level of human capital and modernize the index method for assessing the level of human capital, calculated annually by UNDP. As part of the human development index, two new components are proposed that more fully assess the state of the income index — the unemployment index and the wage index. The reason for the change in the calculation method is substantiated, and the final formula for calculating the human development index is derived.

FUNCTIONAL COST ANALYSIS: APPLICATION IN THE SOLUTION OF ORGANIZATIONAL AND MANAGEMENT PROBLEMS
At the current stage of economic development, much attention is paid to improving the economic mechanism of a market society, which should ensure high economic results, comprehensive solutions to both social and economic problems, and transfer of the economy to intensive resource-saving areas of economic activity. The intensification of the economy, an increase in its efficiency should lead, first of all, to the fact that the rate of growth of production is higher than the cost of it, so that by involving relatively fewer resources in production, more can be achieved. One of the most important methods of intensification is the method of functional cost analysis (VCA) considered in the article.

The article presents the results of a sociological study of the attitude of senior citizens who are on inpatient care in residential institutions for the elderly and disabled to various types of services provided within the framework of medical and social support. To diagnose the problems of providing medical and social assistance to the elderly in the conditions of inpatient social service institutions, we conducted an author’s sociological study, some of the results of which are presented in the work.

SOME ASPECTS OF PROBLEMATIZATION OF INTERACTION BETWEEN EDITORS OF SCIENTIFIC JOURNALS AND AUTHORS OF ARTICLES IN THE PUBLICATION PROCESS
The article deals with topical issues of organizing the process of interaction between editors (publishers) of scientific journals and authors of manuscripts in the process of their evaluation, preparation for publication and publication itself. By the method of semi-formalized interviews of representatives of scientific journals, the main problems of communication relations in the “author-journal” system were identified. The need for the formation of appropriate competencies for authors from among researchers and teaching staff to include and participate in the process of publishing the results of research work in scientific and peer-reviewed publications is problematized.
