EVOLUTION OF ETHNIC IDENTITY IN MULTINATIONAL RUSSIAN REPUBLICS AS EVALUATED BY FOREIGN POLITICAL SCIENTISTS: FROM “SOVIETNESS” TO POST-SOVIET DEVELOPMENT (on the example of Bashkortostan, Tatarstan and Buryatia)

The subject of the article is analysis of ethnic identity evolution of Bashkirs, Tatars and Buryats throughout XIX–XX centuries. The object of the study is a monographic study by Polish historian and political scientist Wojciech Zajączkowski. The aim of the article is to determine the main theoretical and applied conclusions of the author of the monograph as applied to the three Russian ethnic groups. The objectives are based on the study of the peculiarities of the author’s analysis, the methodological basis used by him, the identification of original conclusions regarding the chronology and the main stages in the evolution of the ethnic identity of the above-named peoples. The article demonstrates the necessity of using the author’s latest methods of political science research, advantages of comparative analysis, non-contradictory provisions of primordialist and constructivist scientific approaches. For the first time an analysis of the little-known in Russian historiography work of the foreign author is given, his achievements and shortcomings are critically appraised, his advantages are shown, the use of which can be a factor in the further development of Russian ethnopolitology.

THE ECOLOGICAL AGENDA IN THE PROGRAMS OF POLITICAL PARTIES IN THE ELECTIONS TO THE STATE DUMA OF THE RUSSIAN FEDERATION IN 2021

The article provides a meaningful analysis of the ecological agenda and environmental requirements in the election programs of 14 Russian political parties in the elections to the State Duma of the Russian Federation in 2021. The study is based on the most relevant material — the party programs were approved in June-August 2021 and have not yet been considered meaningfully in scientific research, especially under the “green”, ecological angle. The novelty of the study is that the environmental agenda of political parties is first taken into the optics of research attention, while the article not only considers particular program provisions, but also gives meaningful assessments: the extent to which environmental issues are conceptualized or fragmented, unsystematic; the extent to which environmental protection recipes are consistent with global “green” ideology; the ecological demands of parties related to the expectations of their target electoral groups. The authors note that issues and tasks in the field of ecology are touched upon in the programs of 12 out of 14 parties admitted to the elections. Although environmental issues are disclosed in different ways, in different volumes and with different conceptual design, almost all parties note the high importance of the ecological agenda for the voter and the long-term development of the country. At the same time, most parties are outside the global “green” ideology and use ecological slogans instrumentally, taking into account the main requests of their electoral groups.

VIEWS ABOUT THE ROLE OF RELIGION IN THE SOCIAL LIFE OF BELIEVERS OF THE REPUBLIC OF BASHKORTOSTAN

Based on sociological data, the article analyzes the value and moral views about the role of religion in the life of believers of the Republic of Bashkortostan (active members of Muslim and Orthodox religious organizations), examines state-confessional relations, areas of cooperation between religious organizations and the state, as well as the problem of missionary work.

STEEP-ANALYSIS OF THE STRATEGIC COMPETITIVENESS OF AN OIL COMPANY IN THE OIL REFINING SEGMENT (on the example of Bashneft Joint-Stock Oil Company PJSC)

The subject of the article is the strategic competitiveness of an oil company and methods of its assessment. The object of the study is the Bashneft Joint-Stock Oil Company PJSC. The purpose of the article is to determine the factors affecting the strategic competitiveness an oil company in the oil refining segment based on the use of STEEP-analysis. The assessment of the strategic competitiveness of the Bashneft Joint-Stock Oil Company PJSC using the STEEP-analysis methodology. The priority tasks of the Bashneft Joint-Stock Oil Company PJSC were determined based on the results of the STEEP-analysis.

THE ROLE OF PERSONAL AUXILIARY FARMS IN ENSURING FOOD SECURITY IN THE CONDITIONS OF CONSUMER COOPERATION DEVELOPMENT

The subject of the research is to identify the place and role of personal subsidiary plots in social production in general and in agriculture in particular; object — personal subsidiary plots as a form of non-entrepreneurial activity for the production, processing and sale of agricultural products. The purpose of the study is to identify the importance of the functioning of personal subsidiary plots in ensuring the implementation of the state agrarian policy in terms of ensuring food security. The objectives of the study are to analyze the state of functioning of personal subsidiary plots, to identify their role in ensuring the country’s food security. The novelty of the research: the relationship between consumer cooperation and personal subsidiary plots has been revealed. Conclusions: the role of consumer cooperatives in ensuring food security increases with the strengthening of their purchasing and marketing ties with personal subsidiary and peasant (farm) households.

PROBLEMS OF THE LEGAL REGIME OF TRANSPORT LANDS IN THE RUSSIAN FEDERATION

The article examines the problems of the legal regime of land transport. Transport is the most important component of the production and social sphere, in connection with which the problems of legal regulation of transport lands are urgent. The authors refer to the problems of the legal regime of transport lands: the problem of imbalance in the development of a unified transport system of the Russian Federation; the problem of legal uncertainty in the practice of applying legislation in the field of legal regulation of lands of various types of transport; the legal problem of land use of transport lands in the process of formation of Russian urban settlements. According to the authors, in order to resolve legal conflicts, it is necessary to correlate the norms of transport legislation with the norms and documents of territorial planning, which are established by state authorities and local self-government bodies, which are local by-laws. This condition is necessary, among other things, to ensure the safety of transport infrastructure facilities.

INCLUSIVE EDUCATION IN VIEWS OF EXPERTS: REGIONAL ASPECTS (based on the materials of a sociological survey)

The subject of the article is the analysis of the ideas of the pedagogical community and education managers in the Russian region, in comparison with neighboring regions, about the meaning and significance of the phenomenon of “inclusive education”, about the prospects for its further development. The object of the research is the policy of inclusive education and the main directions of its improvement both at the regional and interregional levels. The purpose of the article is to determine the leading trends of the expert community’s ideas about inclusive education in Russian society based on the results of a representative sociological survey. The tasks proceeding from the goal are based on the study of the ideas of employees of the education system and management about the meaning of inclusive education, about the knowledge of its international and domestic regulatory framework, about its federal and regional aspects.

TELEMEDICINE AS A DIRECTION OF DEVELOPMENT OF THE MARKET OF DIGITAL TECHNOLOGIES IN HEALTHCARE

Research subject — telemedicine services market; object — telemedicine as one of the directions of development of the health care system. The aim of the study is to identify the role of digital technologies, including telemedicine and artificial intelligence, in the process of healthcare transformation. The objectives of the study are to determine the level of development of the global and domestic telemedicine market, to identify the advantages and disadvantages of introducing telemedicine services online. The novelty of the research: the essence and role of telecommunications in the development of relationships between patients and doctors, digital data (including predictive data), indicating the current level of the digital technologies market in medicine and the prospects for its development are presented. Conclusions: telemedicine makes it possible to increase the level of accessibility of the population to medical services, but it cannot abolish the existing health care model.
