SUBJECTS OF THE INFORMATION CONFIDENTIALITY REGIME WHEN SECURING A TRADE SECRET
Abstract. Analyzing the active side of the subjects of the commercial secret regime, the following main directions can be distinguished in it: establishment of the commercial secret regime; operation (use and use) of the commercial secret regime; change of the commercial secret regime; termination of the commercial secret regime. Depending on the above-mentioned directions of the activity of the subject in relation to the regime of confidentiality of information while ensuring trade secrets, the following types of subjects of this regime can be identified: 1) the main subject is the owner of the information constituting a trade secret; 2) officials who are endowed by the main subject (the owner of the information constituting a trade secret) with certain legal powers to carry out the direct operation of the trade secret regime; 3) implementing entities (employees of the company); 4) user subjects (counterparty, federal state authorities, state authorities of the subjects of the Russian Federation and local self-government bodies); 5) a special subject (court, preliminary investigation body, investigation body).

THE FUTURE OF THE RUSSIAN HOSPITALITY INDUSTRY IN THE «ECONOMY OF IMPRESSIONS»
Abstract. Under the influence of the consequences of the COVID-19 pandemic and the geopolitical crisis of 2022, the hospitality industry and tourism in Russia, as well as around the world, are changing their ideology and technological processes while the consumer-oriented marketing concept remains unchanged. The problem is that the hospitality industry, which includes many customer-oriented industries, is one of the most affected in 2020–2021. Due to the global uncertainty, the prospects and timing of its recovery to the pre-pandemic level cannot be predicted by most experts. At the same time, the business processes currently observed, indicating positive dynamics, allow us to speak about the effectiveness of public and private efforts undertaken to meet the social needs of post-teen society in recreation, new experiences and travel. The article examines the changes taking place in the Russian hospitality and tourism sector, analyzes trends and innovations that need to be implemented at the present time, and also makes a number of assumptions about the prospects for the development of the industry and the industry in the near and medium term.

FEATURES OF THE ACTIVITY OF THE MANAGEMENT COMPANY OF THE INDUSTRIAL PARK
Abstract. One of the instruments of industrial policy are industrial parks that combine the interests of business and territorial entities, integrating various types of business in the free territories of industrial complexes and/or territorial entities, providing not only an increase in the efficiency of industries, but also solving social issues by creating new jobs, increasing budget revenues. One of the most important issues of creating such integration associations is the organization of an industrial park management company. The article discusses the problematic issues of choosing the functionality of a management organization depending on the type of individual entrepreneur. The performance indicators of randomly selected operating sole proprietors are considered, a comparative analysis of these indicators is given depending on the type of sole proprietor with the linking of the main functionality of the managing organization (coordinator, landlord, investor, complex manager). The performance indicators of the industrial park are proposed.

RESULTS OF THE CENOLOGICAL GRAPH MODELING OF THE PRODUCTION PROGRAM OF CHEMICAL PRODUCTS
Abstract. The article proposes a model aimed at minimizing production costs by effectively forming a production program and grouping final products. The main idea is to create groups of products that can be made from the same basic raw materials using similar equipment. The presented cenological approach to solving this issue is quite flexible, since it allows using system-wide restrictions and taking into account additional cost indicators, it can be considered as a solution to a two-purpose optimization problem.

ECONOMIC FOUNDATIONS OF SOCIAL ENTREPRENEURSHIP
Abstract. The article presents the results of a study of the economic foundations of social entrepreneurship. Special attention in the process of studying is paid to the comparative analysis of key aspects of various types of activities in the business environment. The main stakeholders in the activities of social enterprises are also identified with the allocation of specific resulting indicators. The interest of the state in the development of these forms of entrepreneurial economic activity and forms of support for small and medium-sized businesses and socially oriented non-profit organizations is revealed. To identify the economic nature of the analyzed enterprises, their main activities are considered, a comparative analysis of key aspects in the business environment is carried out. The ways in which the state supports small and medium-sized businesses and socially oriented non-profit organizations are highlighted.

THE IMPACT OF CORPORATE ETHICS ON THE QUALITY OF SERVICES PROVIDED BY HOSPITALITY INDUSTRY ENTERPRISES
Abstract. The article deals with topical issues related to the introduction of standards of professional ethics at hospitality enterprises, which will improve the quality of service and, accordingly, profitability. A separate emphasis is placed on the problems faced by managers of hotel and restaurant organizations in the process of implementing ethical standards in a multicultural environment. The key components of the Code of Standards of Conduct that affect the quality of services provided are also identified. All employees engaged in the hospitality industry, without exception, must adhere to them.

TOOLKIT FOR ASSESSING AND INCREASING THE EFFICIENCY OF OIL AND GAS ENTERPRISES
Abstract. The principles, criteria, indicators for evaluating the effectiveness of the oil and gas complex in various business areas are considered. The classification of performance indicators is systematized according to the criteria of economy, efficiency, investment attractiveness and business value. The importance of the social components of efficiency for large integrated production and economic systems and the compliance of the program of social and economic development of the oil and gas complex with state priorities are emphasized. A descriptive model for managing the efficiency of an oil and gas complex has been formed. The importance of highlighting the effectiveness of marketing, strategic and operational management, as well as the use of tools for achieving social efficiency according to the criterion “Corporate Business Ethics” in accordance with ESG standards is shown.

IMPLEMENTATION OF THE SCENARIO APPROACH IN THE BUSINESS PLANNING OF AN OIL COMPANY
Abstract. The article considers the conceptual provisions of business planning on the example of oil industry companies as a modern effective tool for corporate financial management. In the conditions of high volatility and non-linearity of the macroeconomic environment of oil industry companies, a business plan allows you to determine the acceptable range of changes in key financial indicators for the coming years in order to quickly respond to the company’s management and ensure planned strategic goals and strategies. On the example of the oil production business block, the main indicators that should be taken into account when drawing up a business plan are systematized, and a financial plan has been developed taking into account scenarios for changing macroeconomic parameters and deflators.

FINANCIAL AND ECONOMIC JUSTIFICATION OF THE PROJECT FOR THE CONSTRUCTION OF A SMALL-TONNAGE COMPLEX LIQUEFIED NATURAL GAS
Abstract. In modern economic conditions, the increased demand for liquefied natural gas necessitates the engineering design of technological solutions for the production of liquefied natural gas and its financial and economic justification. The scientific article is devoted to the development of a financial and economic model and the evaluation of the effectiveness of the project for the construction of a small-scale natural gas liquefaction complex and the analysis of project risks. The proposed format of the financial and economic model is based on the calculation of key indicators of the project’s operating and investment activities, including OPEX and CAPEX, as well as on the formation of financial plans that reflect the net profit and net cash flow. The presented financial models are used in calculating the performance indicators of the design solution and are the information basis for the analisis influence risk factors for net monetary income. The article examined the impact of macroeconomic drivers and deflator indices — liquefied natural gas prices, the dollar exchange rate against the ruble on the change in income from gas sales and on the formation of key project indicators. The authors of the article substantiate the expediency of applying the financial and economic model in practice for further use in project documentation as an economic part of the feasibility study.

“GREEN ECONOMY” AND ORGANIC AGRICULTURE AS A WAY TO SOLVE ENVIRONMENTAL AND SOCIAL PROBLEMS OF THE ALTAI TERRITORY
Abstract. The article analyzes the prerequisites for the implementation of the concept of “green economy” in the Altai Territory, evaluates the practical steps taken in this direction, and identifies constraints to its implementation. The structure of arable lands by the level of acidity and the level of humus in the region was evaluated; the structure of irrigated lands of agricultural organizations in the regions of the Altai Territory was analyzed; problems associated with the deterioration of the quality of agricultural land were identified. It is concluded that the “green economy” will become one of the ways to create areas without chronic rural poverty, since environmentally friendly products are much more expensive than conventional ones, and organic agriculture will increase farmers’ incomes, which will eventually lead to the preservation and development of rural areas.

MECHANISMS FOR ENSURING THE ACCESSIBILITY OF HIGHER EDUCATION IN THE RUSSIAN FEDERATION
Absract. At the moment, education is the most important factor in the economic development of any country, therefore in Russia guided by the interests of strategic development it special attention is paid to it both by society and by the state. This approach enables the country’s economy to adapt to global trends without losing the quality of education. High-quality education testifies to the compliance of the existing system of education with the needs of a person, his expectations in terms of obtaining professional competencies, as well as purposeful development of the individual [1]. ANALYSIS OF LABOR PRODUCTIVITY IN THE CONSTRUCTION SECTOR IN THE REGIONS OF THE VOLGA FEDERAL DISTRICT
Аbstract. The article analyzes labor productivity in the construction industry in the subjects of the Volga Federal District. It is revealed that the level of labor productivity by the type of economic activity “Construction” lags behind the average industry indicators. Also, in most regions of the Volga Federal District, labor productivity in the construction industry lags behind the average Russian values of the indicator. The identified problems of the development of the industry indicate the need to search for reserves for the growth of labor productivity in the subjects of the Volga Federal District.

LABOR PRODUCTIVITY MANAGEMENT: COGNITIVE MODELS OF CONTRADICTIONS
Abstract. The analysis of the research, demonstrating the interrelation between the efficiency of human resources management and economic results of the enterprise has been conducted. Causal relationship between human resource management and productivity is shown. Contradictions in the formation of human and labor resources are revealed. The defining role of human capital in the structure of intangible resources. The procedure of substantiation of the choice of HR-practices that involves the construction of a generalized cognitive model of the impact of intangible resources on productivity was formed. The structure of the system of labor productivity management is developed. The structure of the blocks of imitation model on the basis of econometric research data, the procedure of selection of the most important HR-factors is proposed. The possibility of substantiating the choice of control actions based on modeling results is shown. Causal scheme of labor productivity management through intangible resources of industrial enterprise is proposed. A set of econometric models built on the basis of generalization of empirical research and statistical data of specific enterprises was used to develop the model.

COMPETITIVENESS OF NEW GENERATIONS IN THE MODERN LABOUR MARKET: ECONOMIC ASPECT
Abstract. The questions of the competitive ability of new generations at modern labour market become particularly relevant in conditions of high uncertainty and rapid transformation of the global labour market due to the covid19 pandemic and the geopolitical crisis 2022. Experts of the World Economic Forum believe that in the conditions of accelerating automation and robotization, a significant number of workers will not be able to keep their jobs to 2025. The process of creating new jobs in the care economy, green technologies, databases and cloud computing, artificial intelligence has a slower speed. The real prospect in the next two to three years will be a significant increase in unemployment. There is a problem of creating the necessary conditions for ensuring employment of the population. This article analyzes the situation on the Russian labor market from the point of view of the generations that make up the majority of the labor force, and the prospects of employment prospects of youth and women, as the two most vulnerable groups.

ASSESSMENT OF THE FISCAL EFFECTIVENESS OF PROPERTY TAXES ON INDIVIDUALS IN RUSSIA
Abstract. The article is devoted to the analysis of the fiscal efficiency of taxation of individuals with property taxes. The concept of fiscal efficiency is revealed, under which it is proposed to understand the ability of the tax to provide revenue to the budget (budget efficiency); the ability of the tax to stimulate economic growth; the fairness of the tax in relation to the tax base and subjects of taxation. Based on the statistical data of macroeconomic development, the collection of property taxes and the dynamics of the tax base, the fiscal efficiency of property taxes from individuals in Russia is calculated.

STATE POLICY IN THE FIELD OF ENSURING SUSTAINABLE DEVELOPMENT ON THE EXAMPLE OF THE REGIONS OF THE REPUBLIC OF AZERBAIJAN
Abstract. The article deals with the issues of state policy aimed at achieving development goals in the Republic of Azerbaijan. The state programs which are used to achieve the goals are also analyzed. Mainly, the main directions of the ongoing work (social security of the population, medical care, improving the quality of education, creating conditions for economic growth, etc.) are highlighted. The dynamics of the main indicators as a result of the implementation of these programs of measures is also given.

ABOUT COMPETITIVE EXPERIENCE IN THE ELECTION OF THE HIGHEST OFFICIAL SUBJECT OF THE RUSSIAN FEDERATION
Abstract. This article analyzes the features of competition in the elections of the Governor of the Nizhny Novgorod region in 2018. It is concluded that the level of competition between candidates has significantly increased in comparison with similar elections in 2014. At the same time, the professional level of the winning candidate’s teams and other candidates ‘ teams differs significantly in favor of the first one. The readiness of citizens to compete is higher than the ability of candidates to lead it.

STATE-CONFESSIONAL RELATIONS WITHIN THE CONTEXT OF THE EXPANSION OF RELIGION IN THE INTERNET SPACE: NEW OPPORTUNITIES, NEW CHALLENGES
Abstract. The paper examines the features of the transformation of traditional religiosity in connection with the development of information technologies, when a wide range of confessions began to master new forms, means and methods of being present in a virtual environment. The author proposes a classification of religious Internet resources based on the principles of organizing the media space and the functions they perform. The article also outlines the prospects for the further development of Internet religiosity, as well as challenges to religious security in connection with the massive involvement of parishioners of certain denominations in the virtual digital environment.

POLITOLOGICAL SCIENCE ANALYSIS OF THE IMPLEMENTATION OF THE INFORMATION POLICY OF THE RUSSIAN STATE IN MODERN FOREIGN POLICY CONDITIONS
Abstract. The article examines, through a political analysis, the reasons that determine the need for corrective actions in the implementation of the state information policy of Russia in the current foreign policy situation, as well as the countermeasures taken by the Russian Federation in relation to the broadcast of intrusive anti-Russian propaganda by American and Western European media corporations. The author emphasizes the fact that in order to ensure the access of the European audience to a high-quality objective information product, it is necessary to strengthen the work on activation in the field of cooperation with the institutions of the information environment of the eastern partner states for the purpose of mutual exploitation of information platforms, and to rid the Russian mass consumer of information from external insults and threats to block channels with such content, offering as alternatives are domestic Internet resources that exclude information of this kind.
