WORKFORCE DEVELOPMENT IN THE CONTEXT OF DIGITALIZATION OF SOCIAL AND LABOR RELATIONS
Abstract. The article considers the main directions of labor force development in the conditions of digitalization of social and labor relations. The author defines the trends and prospects of the formation of labor legislation aimed at protecting vulnerable categories of the workforce. The current stage of labor force development in the domestic labor market is characterized by the complex nature of socio-economic relations, the lack of stable dynamics of sustainable economic growth and the increasing problems inherent in the economy under the regime of restrictions. Currently, the formation of labor legislation is continuing, the need for transformation of which was identified in the previous three years in connection with the problems that arose in companies in connection with the spread of “remote” and flexible formats of interaction between employer and employee and the digitalization of the Russian sectors of the economy. In this regard, there is an urgent need at the legislative level to streamline the regulation of the labor regime when transferring employees to a remote work format, coordination of tasks on the part of management, and monitoring of the activities of the workforce has become relevant. The purpose of this work is to identify the factors influencing the development of the workforce in modern conditions of transition to digital technologies. It is concluded that the digitalization of social and labor relations is a complex process, accompanied by the need to equip workplaces with modern digital equipment and train employees in digital literacy skills. Today, the demand for specialists with new digital skills in the domestic labor market is limited, workers of traditional professions are required, and the share of future industries in the Russian economy is still extremely small.

GASTRONOMIC TOURISM AS A PROMISING DIRECTION HOSPITALITY INDUSTRY DEVELOPMENT
Abstract. The subject of research is gastronomic tourism. The purpose of the study is to consider the prospects for the development of gastronomic tourism in the regions of Russia on the basis of cooperation with small and medium businesses. The objectives of the study are to study the main directions of gastronomic tourism and the most popular destinations in this segment, assess the effectiveness of tourism development in Russia and the Republic of Bashkortostan, and identify prospects for the development of gastronomic tourism in Russia. The novelty of the study: the characterization of Russian gastrotourism in general and the Republic of Bashkortostan is given against the backdrop of an unstable situation, restrictions on foreign travel, a decrease in household income, and an increase in demand for the organization of domestic tourism. Conclusions: The cult of food now occupies a fairly high position. The development of ethno- and gastronomic tourism, the preservation of folk crafts, crafts, traditions and customs of the rural population in the production of unique national food products and dishes are facilitated by the revival of consumer cooperation in the countryside.

FOOD SECURITY OF THE REPUBLIC OF BASHKORTOSTAN
Abstract. The subject of the study is food security of the Republic of Bashkortostan. The purpose of the study is to analyze the level of food security of the Republic of Bashkortostan. The objectives of the study are to assess the level of self–sufficiency in basic agricultural products in accordance with the threshold values of the Food Security Doctrine. The novelty of the study: the position of the region by product categories is determined based on the volume of production and consumption. Conclusions: The Republic of Bashkortostan fully meets its needs for meat and meat products, as well as milk, while being a donor region. In terms of the production of eggs, vegetables and potatoes, the Republic of Bashkortostan is a recipient region. The level of food security in accordance with the Doctrine of Food Security is at an insufficient level. The targets of the strategic plan for the development of the agro-industrial complex of the Republic of Bashkortostan for 2020 were not achieved in the sector of grain and leguminous crops production.

KEY TRENDS OF DIGITALIZATION IN THE TOURISM INDUSTRY
Abstract. The subject of the research is digitalization in the tourism business. The purpose of the study is to identify trends in the development of digital solutions in the tourism industry. The objectives of the study are to reflect the key trends in the development of the tourism industry based on the introduction of digital technologies, their benefits for buyers and sellers of tourism and hotel services. The novelty of the research: the characteristics of digital solutions as tools for promoting services and attracting potential tourists are given. Conclusions: digital technologies create new inaccessible destinations for travelers, and traditional tourist destinations are experiencing a rebirth. Tourists are independent in choosing the forms of travel (real or virtual), taking into account their preferences and financial capabilities.

STATE REGULATION PROCESSES OF IMPORT SUBSTITUTION AND DIVERSIFICATION IN LIGHT INDUSTRY
Abstract. The textile industry, which originated in the first quarter of the 18th century, has undergone significant changes since the time of Peter the Great and was closely connected with the development of the state. The light industry, as well as other sectors of the economy, is influenced by both domestic and foreign policy of the state, which reflects the conditions for the development of the economy. At the present stage of development, the trend of transformation of economic sectors is import substitution and diversification of industries associated with economic and political sanctions. The basis for the implementation of such processes are innovations. The article discusses the most important problems of the light industry sector associated with high wear and tear of fixed production assets, lack of working capital, dependence on imported raw materials and equipment. It is proposed to use the experience of foreign countries in matters of state regulation of the development of the industry. The issues of interstate integration with the countries of the near abroad, clustering as a key attribute of an innovative economy is considered.

KNOWLEDGE-INTENSIVE PRODUCTION IN RUSSIA: THEORETICAL AND METHODOLOGICAL FOUNDATIONS OF MANAGEMENT
Abstract. This article reflects the theoretical aspects of the management of knowledge-intensive production. The purpose of the article is to study and analyze the theoretical and methodological foundations of managing science-intensive production (knowledge-intensive industries). A theoretical analysis of the concept of “high-tech production” is carried out, the characteristic features of high-tech production are revealed from the standpoint of various researchers. It is shown how to quantify the level of knowledge intensity. The level of knowledge intensity of the national economy is calculated on the example of the Russian Federation. Examples of the largest enterprises in high-tech and science-intensive industries are considered, as well as the main problems in the system of science-intensive production are identified.

ECONOMIC EFFICIENCYHEALTH CARE SYSTEM OF THE REPUBLIC OF BASHKORTOSTAN
Abstract. The subject of the study is the regional and municipal health care systems. The purpose of the study is to review the state and prospects for the development of the territorial health care system of the Republic of Bashkortostan (regional and municipal entities), to assess the economic, social and medical efficiency of functioning. The objectives of the study are to study the problems and main directions of the functioning of healthcare systems, assess the effectiveness of the activities of medical institutions in the region, and identify prospects for the development of medicine at the regional and municipal levels. The novelty of the study: digital data on the state of healthcare in the Republic of Bashkortostan are presented, problems in this industry are identified, current and strategic tasks for the development of medical organizations are outlined. Conclusions: the medical, social and economic efficiency of the work of medical organizations is influenced by both external and internal factors, the consideration of which is a priority for the leaders of the region, medical institutions.

MORTGAGE LENDING MARKET: RESULTS OF 2022 AND FORECAST FOR 2023
Abstract. The subject of the study is the mortgage lending market. The purpose of the study is to consider the problems and prospects for the development of the mortgage lending market. The objectives of the study are to reflect the key trends in the development of the bank mortgage lending market in the face of geopolitical uncertainty, to consider expert opinions regarding the forecast of its development. The novelty of the study: the problems and prospects for the development of the mortgage lending market are identified, the forms of its state support are considered. Conclusions: affordable loans are an important factor in the stable development of the real estate market. A popular area of mortgage lending is preferential mortgages with state support. The development of tranche mortgages, rental housing (leasing), digital mortgages is expected.

ANALYSIS OF THE CORPORATION STRATEGY IN THE SPHERE OF SOCIALLY RESPONSIBLE INVESTMENTS USING THE MATRIX APPROACH
Abstract. The article presents the adaptation of the matrix approach to assessing the effectiveness of the corporation’s strategy in the field of socially responsible investments. The relevance of the research is due to fundamental changes in the financial system, which require increasing participation of large businesses in solving socio-economic problems. The study presents an econometric analysis of 10 domestic corporations for the period from 2019 to 2021 in order to confirm the growth of financial results, as well as the value of business as a result of an increase in socially responsible investments in key areas such as environmental programs, the formation and maintenance of labor resources, investments in the infrastructure of adjacent territories. The obtained results testify to the multidirectional influence of social investments, depending on their type. The article proposes a new matrix of Socially Responsible Investments, the use of which not only makes it possible to diagnose the current strategy, but also to adjust it in order to increase the effectiveness of the strategy and based on the capabilities of a particular corporation. At the end of the work, as an example, the process of assessing and modeling the strategy of TAIF-NK JSC in the field of socially responsible investments is presented, as well as recommendations are given for changing the volume of social investments of the corporation until 2026 inclusive.

INTEGRATED MODEL OF CORPORATE FINANCIAL PLANNING AT OIL AND GAS ENTERPRISES
Abstract. The article is devoted to the actual problems of corporate financial planning at the enterprises of the oil and gas industry, whose activities are largely subject to changes in external factors of the business environment. The traditional model of corporate financial planning does not take into account the principles of flexibility, adaptability, scenario and realism when building predictive financial plans. The authors of the article consider modern financial technologies in the corporate financial management system and propose an integrated financial planning model based on the combination and combination of long-term scenario planning, risk-based planning and rolling budgeting.

THE ISSUE OF FUNDING THE HEALTH CARE SYSTEM IN EMERGENCY SITUATIONS
Abstract. Today, a decline in economic and social indicators is noted and predicted, both at the level of individual countries and at the global level. Nevertheless there are such industries, the decline in indicators of which directly affects people’s life and health. The article discusses the sustainable financing of medicine, which is a necessary condition for the effective functioning of the health care system and the achievement of universal health coverage, which presupposes the availability of sufficient resources and the protection of the population from the financial burden. The paper presents the indicators of financing the healthcare sector for certain groups of countries. The article uses the method of dynamic data analysis, indicating the need to increase funding for the medical sector.

STUDY OF THE LEVEL AND STRUCTURE OF MOTIVATION FOR STUDIES OF BACHELOR STUDENTS IN THE DIRECTIONS OF PREPARATION “MANAGEMENT”, “ECONOMY”
Abstract. Practical psychologists and theorists usually consider motivation as an extremely complex controller of behavior and moderator of human activity, a multidimensional, heterogeneous complex of “drivers” interconnected in a non-linear way. The aim of the study was to assess the quality of the motivational aspect of the education process through an analysis of the dynamics of the development of the motivational complex of students during the entire time of study at the university. The study used a classification of learning motives, dividing motives into cognitive ones, formed directly by educational activities, and external, social motives that lie outside of learning. As a research method, we used the method modified by the authors for studying the motives of A. A. Rean and V. S. Yurkevich, adapted for students in higher education. The article describes a series of techniques for developing interest in learning among university students. The results of measuring the level of motivation and the structure of the motivational complex are described and demonstrated. Ideas have been put forward that the level and structure of motivation to study can serve as an indicator of the quality of education. Suggestions for managing the motivational complex are given.

DIGITAL TRANSFORMATION OF THE HIGHER EDUCATION SYSTEM
Abstract. The subject of the study is the digital transformation of the higher education system. The purpose of the study is to assess the impact of the development of digital and information technologies on the educational services market. The objectives of the study are to analyze current economic and technological trends affecting the transformation of the educational services market; to assess the impact of the development of digital information technologies on the quality of educational services of higher education; to identify changes in the nature and forms of education, requirements for professional skills and abilities; to identify the risks of digitalization for the higher education system. The novelty of the research lies in the author’s approach to the definition of the concept “digital educational environment” and it essence. Conclusions: identified trends in the development of the education system allowed us to identify a number of problems associated with an insufficient level of infrastructure, disrupted communication between higher education institutions and employers, slow introduction of technologies into the digital activities of higher education institutions, etc.

LEGAL ISSUES OF DETERMINING THE BOUNDARIES OF REAL ESTATE IN FOREIGN COUNTRIES
Abstract. The article analyzes the legal issues of determining the boundaries of real estate in common law countries and in the countries of the Romano-Germanic legal system. The conceptual model for determining the boundaries of real estate in various countries, as well as the structural elements of this model, has been studied. The conclusion is substantiated that the systematization of terms and methods used in the field of valuation and analysis of property, determining its boundaries, is of decisive importance for the legalization of the real estate market, streamlining relations in the field of state registration of real estate.

SOURCES OF LEGAL REGULATION OF STATE REGISTRATION OF REAL ESTATE
Abstract. The article analyzes the system of sources of legal regulation of state registration of immovable property. The division of legal acts as a special kind of sources of legal regulation of state registration of real estate into codified and uncodified has been studied. The sources of legal regulation of state registration of real estate include federal and regional legislation, by-laws of the Government of the Russian Federation, the system of orders of the Federal Register and the Ministry of Economic Development, judicial acts, explanations and analytical materials of the higher courts. The conclusion is substantiated that in the system of sources of legal regulation of state registration of real estate, a special place is occupied by the own practice of the accounting and registration authority.

LEGAL AND ECONOMIC ASPECTS OF THE DEVELOPMENT OF EMPLOYMENT OF ADOLESCENTS IN THE ARCTIC ZONE (on the example of Snezhnogorsk, Murmansk region)
Abstract. At the present stage, the topic of adolescent employment is a very relevant, since adolescents have a desire to work and the state, in turn, supports this desire. The interest of minors in labor activity is, first of all, the opportunity to assert themselves. Getting a temporary job, teenagers go through all the stages of employment, get the first interview skills with the employer and the skills of independent work. The article presents the results of a survey conducted by the authors within the framework of the project “The first experience of employment of teenagers” of the strategic plan “In the north — to live. 2030” in the Murmansk region.

LEGAL REGULATION OF THE DIGITALIZATION OF TAX CONTROL IN THE SYSTEM OF TAX SECURITY
Abstract. Tax control is an important support tool in the system of ensuring the financial security of the state, in particular, in the field of tax administration. The analysis of modern research and publications on the topic of topical issues of tax control, as a factor in the effectiveness of tax administration in the system of ensuring tax security, is in the constant attention of leading domestic and foreign scientists. Moreover, the modern tasks set for tax control are much larger than fixing the facts of non-compliance with tax laws, and include building such a tax administration model that minimizes the ability of the payer to violate the norms of the Tax Code of Russia. Digitization of tax control inevitably involves the introduction of information technologies into the activities of tax authorities, changes in the procedure for tax activities and interaction between participants in tax legal relations, which, of course, entails the improvement of legal regulation in the tax sphere.
