ISLAMIC SCHOLARS OF MODERN BASHKORTOSTAN: STROKES TO THE SOCIAL PORTRAIT OF RESEARCHERS
Abstract. The article presents preliminary results of the implementation of the prosopographic method in the analysis of Islamic studies in modern Bashkortostan — one of the most multiethnic and multi-confessional regions of our country. The author offers touches to the social portrait of researchers of various branches of social studies dealing with the problems of Islam, whose real and potential adherents are more than half of the population of one of the large and developed subjects of the Russian Federation.

RELIGIOUS SPIRITUAL AND CIVIL AFFAIRS ASPECTS FROM THE INFORMATION OF RUSSIAN MUSLIMS IN THE SOCIO-POLITICAL CONTEXT
Abstract. This article provides information on how relevant the role of religious organizations as subjects of civil initiatives, presented as subjects of civil society, and highlights the main and functional features of these organizations. A content analysis of the text from the Moscow Theological Declaration on Jihad, Takfir and Caliphate as a document of the Russian Muslim Ummah is carried out, with an emphasis on the religious spiritual and civil affairs aspects of this document.

BEEKEEPING AS A GUARANTEE OF THE COUNTRY’S FOOD SECURITY AND BIODIVERSITY CONSERVATION
Abstract. This article reveals the problems of the development of beekeeping and ways to solve them, the development trends of the beekeeping industry in Russia and the Republic of Bashkortostan, the economic importance of beekeeping in ensuring the country’s food security. Beekeeping, as an integral part of the country’s agro-industrial complex, is closely related to crop and livestock production and plays an important role in ensuring food security, producing environmentally friendly products and preserving the biodiversity of flora and fauna. The industry needs state support to solve the accumulated problems and further development. The interaction of the industry with cooperatives contributes to obtaining a synergistic effect and benefits for each beekeeper.

FOOD SECURITY OF THE COUNTRY: ANALYSIS OF THE STATUS AND PROSPECTS OF STRENGTHENING
Abstract. The subject of the study is the country’s food security. The purpose of the study is to identify trends in ensuring the country’s food security based on self-sufficiency and import substitution. The objectives of the study are to analyze the current state of the food security system of the Russian Federation, identify problems and prospects for strengthening it. Novelty of the research: the relevance of introducing digital technologies in order to strengthen the country’s food security has been proven. Russia, being the most important player in the global food market and the largest exporter of grain, defines food security as a component of the state’s national security and sovereignty. The introduction of digital technologies into the processes of production, processing and storage of food helps strengthen the country’s food security.

DEVELOPMENT OF THE ECONOMY OF THE BRYANSK REGION IN CONDITIONS OF MODERN CHALLENGES AND THREATS
Abstract. Modern economic challenges and threats increase the relevance of the problem of determining the main trends in regional development. The Bryansk region has significant socio-economic potential, but its implementation faces a set of internal threats. In order to overcome negative processes within the framework of the target strategic scenario for the development of the region, activities are being implemented to develop priority areas of the economy. The implementation of the Socio-Economic Development Strategy will ensure the sustainable development of the economy and ensure the social stability of the border region.

DEVELOPMENT OF INTERMUNICIPAL AND INTERREGIONAL COOPERATION AS A FACTOR OF SELF-SUFFICIENCY IN AGRICULTURAL PRODUCTS
Abstract. The article examines the state and problems of self-sufficiency in basic agricultural products in the Republic of Bashkortostan under the imposed sanctions restrictions, and provides ways to increase the level of food self-sufficiency in the region. The research revealed the advantages of agro-industrial integration and cooperation of agricultural producers, processors of agricultural raw materials and retail chains, including through an increase in value-added products. Proposals have been developed for the creation of various territorial agricultural clusters using the mechanism of intermunicipal and interregional cooperation for self-sufficiency in agricultural products and achieving food security of the regions and the country.

INDEPENDENT EXPERT ASSESSMENT OF COMPETENCIES OF CIVIL SERVANTS
Abstract. The article deals with the problems of assessing the competencies of civil servants in the process of conducting competitive procedures by independent experts. This study is necessary to determine the suitability of civil servants, attract qualified specialists to work from among applicants and graduates of universities, staff rotation, etc. The solution of these problems determines the search for evaluation tools and methods for assessing the competencies of employees. Therefore, the purpose of this article is to substantiate the methods of assessing the competencies of civil servants and to improve the work of independent experts in this field.

ANALYSIS OF THE IMPLEMENTATION OF THE NATIONAL PROJECT “DEMOGRAPHY” IN THE REGION: PROBLEMS AND PROSPECTS
(by the materials of the Republic of Bashkortostan)
Abstract. The subject of the study is the implementation of the national project “Demography” in the Republic of Bashkortostan. The purpose of the study is to analyze the process of implementation of the national project “Demography” in the region. The objectives of the study are to consider the demographic situation in the republic and, based on the analysis of the implementation of the national project “Demography”, to identify problems that hinder the achievement of the project’s targets in the Republic of Bashkortostan. Based on a large volume of empirical sources, the article analyzes the basic trends and problems of the demographic state of the Republic of Bashkortostan. The sources of problems are considered both in the context of global trends and in the context of Russian and regional peculiarities that require systematic work to eliminate them.

OVERCOMING UNCERTAINTY: THE PHENOMENON OF NON-STANDARD YOUTH EMPLOYMENT
Abstract. The article examines the phenomenon of precarious youth employment and examines strategies to overcome the associated uncertainties. Precarious youth employment refers to the prevalence of temporary, insecure and low-quality employment opportunities among young people, resulting in economic, social and psychological problems. The article emphasizes the importance of providing young people with conditions for employment opportunities, analyzing the positive and negative aspects of non-standard employment.

SOCIAL SATISFACTION OF THE POPULATION IN A MARKET ECONOMY IN MULTINATIONAL BASHKORTOSTAN
(according to etnosociological surveys)
Abstract. The article examines the problem of social satisfaction of ethnic groups in the context of their adaptation to the market economy in the transitional period of development of Russian society using the example of multinational Bashkortostan. It is noted that over the past years of the market economy, a certain part of the population of the republic as a whole has successfully adapted to the market. At the same time, the other part did not accept the harsh conditions of market relations, noting that the transition to the market did not justify itself. Despite some difficulties of the market economy, the survey data show that the standard of living of the population of the republic has significantly improved over the years. It is proved that along with the positive aspects, there is a certain social stratification, both between ethnic groups and within one group, which is characteristic of a market economy.

RISKS OF IMPLEMENTING STATE SOCIAL ORDER SERVICES IN RUSSIA
Abstract. The article defines the role of the state social order, which serves as a tool for the implementation of municipal and regional social programs. The author defines the stages and economic and legal support for the implementation of state social services. The issues of the emergence of risks of the state social order in the pilot subjects of the Russian Federation in the conditions of uncertainty of the volume of services are considered. The article presents the calculation of the probability of economic risks in case of non-fulfillment of services of the state social order. A more detailed study is devoted to the study of: organizational risks that depend on the level of uncertainty in the consumption of services; reputational risks that arise if, within the framework of the state social order, the supplier caused moral damage to the customer; budget risks interpreted as the probability of losses of the budgets of the budgetary system of the Russian Federation in the conditions of increasing costs for the execution of the state social order. Based on the results of the study, recommendations are proposed for creating conditions for an equitable competitive policy in the regions in the field of providing high-quality social ordering services, both by state performers and non-profit organizations.

CORPORATE EMPLOYEE TRAINING IN PARTNERSHIP WITH HIGHER EDUCATION INSTITUTIONS
Abstract. In the presented work, the issues of the organization of in-house training based on the partnership of a commercial company and an educational organization of vocational education are considered. Continuing education helps professionals climb the corporate ladder and achieve success at work, and also allows corporations to save on expensive external hiring by promoting from within. The article substantiates that in modern conditions, when the gap in the skills that the employer expects from employees and their actual level is quite deep, corporate human resource management systems face the need to take advantage of corporate training, including that implemented on the basis of bilateral cooperation between industrial and academic structures. It is concluded that in conditions of talent shortage, it is extremely important for companies to adopt strategies that promote lifelong learning, professional development and retraining of the workforce.

INTERACTION OF UNIVERSITIES AND INDUSTRIAL STRUCTURES IN THE PROCESS OF TRAINING AND FORMATION OF PROFESSIONAL COMPETENCIES OF EMPLOYEES
Abstract. In the presented work, the issues of forming partnerships between industrial structures and universities are considered in order to form a system of employee training and reproduction of professional personnel with professional competencies that are most in demand in manufacturing companies. The article provides an overview of theoretical scientific ideas about the essence of the management process of the formation, dissemination and use of knowledge in the context of networking of academic and industrial structures, the impact of modern trends in economics and business on the creation of integrated learning systems, barriers and effects of such interaction. It is concluded that in the era of the knowledge society, universities are no longer exclusive providers of educational content, so partnerships between universities and industry are very important, as they help to develop appropriate mechanisms for the official recognition and evaluation of training and knowledge gained in the field of work, and critically assess the long-term consequences.

KAZAKHSTAN, RUSSIA AND THE EURASIAN ECONOMIC UNION: LEGAL ASPECTS OF RELATIONS BETWEEN RUSSIA AND KAZAKHSTAN IN THE CONTEXT OF NATIONAL SECURITY
Abstract. This article presents an analysis of the challenges and triggers facing the Republic of Kazakhstan, the Russian Federation and the Eurasian Economic Union in light of the Special Military in Ukraine. The article explores the impact of this military operation on the economic and political aspects of relations between Kazakhstan, Russia and other members of the Eurasian Economic Union. Particular attention is paid to the strategic decisions taken by each country in the context of the conflict, as well as their desire to safeguard their security and national interests. The article also examines measures taken by Kazakhstan to diversify its foreign relations and reduce its dependence on Russia in various spheres.

Abstract. The article examines the problems of public administration in the field of rural tourism. An analysis of legislation containing the definition of rural tourism is presented. The main features of rural tourism are highlighted. It was noted that it is necessary to clarify the legal status of participants in relations for the provision of services in the field of rural tourism. Questions also arise regarding determining the status of agricultural producers as persons providing services in the field of rural tourism.

ON THE ISSUE OF THE EFFECTIVENESS OF THE POLICE OF THE PEOPLE’S REPUBLIC OF CHINA
Abstract. This article is devoted to the issue of identifying factors of the effectiveness of the work of the police authorities of the People’s Republic of China. Currently, the interest of representatives of law enforcement agencies from different countries and the scientific community is focused on China. Over the past 10–15 years, the People’s Republic of China has demonstrated significant progress in reducing the crime rate. In these conditions, familiarity with the positive experience of law enforcement agencies of the People’s Republic of China in reducing the level of criminogenic situation and improving the security of society becomes particularly relevant. The author emphasizes the importance of the reform process and the gradual modernization of the law enforcement system carried out in the context of transformations under the slogan “Reforms and openness”. The author pays special attention to the issue of increasing the requirements for a law enforcement officer. An equally important process that led to the high results of the Chinese police is the active activity of the police aimed at mutual cooperation with citizens, as a result of which there was a harmonization of relations between the police and society, the level of trust in law enforcement agencies increased. According to the author, the effectiveness of the work of the police of the People’s Republic of China is due to the modernization carried out since the 1990s, the constant improvement of the means and methods of police activity, the quantitative and qualitative composition of police personnel, the level of information and technical equipment of the police, the implementation of a socially-oriented model of interaction with society.

UFA IN THE NOTES AND STUDIES OF FOREIGN AND DOMESTIC AUTHORS OF VARIOUS ERAS: FEATURES OF THE DESCRIPTION
Abstract. The article analyzes and characterizes the main features of the description of the capital of the modern Republic of Bashkortostan — Ufa city — in travel notes, notes and historical studies of domestic and foreign authors of the XVIII–XXI centuries. On the eve of a significant event — the 450th anniversary of the Ufa city, which will be celebrate in 2024, on the basis of a detailed study of Russian-language texts published in various historical periods, as well as publications published in several European languages, translated by the authors of the article, specific features of the description of a large Russian city are identified and formulated. A comparative analysis of travel sketches and descriptions relating to the corresponding periods of Ufa’s development, including those cited in historical studies by foreign authors, has been carried out.
