CONFLICT OF INTEREST IN PUBLIC SERVICE: ANALYSIS OF TYPICAL SITUATIONS
Abstract. The article draws attention to the problem faced by many state bodies and institutions — conflict of interests. The article provides an overview of typical conflict situations, including its causes, consequences and methods of prevention. Authors offer some recommendations for improving the system of control over conflicts of interest in public institutions: the introduction of strict regulatory and legal mechanisms, increasing the openness and transparency of the work of State institutions, as well as strengthening the role of civil society in monitoring the activities of civil servants.

SINGAPORE AS AN IMPORTANT PARTICIPANT INTERNATIONAL INTEGRATION
Abstract. In the modern world, Singapore is one of the most important countries to study with its unique economic development model. In this regard, our research notes that despite being a little country, Singapore’s participation in international economic and political integration processes is extensive and its role is great. The article also argues that joining international economic and political integration processes is a statehood tradition in Singapore. To explain this in more detail, the historical dynamics of Singapore are analyzed, and then its international integration policy is discussed today.

THE MEDIATIZATION OF POLITICS AS AN ACTUAL COMMUNICATION TREND IN THE MODERN RUSSIAN INFORMATION FIELD
Abstract. The explosive interest in news platforms observed in the last decade strongly speaks to the transformation of the mass media sphere. At the same time, the unprecedentedly high level of blocking of printed publications hints at an increased interest in global control of information flows. Previously associated exclusively with entertainment and the exchange of information, New Media has today repurposed itself as an ambitious locomotive, actively modeling and directing mass sentiment on issues of social resonance, including aspects of political life. This is a clear indication of their new status as an invisible yet powerful catalyst in shaping public opinion.

CONTRADICTIONS AND COMPATIBILITY OF SOCIAL SPACES AND GLOBAL FLOWS
Abstract. The article presents an analysis of one of the main contradictions of the modern era. According to the authors, it consists in the inability of global flows, which now include not only the movement of people, goods and services, capital, ideas, but also the free transfer of knowledge, to take into account the features of a wide variety of spaces, understood both in geographical and problematic coordinates. The authors have identified the main causes of such a conflict associated with the complexities of the multifaceted transformation of social reality. Also noted are theoretical aspects related to the study of the interaction of global flows and specific spaces, in particular, manifested in postmodern methodology. Some directions for the development of research on the interaction of global and spatial actors are proposed, on the basis of which it is possible to take practical steps to reduce the intensity of conflict between them.

NATIONAL SECURITY OF RUSSIA IN THE CONTEXT OF INTERNATIONAL SECURITY
Abstract. The end of the 20th century was marked by a significant restructuring of the world order. It led to irreversible changes in the military-political situation. In turn, this had a direct impact on the nature of the challenges and threats faced by the national security of the Russian Federation. Not only did the polycentric world structure existing within the system of international relations fail to destroy the main disagreements, it contributed to the emergence of new ones. These contradictions inevitably influence both the state of Russian national security and all international security. The object of research is the national security of Russia. The purpose of the study is to develop a mechanism that is relevant in our time, guaranteeing the national security of Russia within the framework of general international security. The principles of scientificity, objectivity and historicism, and theoretical elements of political science are taken as the foundation of the study. General scientific methods were used: deduction and induction, analysis and synthesis, observation, study of documentation, etc.; political science methods: retrospective, comparative, modeling. Situational, structural-functional and scenario analyzes were used. It has been established that the reconstruction of the paradigm of relations with the West and a change in behavior in the field of foreign policy will allow Russia to fully realize the potential of a promising and preventive policy to create a loyal foreign policy atmosphere. A positive result of this in the future will be the expansion of the immediate area of the zone of geopolitical interest of the Russian Federation, in particular its post-Soviet space, it will allow solving a number of problems with domestic politics, bringing the country out of partial isolation, and minimizing the threat of a collision with the NATO bloc directly in the form of a proxy war.

THE ROLE OF THE HUMAN FACTOR IN INCREASING THE COMPETITIVENESS OF A COMPANY
Abstract. In the modern world, the struggle of companies for technology and means of production is giving way to the struggle for human resources. The development of human capital becomes the path to acquiring competitive advantages, since it is the company’s employees, showing a creative, constructive, innovative approach to solving the problems facing the enterprise, who make technologies and equipment work with maximum productivity. The article analyzes the modern approach to the development of human capital of a company. Theoretical aspects of the problem are compared with Russian practice of human capital development in large and successful IT companies. Attention to the IT sector is not accidental: in the conditions of intense non-price competition that is emerging here, companies must provide the highest quality of services, which cannot be achieved without attracting the best specialists in the field of information technology. The examples discussed show that success in business is impossible without taking into account the human factor, without investing in the development of human capital, which includes, among other things, training employees, creating comfortable working conditions, professional and career growth.

SOME ASPECTS OF PROJECT MANAGEMENT IN THE CONSTRUCTION OF MEDICAL HOTEL FACILITIES
Abstract. The modern provision of medical services through medical hotels can be attributed not only to the upward trends of the Russian accommodation system, but also, first of all, to an increase in the variety of forms of healthcare facilities providing high-quality medical services and comfortable accommodation. The article provides an overview of the main stages and stages of design in the construction of medical hotels. The main factors influencing the development of this direction in the construction of medical facilities have been identified. The article also provides a sequence of stages in the implementation of the medical hotel project. The paper focuses on the importance of using outsourcing and outstaffing in the design and implementation of the construction of medical hotel facilities, as well as any other means of medical placement, and managing them in the project. Conclusions are drawn that the management of the design of the construction of medical hotel facilities in modern realities is associated with a number of problems and challenges, among which in the first place is the provision of sufficient financing, the search for investors, coordination on compliance with the norms and requirements for the safety and operation of the facility in the future, compliance with deadlines and work schedule, a high level of defect-free project, compliance with a number of industry requirements, etc.

RURAL MEDICINE IN THE REPUBLIC OF BASHKORTOSTAN: CURRENT STATE AND DEVELOPMENT TRENDS
Abstract. The subject of the study is the regional healthcare system. The purpose of the study is the problems and prospects for the development of rural medicine in the Republic of Bashkortostan. The objectives of the study are to consider problems, analyze the current state and identify prospects for the development of healthcare in rural areas. Novelty of the research: the ranking of the main indicators of the functioning of rural medical institutions of the Republic of Bashkortostan in the context of the Russian Federation and the regions of the Volga Federal District was carried out. Conclusions: The reasons for the deterioration of the demographic situation in rural areas are low birth rates, high mortality, migration outflow of the rural population (intraregional, interregional, intercountry), reduction in the female population of reproductive age in comparison with urban ones, etc. One of the significant factors that has a negative impact The impact on the demographic situation in rural areas is also the state of health care in municipalities. Along with federal support, regional authorities need their own initiatives to attract and retain medical specialists in rural areas and improve the quality of medical services provided.

THE IMPACT OF THE COVID-19 PANDEMIC ON THE STATE OF THE ECONOMY: SOLUTIONS AND DEVELOPMENT PROSPECTS
Abstract. COVID-19 has become a global challenge that has had a strong impact on the global economy. Travel bans, lockdowns, business closures and the cessation of international trade have led to a serious drop in GDP and rising unemployment. The pandemic has caused serious problems in industries such as tourism, restaurants, aviation and hotels. Small and medium-sized enterprises have been particularly affected. Financial markets have also experienced instability and significant losses. In order to quickly return to stability and accelerate the recovery, many countries have taken economic stimulus measures, such as increasing public investment, lowering taxes and providing financial support to companies and households. However, the long-term prospects remain uncertain. Sudden jumps in the disease and the emergence of new variants of the virus are possible, which may entail new restrictions and negatively affect the economy.

APPLICATION OF FINANCIAL INNOVATIONS IN REINSURANCE PROTECTION SYSTEMS: EXPERIENCE OF DEVELOPED COUNTRIES AND PROSPECTS FOR RUSSIA
Abstract. The article examines the prospects for the application of financial innovations in the reinsurance protection system in Russia, taking into account global experience. The growing need to modernize the Russian reinsurance market in the context of financial globalization and increased external constraints is noted. The characteristics of the current state of the national reinsurance system are analyzed, key problems and imbalances are identified. It is shown that traditional forms of reinsurance do not reduce systemic risks in the industry, and dependence on foreign capacity is vulnerable to sanctions pressure. The successful experience of developed countries in using innovative reinsurance tools is considered. A set of measures is proposed for the introduction of financial innovations in Russia through the infrastructural reform of the reinsurance system and the establishment of international cooperation. It is concluded that financial innovations have high potential for increasing the sustainability and competitiveness of the Russian insurance sector.

SERVICE QUALITY IN THE HOSPITALITY INDUSTRY
Abstract. Quality in the provision of hotel services has always been the main factor in customer satisfaction and loyalty. Despite the current political situation in the world, people continue to travel and visit hotels. Of course, the number of guests in hotels has recently decreased significantly, but this should in no way affect the quality of service. Hotel guest satisfaction is when the guest feels that the technical characteristics of the service are clearly tied to his expectations. Improving the quality of hotel services provided is critical to improving hotel service management in Russia’s competitive hotel business. The subject of the article is improving the quality of hotel services in order to increase the loyalty and satisfaction of guests. The concepts of quality of hotel services and methods for assessing the quality of guest service are considered. The features of quality management in a hotel are discussed in detail.

METHODOLOGICAL APPROACHES TO THE FORMATION OF COST OF SERVICES IN HOTELS
Abstract. The article discusses current issues of calculating the cost of services in the hospitality industry, and substantiates their place and role in modern management practice. A classification of expenses in the cost structure of hotel services is carried out. Methodological approaches to the formation of the cost of hotel services in domestic and foreign practice are generalized, and features releaved of their application in the activities of hotel organizations are substantiated. Methods for calculating the actual cost of hotel services are proposed, taking into account the specifics of the hotel’s room stock and range of services.

THE IMPACT OF THE MANAGEMENT STRUCTURE ON THE INNOVATIVE CAPABILITIES OF THE ORGANIZATION
Abstract. The current economic situation, characterized by rapidly changing market rules, requires business structures to respond immediately in order to maintain competitive advantages. The frequently changing requirements of customers, whose priorities are updated as quickly as technological breakthroughs and innovations dictate their consumer conditions to the business. In addition, newly created companies structure their activities in a unique way in accordance with changing customer requirements and challenge traditional corporate structures. The article considers the issues of functioning, development and improvement of organizational management structures of organizations in the implementation of innovations. The features of hierarchical and organic types of management are highlighted. The elements of the organizational structure of the enterprise inherent in any management model are presented. The results of a survey of 148 large Russian enterprises conducted by KPMG consulting company together with the Agency for Strategic Initiatives (ASI) are considered. The author’s conclusions based on the results of the study are made. Recommendations for the successful functioning of the organization in the implementation of innovations are proposed.

INEQUALITY OF QUALITY OF LIFE INDICATORS OF THE POPULATION IN REGIONS OF THE VOLGA FEDERAL DISTRICT
Abstract. The high degree of interregional inequality in indicators of socio-economic development, including the quality of life of the population, is an urgent problem of spatial development of the Russian Federation. The article is devoted to assessing the inequality of indicators of the quality of life of the population in the regions of the Volga Federal District. The study is based on indicators characterizing the labor market and the quality of employment, income of the population, housing conditions, including the improvement of the housing stock, as well as the provision of social infrastructure facilities. The analysis was carried out on the basis of official statistics and subjective estimates of the population. As a result of the study, it was revealed that subjective estimates of the population indicate higher income inequality than the indicators of official statistics (monetary income, poverty level, etc.).

ESTIMATION OF INCOME INEQUALITY IN THE REPUBLIC OF BASHKORTOSTAN
Abstract. Currently, the problem of excessive income inequality of the population as one of the forms of social inequality remains unresolved. At the same time, modern scientific research notes the negative social and economic consequences of inequality for the life of society, its development and sustainability. The article evaluates the degree of inequality of monetary incomes of the population in the Republic of Bashkortostan, including against the background of interregional income inequality in the context of the level of socio-economic development of the regions of Russia. To identify the relationship between the level of inequality and the socio-economic development of the regions, statistical tools were used — analytical grouping. The results of the study showed that in the Republic of Bashkortostan taking into account the level of its socio-economic development the degree of income inequality of the population is quite high, which requires the development of urgent regional policy measures aimed at equalizing the incomes of the population.

QUALITY OF LIFE AND ITS SUBJECTIVE ASSESSMENT: FOREIGN LITERATURE REVIEW
Abstract. The article presents a brief overview of scientific publications investigating the issue of subjective perception of the quality of life. etc. It is noted that the quality of life as an object of research has been considered since the second half of the XX century in the framework of interdisciplinary research reflecting a variety of approaches to understanding the essence and content of the quality of life and representing the quality of life as a concept, the perception of which varies depending on from the basic basis of the study. Thus, within the framework of medicine, the quality of life is considered in the context of human health, within the framework of sociology — in the context of social well-being and social interaction, etc. Subjective quality of life is an indicator of a person’s self-esteem of the degree of satisfaction with physical, social, economic and other factors of life. The conducted review indicates that the study of the quality of life and the individualization of assessments of its elements is differentiated depending on the socio-demographic characteristics of the individual. It is concluded that the quality of life is a complex and multifaceted concept that is used to study various aspects of people’s lives, including physical and psychological well–being, financial independence, social relationships, personal beliefs and life situation.

DEMOGRAPHY AND WORLD FOOD SECURITY
Abstract. The subject of the research is demography and food security. The purpose of the study is to identify the impact of demographic processes on ensuring food security in the world. The objectives of the study are to consider demographic and food problems, analyze the current state and identify prospects for the development of agriculture as the basis of food security, as well as develop measures to prevent the global food crisis, one of the reasons for which is the growth of the planet’s population. Novelty of the study: digital data characterizing the state of demographic processes against the background of population growth and aging in many countries, demand for food and its shortage are highlighted. Conclusions: mass hunger as a consequence of a structural food crisis is not only a problem for individual countries, but also a challenge for the entire world community. The development and implementation of government measures to combat hunger is one of the priorities of the modern international community in ensuring global food security. The food problem is caused by various factors (population growth, climate change, underinvestment in agriculture, uneven food distribution, poverty and inequality, political environment). The demographic factor, caused by the growing number of poor and hungry people, determines the deterioration of food security in any country.

OPPORTUNITIES AND BARRIERS TO THE DEVELOPMENT OF PLATFORM EMPLOYMENT OF OLDER AGE GROUPS OF THE POPULATION (45 YEARS AND OLDER) IN THE LABOR MARKET
Abstract. The rapid growth of the digitalization of the economy over the past decades has shown possible prospects for solving the problems that have developed among workers of older age groups (45 years and older) in the labor market, thanks to their inclusion in platform employment. The purpose of this article is to analyze opportunities and barriers to the development of platform employment among older age groups of the population (45 years and older) as factors in increasing their socialization. Within the framework of the study, an analysis of interpretations of the concept of “platform employment” was carried out and its own definition of the term was proposed. The industry stratification of platform employment of older age groups and their correlation with the number of candidates’ resumes is investigated. The analysis of the interpretation of the concept of “transaction costs” is carried out and its own definition of transaction costs in platform employment as a new form of labor relations is proposed. Recommendations for optimizing transaction costs in the platform employment of workers of older age groups are presented.

STRUCTURE AND ELEMENTS OF THE SYSTEM OF FORMATION OF PROFESSIONAL COMPETENCES, TRAINING, RETRAINING AND PROFESSIONAL DEVELOPMENT OF STAFF
Abstract. The relevance of the article is due to the fact that the dynamic changes of recent years have had a negative impact on the labour market, resulting in specialists whose professional profile does not meet the expectations of employers. As a result of the study, it was found that the greatest difficulty in training personnel is the adaptation of the educational process to the needs of employers, which actualizes the problem of studying the structure and elements of the system for the formation of professional competencies, training, retraining and advanced training of personnel. The analysis of scientific literature, systematization and generalization of theoretical concepts for the development of personnel competencies were used as research methods. The structure of the system for the formation of professional competencies, training, retraining and advanced training of personnel is proposed, which allows it to be flexible and adaptive, capable of changing the internal and external environment of the labour market. Particular attention was paid to the compatibility of additional education with the needs of employers as the most important factor allowing people to find a job.

DEVELOPMENT OF A METHODOLOGY FOR RESEARCHING THE EFFECTIVENESS OF AGRICULTURAL UNIVERSITIES MANAGEMENT IN THE RUSSIAN FEDERATION
Abstract. During a period of growing geopolitical tension and increasing countrywide risks, issues of the country’s food security become especially relevant. Developing the ability to provide the country with agricultural products is a strategic issue that depends on a large number of factors, including the level of development of specialized higher education in the agricultural sector in the region. The purpose of writing the presented work is to develop a unified methodology for studying the effectiveness of management of agricultural universities in the Russian Federation, for which the current rating approaches to assessing the effectiveness of management of scientific and educational organizations were reviewed and systematized. The work explores the methodology and results of current domestic ratings for assessing the effectiveness of agricultural higher educational institutions, and proposed the author’s ranking approach based on the assessment of the development index of regional higher schools for agricultural educational institutions.

Abstract. Аt present, enterprises require not only in highly qualified specialists who, during their training, master certain skills for a particular profession, but also in specialists who have the ability to quickly respond to changing circumstances, are not afraid of the challenges of the time and are able to work in a team. The responsibility for the training of such specialists lies with the educational organization of higher education, which must build the learning process in such a way that everyone of the students was aimed not only at personal performance, but also to achieve high results in teamwork.

THE PHENOMENON OF INCLUSIVE EDUCATION: WORLD EXPERIENCE OF NORMATIVE SUPPORT
Abstract. The article analyses the phenomenon of “inclusive education” from the point of view of formation of its normative-legal support in the most fundamental declarations, conventions, rules, recommendations and other documents adopted at the international level by different states of the world associatively, on the basis of collective agreement of basic provisions. It is noted that the movement for the creation of inclusive pedagogy, which began, in fact, almost immediately after the end of the Second World War, laid the legal foundations of this process, but received its current name and description of its structural content only by the beginning of the last decade of the XX century. The entry of the Russian Federation into the international movement of inclusive education due to a number of socio-political and historical reasons happened with some delay, but at the present stage it developing very dynamically and consistently. The role and significance of the International Conference on Special Needs in Education (Salamanca, Spain, 1994) in the formation of the modern concept of inclusive pedagogy is specially analysed both at the world level and in separate national states.

Abstract. The subject of the research is the process of accumulating scientific potential. The purpose of the study is to consider the problems and features of the process of accumulating the scientific potential of society. The objective of the research is to optimize the distribution of accumulated scientific and innovative potential for a virtual scientific organization (research institute or university research institute). The novelty of the research is the disclosure of the mechanisms of accumulation and use of scientific potential, the role of individual potentials in achieving the goal. Conclusions: effective management of the regional development process can be carried out on the basis of an information and management system containing an intelligent subsystem for supporting decision-making on the accumulation, distribution and use of potential. The proposed approach allows us to identify the hidden capabilities of a scientific organization and direct it to use these capabilities.

PROBLEMS OF DETERMINING THE LEGAL STATUS OF AN EMBRYO IN MODERN LAW
Abstract. The article analyzes the problems of determining the legal status of an embryo in Russian and international law. The main approaches to understanding the legal nature of the embryo are considered as a subject of law, an object of law or a part of the mother’s body. Particular attention is paid to issues of reproductive rights and the permissibility of artificial abortion. The practice of the US Supreme Court and the legislation of different countries regarding abortion are analyzed. The author’s vision of the optimal legal regime is formulated from the point of view of maintaining a balance between the rights of a woman and the interests of the embryo.

MODERN TRENDS, PROBLEMS OF EDUCATION AND OFFENSES PREVENTION AMONG MINORS AND YOUTH
Abstract. The article analyzes a number of aspects of the process of growing up of minors, during which they simultaneously go through stages of physical, intellectual, personal and social formation, and also encounter factors that negatively affect the organization of their upbringing. The authors evaluate individual forms and directions in youth policy, “social voids”, “vacuums in the educational process” that exist at the present time, which are quickly filled with market consumer goods, pseudo-culture and the values of foreign “freedom” with the help of Internet capabilities and telecommunications. for the imbalanced personality of young people. The inaccessibility in the conditions of market relations for a certain part of children and youth of participation in organized and mass forms of sports, the limited involvement of them in sports, recreational and creative development activities, give rise to certain contradictions in the children’s and youth environment. In conditions of weakened parental and official control, children and youth are subject to the elements of self-organization in various negative formats and areas of involvement in asocial processes.

ISLAMIC STUDIES IN MODERN BASHKORTOSTAN: MAIN STAGES AND DIRECTIONS OF RESEARCH
Abstract. The article analyzes the main stages and directions of Islamic studies in modern Bashkortostan as one of the most multi-confessional and Muslim-oriented regions of the Russian Federation. The empirical material collected in preparation for the publication of the corresponding prosopographical dictionary allows the author to identify the main stages of the formation of a relatively new direction of Russian social studies — Islamic studies within the Republic of Bashkortostan. The leading directions of Islamic studies that have developed in the region at the present stage are also highlighted, and the work of some of the most prominent personalities specializing in this field is characterized, religious figures and secular scientists.

BASHKIRS IN THE DEFENSE OF SEVASTOPOL IN 1941–1942
Abstract. The participation of Bashkiria residents in the Great Patriotic War is the subject of the most serious study. The purpose of this publication is to show the role of the natives of Bashkiria in the heroic defense of Sevastopol. The sources of the study were the database of all defenders of the city compiled by the staff of the museum historical and memorial complex «35 coastal battery». The study was conducted both in relation to specific people and the military units in which they served. The research methodology includes, first of all, a statistical approach. Traditionally, it was believed that the natives and residents of Bashkiria participated in the Great Patriotic War in units formed on the territory of the Bashkir ASSR. This study shows their representation in numerous units of the Primorsky Army and the Black Sea Fleet. The number of those killed during the defense of the city, as well as the number of those captured in the first decade of July 1942 after the fall of the defense, has been revealed. The number of former Soviet prisoners of war who, after their release, took part in hostilities as part of the Red Army has been revealed. It tells about the dramatic fate of the only general from among the natives of Bashkiria during the Great Patriotic War, Ivan Andreevich Laskin.
