BLOCKCHAIN TECHNOLOGY AS A MEANS OF PROTECTING PERSONAL DATA
Abstract. In the modern world, each of us is inseparable from his personal data, which is essentially a reflection of a person in information processes. Obtaining government, medical or banking services, online shopping and much more is impossible to imagine without the use of personal data. Given this, the issue of protecting such data is extremely acute. The purpose of scientific article is to describe blockchain technology and consider the prospects of its application for the protection of personal data. Special attention is paid to the consequences of personal data breach. In addition, the article describes the existing developments on the practical application of blockchain technology in the personal data safeguard.

HOTEL BUSINESS: FORMS AND METHODS OF MANAGING LEISURE ACTIVITIES AT THE PRESENT STAGE
Abstract. Cultural and leisure activities play a key role in the organization of leisure and recreation within the hotel business. However this area has not yet been sufficiently studied. Therefore, research in this area has great promise and relevance for further progress in the field of hospitality. The modern entertainment industry has become an integral part of hotel activities. The current trend of hotels — meeting the increasing needs of customers — involves offering a wide range of leisure forms. Cultural and leisure activities contribute to the development of aesthetic and emotional perception of the individual. Organizing leisure activities is also a source of additional income, and the greater the variety of activities offered, the higher the hotel’s reputation and the greater the company’s profits. The purpose of this study is to assess the potential and significance of the development and implementation of cultural and leisure events, as well as to create, on the basis of this, a recreation program for guests.

This article considers the digital transformation of Russia’s economy as a priority direction of the country’s development, based on the active development of modern information technologies in the field of production management. In addition, the advantages of using information technologies in production management, basic production management systems, promising digital information technologies and their use to ensure the successful functioning of enterprises in a modern economic environment are described on the example of LLC “Zavod Moskabel”.

APPLICATION OF THE CONCEPT OF A COMMON INSURANCE SPACE IN THE EAEU: ANALYSIS OF THE REGULATORY FRAMEWORK AND ECONOMIC EFFECTS
Abstract. The article provides a comprehensive analysis of the concept of creating a common insurance market of the EAEU n and the prospects for its implementation. The reasons for slowing down this integration process are explored, including significant differences in the approaches of the member states to regulating national insurance markets. Special attention is paid to discrepancies in the legislatively established requirements for the minimum authorized capital of insurers, which vary more than 5 times depending on jurisdiction. Authors identify the key negative effects of such fragmentation of regulation on deepening Eurasian economic integration. Basing on comparative legal and statistical analysis, as well as methods of economic and mathematical modeling, options for harmonizing the regulations under consideration are proposed in order to bring together the EAEU countries’ approaches and shape a common competitive insurance market.

SCALING UP THE PRACTICE OF AN EFFECTIVE ALL-SEASON TOURISM PRODUCT
Abstract. Nowadays the hotel development is growing dynamically, the actual indicators of the industry are increasing like for like, the planned indicators are being formed on the horizon 2030 and then. Dozens of large resort projects and hundreds of projects of suburban park hotels in various concepts and classes are being implemented. The most dynamic segment is recreational hotels offering tourists accommodation and vacation programs. Competition for the Russian tourist flow has formed, and this trend will intensify. The article shows methods of achieving the target efficiency of recreational hotels at the conceptual level — a key task for the planned development of a tourist product and meeting the needs of tourists.

THE IMPACT OF REGIONAL ASPECTS ON THE COUNTRY’S FOOD SECURITY SYSTEM
Abstract. The research is aimed at studying methodological approaches to classifying the subjects of the Russian Federation according to the level of food security based on food balance indicators. The main hypothesis is the relationship between the level of food security in the region and regional variation, which is due to natural, climatic and territorial features. As a result of the study the considered approaches to the classification of the subjects of the Russian Federation were divided into four main groups. The first approach takes into account the geographical features of the regions, the second one considers the coefficient of basic food supply, the third approach takes into account the established norms of the consumer basket and the norms of the Ministry of Health of the Russian Federation, the fourth approach includes a number of qualitative indicators. Based on the above the author’s approach to classifying regions according to the level of food balance was proposed, which included four clusters and ten types of regions. The classification is based on such parameters as the food balance, the level of production, the share of exports and imports.

THE ROLE OF LEADING ENTERPRISES IN THE SOCIO-ECONOMIC DEVELOPMENT OF INDUSTRIAL CITIES AND INCREASING THEIR COMPETITIVENESS
Abstract. Based on the work of domestic researchers and analysis of ESG reports of a number of Russian companies, the article reveals and systematizes the main directions and forms of influence of leading enterprises on the socio-economic development of industrial cities and their competitiveness. It highlights direct forms of their participation, which are carried out in the form of indirect injections (taxes of enterprises and their employees going to the city budget; social assistance to employees, development of their professional competencies), as well as in the form of material investments of companies directly in urban development (in the protection environment, construction and improvement of educational, cultural, sports, recreational facilities, organization of city events). Leading enterprises can participate in the management of urban processes, ranging from economic, infrastructural, social, image and ending with their environmental aspects. Analysis of corporations’ reports and systematization of the types and forms of their activities allowed us to conclude that leading enterprises play a significant role in increasing the competitiveness of cities as a whole.

MECHANISM FOR EVALUATING TAX POLICY RESULTS
Adstract. The work is devoted to the presentation of the author’s version of the mechanism for assessing the results of tax policy. This problem is the object of study of many scientific schools. Her decisions are eagerly awaited by practice. The presentation of the author’s version is preceded by a deep analysis of the views of various scientific schools on the formulation of a mechanism for assessing the results of tax policy, as well as on the establishment of criteria for its effectiveness. The authors substantiate that the ideological basis for constructing a mechanism for assessing the results of tax policy is the use of philosophical categories — space and time. From these positions, the characteristics of each of the stages of the mechanism under study are outlined.

THE ROLE OF INVESTMENTS IN INCREASING THE ECONOMIC EFFICIENCY OF AGRICULTURAL PRODUCTION
Abstract. The research is aimed at studying the role of investments in increasing the economic efficiency of agricultural production. As a result of the analysis, a close relationship was revealed between the index of the physical volume of investments and the increase in gross output. More than 70 % of state support for agriculture is concentrated in the Central Federal District and the Volga Federal District. This fact determines the uneven development of rural areas. The authors note that the livestock industry, due to the high saturation of the domestic market, becomes less attractive to investors, as the risks of non-demand for products increase. A negative situation is also developing in grain production as a result of the lack of opportunities for the development of the production base, high export duties, reduced technological efficiency of cultivation, and high natural and climatic risks. A decrease in investments is also observed in the greenhouse industry, due to the highly competitive market and the lack of state support measures to reimburse capital costs for the construction of greenhouses. There is no stagnation in the industrial segment of dairy production. There is a tendency to suspend investment projects for the construction or modernization of livestock complexes, greenhouse complexes, grain terminals, as well as grain processing plants. The main attractive segments for investment at the moment are the production of fertilizers, grain cultivation, production of oils and fats, and production of dairy products.

THE INFLUENCE OF CULTURAL CHARACTERISTICS ON THE DEVELOPMENT OF SOCIAL AND LABOR RELATIONS AND CORPORATE TRAINING PRACTICES IN THE COUNTRIES OF THE MIDDLE EAST REGION
Abstract. The presented work examines the peculiarities of social and labor relations, approaches to the organization of personnel training and development in the Middle East and their conditionality with cultural and religious aspects of objective social reality. Despite the fact that the countries of the Middle East region have the largest and most diversified economies, there is practically no data or research results in the literature regarding strategies and practices of corporate training and personnel development in companies in these countries. The article notes that business owners are usually strongly influenced by national culture, which itself is strongly influenced by religion. Arab culture plays an important role in the formation of the organizational structure and decision-making in the organizations of the States of the region. Most senior executives in large private sector organizations tend to be citizens of the country, but they often act as managers, and day-to-day operations are run by expatriates. Citizens of Middle Eastern states do not adhere to the work ethic recognized in the West. It is concluded that, despite the high degree of awareness of the importance of corporate training and workforce development programs, the sphere of social and labor relations, personnel policy and principles of personnel management in companies in the region have their own characteristics due to the influence of religion and culture.

REGIONAL ASPECT OF AGRICULTURAL UNIVERSITIES MANAGEMENT IN THE RUSSIAN FEDERATION
Abstract. The development of specialized education in the region will allow agricultural enterprises to move to an innovative development model and ensure the competitive advantages of the region in the long term. The work identified and analyzed higher educational institutions for agricultural purposes from the point of view of infrastructure development, level of education, staffing, introduction of digital technologies, from the point of view of their scientific potential, ability to solve social problems of the region and their reputation in general. The purpose of writing is to analyze the effectiveness of management of agricultural higher educational institutions in the regions of the Russian Federation, to identify possible measures to strengthen the agricultural profile of the region. The main results of the study consist in the theoretical and practical application of the regional higher education development index for the study of agricultural universities in different regions of the Russian Federation.

PROBLEMS OF LEGAL REGULATION AND WAYS TO IMPROVE THE CONTRACT SYSTEM OF STATE AND MUNICIPAL PROCUREMENTS
Abstract. In this article, the author presents a comprehensive analysis of the legislation and practice of public procurement in Russia, taking into account the changes made to Federal Law No. 44-FL. The author identifies the main problems associated with the instability of legislation, the lack of strategy and planning for the long term, as well as the high costs of specialists in this field. The article proposes a number of solutions, including dividing procurement into mass and complex procedures, introducing competitive dialogue, expanding the use of non-cost criteria when evaluating proposals, and the possibility of uniting customers for joint procurement. In addition, the author discusses the problems associated with the registry of unscrupulous suppliers and suggests improved approaches to limiting access to procurement.
