POLITICAL LEADERSHIP IN A GLOBAL CRISIS: FROM SOCIETIES’ REQUEST TO PARADOXES OF METHODOLOGY AND LEVELS OF IMPLEMENTATION
Abstract. A new growth of interest in political leadership, dictated by the fusion of social and scientific reactions to the onset of a global crisis, requires both individuals adequate to overcome it, and bold, honest theoretical work to rethink the tools describing the subject field of leadership. Its paradoxes outlined in the article, both using examples of them in methodology and those that reflect the state of the phenomenon at the current stage, indicate a revision of the role of a number of categories that came to us from Western (American) political science. The paradoxes of leadership in combination with the principles of its modern integrative understanding, leading to the acceleration of the process of unification of Russian society and the state, confirm the priority of the sociological interpretation of the nature of political leadership. It makes it possible to achieve greater verifiability of conclusions about its legitimacy and effectiveness, the logic of actions/relationships of transformational leaders.

IMPACT OF THE GREAT SILK ROAD PROJECT ON TURKEY’S FOREIGN POLICY
Abstract. In the modern world, control of transit and communication routes means significant geopolitical influence, in this regard, these routes include various transport and communication networks such as sea lanes, air corridors, land trade routes and internet cables. Control of these routes is of great importance both economically and strategically, therefore, each state prioritizes the control of these routes in its foreign policy. In this regard, Turkey is not an exception. The Ottoman state, the predecessor of the modern Republic of Turkey, considered it important to control the transit channels throughout history. Analyzing the geopolitical effects of the Ottoman conquest of Istanbul also allows us to understand the importance of controlling communication routes in the modern era. Currently, the new Great Silk Road project occupies an important place in Turkish foreign policy, as it will allow the country to strengthen its place in the system of international relations. In the article, research is conducted on the issues mentioned above and the results are discussed.

TRADE UNIONS: FROM VIOLENT SOCIAL PROTEST TO PEACEFUL ACTIONS
Abstract. The article discusses the evolution of the activity of trade unions, which is manifested in their desire to give the protest movement not a spontaneous and often destructive character, but to see a peaceful and creative meaning in the expression of the demands of workers, to form not only among their members, but also in society a kind of culture of social protest . This explains the understanding by the authorities of the need to legalize the activities of trade unions. It is also shown that trade unions are assisted in the formation of such a culture of social protest by authoritative international organizations, in particular, the ILO and the UN, and the very activity of trade unions is based on the rights of workers enshrined in the International Bill of Human Rights.

REGIONAL ASPECTS OF POLITICAL CORRUPTION: METHODS AND TECHNOLOGIES
Abstract. The purpose of the article is to analyze modern methods and techniques for implementing political corruption. To achieve this goal, the authors rely on a neo-institutional methodological approach. The negative consequences of corruption are observed in various spheres of public life. Corruption is especially destructive for political and socio-economic systems. When analyzing the political manifestations of corruption, it is necessary to take into account the economic and geopolitical situation. Thus, in conditions of partial international isolation of Russia, external threats to economic security are significantly increasing, the volume of shadow entrepreneurship is increasing, which can negatively affect the economic security of the region, the country and national security in general. This article examines the possibility of the presence of objective needs of subjects of management decisions in the processes of institutionalization of corruption relationships. Problems of integration of political corruption into the managerial and political-legal subsystems are addressed, which, according to the authors, leads to multiple functional distortions in the system of state institutions in the interests of latent structures. The authors note that real achievements in the fight against corruption become possible only through the interaction of civil society with the bodies and institutions of state power, the actualization of the values of civil activism in the socio-political participation of citizens.

PUBLIC RELATIONS AS A MECHANISM OF MANAGEMENT COMMUNICATION
Abstract. The article is devoted to the analysis of the theoretical and methodological basis of the phenomenon of public relations. The article examines its emergence as a concept and analyzes related theories. The author examines the transition of the phenomenon of public relations from the economic sector to the administrative sector and examines the process of its acquisition of the status of a mechanism of public administration. In conditions where the mechanisms of administrative coercion are alien to the democratic style of management, public relations have acquired particular importance in terms of managing the masses. Its application has led to transparency of the governance system, increased accountability and increased opportunities for citizen participation in public administration. In this sense, there is a special need for an in-depth study of the problem.

ASSESSING THE IMPACT OF THE CONDITION AND USE OF AGRICULTURAL LAND ON ENSURING FOOD SECURITY IN THE COUNTRY’S REGIONS
Abstract. The article examines the influence of the condition and use of agricultural land on ensuring food security in the regions. The objectives of the study are to study the condition, problems and efficiency of use of agricultural land. A typology of regions is proposed according to the level of food balance, production, share of exports and imports, as well as their classification depending on climatic and natural conditions. The study showed that donor regions are characterized by a positive food balance, participation in interregional exchange using their own surpluses, and a minimum level of imports. Recipient regions have a negative food balance and can carry out interregional exchange through imports.

THE INFLUENCE OF INTERMUNICIPAL COOPERATION ON THE RESULTS OF THE ACTIVITIES OF SMALL FORMS OF FARMING IN RURAL AREAS
Abstract. The continuation of sanctions pressure on the Russian economy and, in particular, on the agricultural sector, contributes to the intensification of additional research to overcome negative consequences of this pressure. In these conditions, the role of increasing self-sufficiency in the main ranges of agricultural products in the country increases, including the supply of agricultural producers with the necessary material and technical resources to comply with technological production processes. A significant place in this is given to small forms of farming using the advantages of agricultural cooperation.
The article examines the progressive development of agricultural consumer cooperatives in the Republic of Bashkortostan, identifies problems of functioning and ways to solve them in the conditions of existing situations. It is concluded that it is advisable to strengthen and expand intermunicipal and interregional cooperative ties, which will allow agricultural producers to influence the increase in production and promotion of products; reduce the pressure of various intermediary structures, as well as achieve higher economic and social results of their activities.

SOCIAL MARKETING OF AN ARTIFICIAL ECOSYSTEM: A THEORETICAL ASPECT
Abstract. The article analyzes the main structural components of the “social marketing” definition, and formulates the author’s vision of this definition. It is determined that social marketing uses marketing and communication strategies and methods to solve social problems. It has been revealed that an artificial ecosystem is an environment where artificial intelligence, data analytics and process automation combine to ensure effective interaction between companies, consumers and the state. Social marketing in this context is aimed at creating a positive impact on society, forming sustainable relationships and supporting values that contribute to the prosperity of society. The functions of social marketing with their own characteristics that help marketers effectively carry out their work and achieve social changes and improvements are highlighted and described. It is highlighted that social marketing is the main component in the process of social services’ effective provision, on the basis of which the social services architecture was created.

IMPROVING THE MARKETING STRATEGY OF AN ENTERPRISE AS AN ELEMENT OF ANTI-CRISIS MANAGEMENT OF SMALL BUSINESSES
Аbstract. The study is aimed at analyzing the conceptual framework of the crisis and the crisis conditions for the functioning of small businesses and justifying the need to improve the marketing strategy of the enterprise, taking into account risk factors and risk management tools. The main hypothesis is the influence of external and internal crisis factors on the financial condition of the enterprise. To reduce the impact of crisis factors on the activities of small enterprises, it is proposed to modernize the 7 P marketing model by introducing the 8th management factor — management risk.

ECONOMIC SECURITY OF THE COUNTRY’S BANKING SYSTEM IN THE CONDITIONS OF DIGITAL TRANSFORMATION
Abstract. The subject of the study is banking security. The purpose of the study is to identify the impact of economic crimes in the banking sector on ensuring economic security in the country in the context of growing digital risks. The objectives of the study are to consider the causes, dynamics, measures to prevent and combat crimes in the banking sector. The novelty of the study lies in the identification of factors and threats to banking security during the transition to a digital economy, digital data on economic crimes committed in the credit and banking system, the structure of economic security in the banking system and measures to ensure it are highlighted.
The economic security system of a credit organization is based on the analysis of potential external and internal threats, their timely identification and forecasting, and the creation of a set of measures to prevent them. Crimes in the banking sector are a problem that has negative consequences for credit institutions, clients, and society as a whole. They are the causes of financial losses, decreasing of trust, and deterioration of the reputation of banks. Digital technologies (online banking, electronic payment systems, etc.), despite the existing advantages, create new problems and risks for the security and stability of the banking system. For the safety of banks and, accordingly, national security, it is necessary that law enforcement agencies, banks, economists and legislators respond quickly and effectively to unfavorable foreign policy and economic situations.

THE THEORETICAL ASPECT OF BRAND MARKETING IN THE DIGITAL ECONOMY
Abstract. The article analyzes the terms “brand” and “brand marketing” etymology theoretical concepts, and formulates the author’s vision of these definitions. It is determined that the modality of a brand can be changeable and depend on various factors: the competitive environment, marketing strategies and socio-economic conditions, including changes in consumer preferences. A system of factors and their characteristics that form the brand modality is proposed, which features help the brand achieve successful positioning in the market and create long-term relationships with consumers. Digital technologies have a significant impact on brand marketing, providing companies with new opportunities to interact with consumers and manage their brand. The paper highlights the goals of brand marketing in the digital economy, which contribute to increasing brand awareness, attracting and retaining customers, increasing sales, strengthening market positions, and improving customer interaction. A communication scheme of brand marketing performance indicators in the digital economy has been developed.

PROBLEMS AND PROSPECTS OF DIGITIZATION BUSINESS PROCESSES OF THE COMPANY
Abstract. An analysis of the theoretical principles of implementing electronic document management systems was carried out. Electronic document management means the creation of an infrastructure foundation, which is an integral part of any organization. The authors insist that this process represents not only an innovative approach, but also a radical management innovation that has no precedent in the classical management of information flows within enterprises. The implementation of such a system greatly simplifies the work of the team. The electronic document management system, being a key element of automation, undoubtedly helps to speed up the process of completing tasks and improve the company’s competitive position. An effectively organized electronic document management system guarantees the continuity of business processes and saves time, freeing it up for priority tasks.

ASSESSMENT OF THE SUCCESS OF THE FORMATION OF PROFESSIONAL COMPETENCIES OF THE HEAD IN THE PROCESS OF STUDYING UNDERGRADUATE PROGRAMS
Abstract. The article is devoted to the issue of forming the professionalism of a manager in the process of studying at higher education programs. The purpose of the study was to assess the success of the formation of managerial professional competencies of the head in the process of obtaining higher education through the analysis of students’ perception of the importance of qualities needed by an employee of the management system for effective work. The research method used was the assessment methodology of the Federal State Statistics Service, used in a sample observation of the employment of graduates who received secondary vocational and higher education, with the addition of the author. The article presents the results of the assessment and suggests ways to increase students’ motivation to study and interest in working in their chosen specialty, including the development of professional competencies that are really required in practice.

SYSTEM APPROACH TO ASSESSING THE QUALITY OF EDUCATIONAL SERVICES
Abstract. The subject of the study is the process of assessing the quality of education. The purpose of the work is to study the problems and features of the process of evaluating educational services. The objective of the research is to develop a system for assessing the quality of educational services provided. The novelty of the research is that the assessment of educational potential is formed as an integral quality assessment, which includes a variety of educational services, the experience and knowledge of the teaching staff, the quality of the material and technical base, the available classroom fund and the quality of educational and methodological support. Conclusions: to objectively assess the quality of education, it is necessary to take into account the opportunities provided for the learning process, the availability of qualified personnel capable of training specialists, and also make predictive assessments for the further development of the level of education.

DEMOGRAPHIC AND SOCIO-ECONOMIC ASPECTS OF THE DEVELOPMENT OF THE AGRO-INDUSTRIAL COMPLEX LABOR MARKET: CHALLENGES AND MEDIUM-TERM DEVELOPMENT TRENDS
Abstract. The presented work examines the features of the current stage of labor market development in the agro-industrial complex of the Russian Federation. Agriculture has become a booming industry in recent years. Fully ensuring domestic food security, the Russian Federation is becoming one of the largest suppliers of food to the world market, since in recent years agricultural exports have traditionally ranked second after oil and gas revenues in export volume. However, the industry is facing serious challenges for further growth, the main of which are negative trends in the industrial labor market. The shortage of labor, aggravated by the “SMO effect”, becomes a natural constraint on the further development of the industry.

CURRENT TRENDS AND PROSPECTS FOR THE DEVELOPMENT OF THE RUSSIAN LABOR MARKET
Abstract. The labor market is a system of social relations that ensures normal reproduction and efficient use of labor. Modern trends, reflecting the demographic situation, technological development, as well as political factors transforming objective social reality, inevitably influence the development of labor markets, which determines the need for research in this area and its relevance. The paper provides an overview of the current situation on the global labor market and directly in the Russian Federation, highlights the main indicators, identifies the leading trends.

GAMIFICATION AND PLATFORM WORK
Abstract. Previous studies on the application of gamification in work processes have examined companies with employees. However, both the audience and the specifics of platform work activities are also precisely suitable for gamification. This article describes the principles on which the positive impact of game mechanics on employee efficiency, engagement and motivation is based and the mechanics that are appliable to labor market platforms are described.

NEW PROFESSIONS AS A REFLECTION OF THE DYNAMICS OF THE LABOR MARKET
Abstract. The development of all spheres of public life does not stand still, including the labor market is undergoing changes. In the near future, the development of technology will lead to the fact that some professions will disappear from our lives. Robots and artificial intelligence will replace specialists in some professions. Already today, experts and analysts are making predictions about the emergence of new professions in the coming years. In the XX century, it was believed that the profession turns out to be one and for life, today many do not work according to the profession they received at the university. Research shows that a modern person changes professions on average 5–7 times in his life and gradually this indicator will only increase. The article examines the list of the most promising industries of the future.

EXPANDING THE ACTIVITIES OF THE STATE EMPLOYMENT SERVICE TO SERVE CERTAIN CATEGORIES OF CITIZENS: FOREIGN EXPERIENCE
Abstract. In the Russian Federation, since 2019, at the initiative of the Government of the Russian Federation, large-scale measures are being implemented within the framework of the National Demography Project to modernize the state employment service. The paper substantiates the need to study the foreign experience of the functioning of similar bodies and its adaptation to Russian conditions. The paper presents the approaches used in the practice of public employment services in some countries of the European Union. The examples of Belgium, Romania, France and Greece show the possibilities of expanding the categories of citizens served and ensuring the inclusiveness of the labor market.

PROBLEMATIC ISSUES IN THE UNIFICATION OF MODERN RUSSIAN LAW
Abstract. This scientific work is devoted to the most common problems of unification of modern Russian law. Unification of law is the process of bringing various normative acts into a single system that ensures their interconnection and consistency. Such unification makes it possible to create a more perfect and effective system of law, ensuring equality before the law and protection of the rights and freedoms of citizens. However, despite significant progress in this direction, a number of problems still exist and require further improvement.

UNIFORMS OF THE UFA NOBILITY OF THE LATE XVIII CENTURY: HISTORICAL AND LEGAL RESEARCH
Abstract. The author conducts a historical and legal study of the problem of the formation and development of the institute of the noble uniform at the end of the eighteenth century on the example of the Ufa province. The noble uniform is considered as one of the most important state and legal institutions of Russian society. It is noted that under the conditions of an absolute monarchy, the uniform became the most striking and noticeable element of the legal and social status of a person in the state. A brief overview of the sources and literature on the research topic is given. The main stages of the formation of the noble provincial uniform are identified and characterized: 1) 1782–1797: the emergence of the institute; 2) 1797–1809: attempts to streamline and simplify the system of provincial uniforms. A pattern is revealed — all the complex processes of formation and transformation of the national statehood are reflected in the provincial uniform. In conclusion, the publication notes that such aspects of the state and legal life of Russian society as consistency, militarization, authoritarianism, a tendency to external effects, and weak official discipline are clearly manifested through the uniform.

SUPERIORITY OF RUSSIAN PERSONNEL MANAGEMENT PRACTICES USING THE EXAMPLE OF MINING IN THE REPUBLIC OF BASHKORTOSTAN
Abstract. The article discusses the management activities of the first Bashkir entrepreneurs in the mining industry in the Southern Urals are considered. Social policy and work with personnel at mining factories of the 18th century are analyzed. The primacy of Russian management practices in comparison with the school of scientific management of F. Winslow Taylor is argued. The research method is a comparative analysis of approaches to management, including leadership styles, practices of motivation and stimulation of personnel. The purpose of the study is based on a comparative analysis of the main provisions of the teachings of F. Winslow Taylor, Henri Fayol (20th century) and the management practice of I. B. Tverdyshev (18th century) to show that the management activities of the miners of the Southern and Middle Urals for many decades and even centuries anticipated the scientific achievements of the classics of management theory. The practical significance of the study is the study of Russian experience in personnel management using the example of mining, a historically developing industry in Bashkortostan; research into the activities of I. B. Tverdyshev as the founder of the Bashkortostan mining plant management system, based on the structural principles of division of labor, standards of control, hierarchy, consistency and delegation of authority, socially responsible management.
