EVOLUTION OF THE MEDIA IMAGE OF THE SOVIET PERIOD OF HISTORY IN STATE MEDIA AS A TOOL FOR FORMING NATIONAL IDENTITY
Abstract. The article is devoted to the evolution of the image of the Soviet period of Russian history in Russian media culture. Initially, on the wave of denial of the usefulness of the Soviet experience, this image was formed around the negative facts of the Soviet era: strict ideological control, repressions, total deficit. After only one decade, this gloomy experience begins to be diluted by generational nostalgia, although in the media sphere a negative assessment of the Soviet past begins to dominate. By the end of the first decade of the new century, it becomes clear that the country’s claims to a worthy place in the international arena are largely based on the baggage of Soviet achievements. An important place in this legacy is played by the contribution of the USSR to the victory over nazism. After one of the key tasks of modern Russia becomes the confrontation with neo-Nazism, there is an appeal to the Soviet experience and the perception of this period of Russian history becomes increasingly positive.

THE STATUS AND METHODS OF ENSURING THE SUSTAINABILITY OF SOCIAL DYNAMICS IN A MULTI-ETHNIC RUSSIAN REGION IN ITS ETHNO-CONFESSIONAL SIGNIFICANCE (USING THE REPUBLIC OF BASHKORTOSTAN AS A CASE STUDY)
Abstract. Based on the author’s previously developed definition of the meaning and structural content of the phenomenon of “sustainability of social development in a multi-ethnic Russian region,” this article provides a diachronic analysis of the dynamics of this process over the past forty years, using the Republic of Bashkortostan as an example. Through a study of statistical data and the results of sociological surveys, the main trends in the status of this phenomenon during this period are identified. Methods are proposed to ensure the sustainability of social dynamics in Bashkortostan’s population in its ethnic and religious context.

AUTHORITY OF AN OFFICER OF THE EMERCOM OF RUSSIA: VALUES, PRIORITIES, AND REQUIREMENTS
Abstract. The article presents a socio-philosophical analysis of the officer’s authority as one of the significant factors in the successful functioning of the structural unit of the Russian Emergencies Ministry. Particular attention is paid to the substantive analysis of the main requirements for the level of development and internal balance of the officer’s authority. The position is argued that authority focuses on the level of trust and respect of subordinates to the officer’s personality, his human dignity, deep general cultural and military-professional knowledge, rich life experience, real contribution to solving the most important issues of life and everyday life of the structural unit. The presented analysis allows us to conclude that achieving a high level of official, professional and moral authority requires significant spiritual and physical efforts from each officer.

MANAGERIAL STYLE OF AN OFFICER OF THE RUSSIAN FEDERATION’S EMERCOM: ESSENCE, CONTENT, TYPES
Abstract. This article presents a systematic analysis of the main management styles of officers in the structural units of the Russian Ministry of Emergency Situations, which has acquired particular relevance and significance in the current context. It is argued that the choice of a particular style is the result of an officer’s deliberate selection and subsequent application of the most effective forms, techniques, and methods of managerial influence on subordinates and the military collective in order to achieve positive results. A modern management style must be sufficiently flexible and fully correspond to the nature and specifics of the tasks performed by the structural units. Worthy of note is the author’s conclusion that developing a personal military management style, as well as realizing all the positive potential inherent in it, requires significant spiritual effort (expenditure) from the officer.

REPRESENTATION OF THE INTERNATIONAL COMMUNITY IN LOCAL LEGISLATIVE BODIES OF TATARSTAN: AN ANALYSIS OF SOCIAL-GROUP COMPOSITION
Abstract. In the local political process, members of representative bodies are a significant channel for advancing particular interests. For leading actors, local legislatures serve as a channel for representing interests and influencing the political agenda at the local level. The need to articulate and aggregate local community demands and legitimize local decisions drives both theoretical and practical interest in the social structure of local legislatures. This study focuses on local city assemblies in the Republic of Tatarstan. Local institutions in four cities with the largest populations are examined as case studies. The aim of the study is to determine the degree of representativeness of various social groups in local legislatures in cities of the Republic of Tatarstan. A comparative analysis of the composition of deputies in local representative assemblies revealed a universal model of representation in the region under study, dominated by actors from the business and public sectors.

ESSENTIALS AND PROPERTIES OF THE THEORY OF HARM IN ANTIMONOPOLY REGULATION
Abstract. The relevance of the study is due to the complication of market competition mechanisms and the transformation of antimonopoly regulation in a digital economy. Modern challenges of the digital economy, the change in the behavior of market participants and the complication of forms of monopolization require the clarification of the methodological foundations of the qualification of anti-competitive actions. Modern law enforcement of antimonopoly legislation requires a more accurate and structured methodology for assessing anti-competitive behavior. There is a need to clarify the theoretical and methodological nature of the theory of harm in antimonopoly regulation. The purpose of this work is the systemic conceptualization of the theory of harm in antimonopoly regulation. The study is based on an interdisciplinary approach that combines legal analysis, economic theory and comparative methods. The methodology includes formal-logical analysis and system analysis. The key characteristics of the theory of harm in the antimonopoly regulation were revealed and disclosed: dual economic and legal nature, precedent and general universal aspects, the multiplicity of types and forms of harm, methodological flexibility, complex structure — the composition of the components is determined by the tasks of regulation, the type of behavior, the institutional status of the producer of harm theory in antimonopoly regulation, economic and industry specifics. It has been established that the theory of harm is a methodological, conceptual-applied mechanism that acts as a link between the legal norm and the actual situation. It combines legal certainty and economic verifiability. The concept of “harm” in antimonopoly regulation covers many objects and types, and includes both actual and potential harm of a hypothetical nature. The conclusions of the study allow us to consider the theory of harm not only as an analytical tool of evidence, but also as a normative landmark for the development of legal standards of antimonopoly policy.

ON THE ISSUE OF COMPARATIVE ANALYSIS OF FORMS OF INTERACTION BETWEEN LEGAL CLINICS AND STATE AND NON-STATE STRUCTURES
Abstract. The article is devoted to the analysis of forms of interaction between legal clinics and state and non-state organizations. The relevance of the topic is determined by the need to systematize the diverse forms of cooperation between legal clinics and key institutions — from the judicial system to bar associations. Based on the study of various practices of legal clinics, the basic formats of cooperation are identified: legal education, provision of free legal aid, information support, etc. A multi-criteria classification of interaction models is proposed based on the venue, functional purpose, degree of sustainability of ties, and depth of involvement in the process. The author concludes that the cooperation of legal clinics is evolving from one-time events to sustainable, long-term procedural interaction, which contributes to the transformation of legal clinics into full-fledged platforms for practice-oriented training.

LEGAL REGULATION OF BIOECOPOLIS AS A TOOL FOR ACHIEVING TECHNOLOGICAL SOVEREIGNTY IN THE RUSSIAN FEDERATION
Abstract. The article examines the concept of a bio-ecopolis as a promising tool for strengthening the technological sovereignty of the Russian Federation in the face of global challenges and sanctions pressure. The author analyzes the potential of bio-ecopolis to integrate advanced biotechnologies, principles of circular economy, and ecological urbanism to create autonomous, sustainable settlements with a closed life support cycle. The main conclusions of the article emphasize that the development of a network of bio-ecopolis can stimulate innovative activity and the commercialization of domestic scientific developments, ensure the sustainable development of remote and depressed regions, and become a driver for the growth of the national bio-economy and the achievement of technological leadership.

Abstract. This study examines how digitalization is changing the service industry in the current context. The importance of this topic stems from the role of innovative technologies in improving citizens’ well-being through service modernization. The objective of this paper is to investigate the transformation processes in the service industry under the influence of digitalization and identify the vectors of its evolution. This paper examines the transformations undergone by service delivery with the integration of IT solutions. The article assesses the current state of service technology development and the prospects for their future development. Considerable attention is paid to analyzing the impact of information technology on improving the competitiveness of service market enterprises.

DEVELOPMENT OF TRANSPORT AND LOGISTICS INFRASTRUCTURE AND ITS CONTRIBUTION TO SPATIAL INTEGRATION AND ECONOMIC GROWTH OF REGIONS OF THE RUSSIAN FEDERATION
Abstract. This article analyzes the role of transport and logistics infrastructure in supporting spatial integration and economic growth in Russian regions. The study is relevant given the increasing importance of transport corridors, the reorientation of some freight flows, the need to eliminate infrastructure bottlenecks, and reduce interregional disparities. The aim of the study is to substantiate and methodologically describe the contribution of transport and logistics infrastructure to gross regional product (GRP) growth and regional connectivity, proposing a comparable index of transport and logistics infrastructure development and a framework for econometrically assessing the effects, taking into account time lags. The methodology includes systemic and comparative analysis, the construction of an integrated index of transport and logistics infrastructure based on regional data, and panel modeling with fixed effects. The information base is based on official data from the Federal State Statistics Service, materials from the Ministry of Transport of the Russian Federation, the Federal Road Agency, Russian Railways, the Federal Air Transport Agency, and the Federal Agency for Maritime and River Transport, as well as strategic documents on transport and spatial development. The practical significance of the proposed approach lies in the possibility of applying it to monitoring infrastructure provision and substantiating investment policy priorities.

HOTEL BUSINESS: IMPLEMENTATION OF SERVICE STANDARDS AS A TOOL FOR INCREASING HOTEL COMPETITIVENESS
Abstract. This article substantiates the key role of service standards in enhancing the competitiveness of a hotel company. It examines the step-by-step process of their development and implementation, including market analysis, formalization of procedures, and staff training. Particular attention is paid to the methodology for assessing the effectiveness of implemented standards through the lens of guest loyalty and the growth of key financial and economic indicators. It demonstrates that systemic service standardization is not simply an element of operational activity, but a strategic tool for strengthening a hotel’s market position. The article’s findings have practical value for the development of tourism infrastructure in municipalities.

EVALUATION OF THE RESULTS OF ADAPTATION OF THE MANAGEMENT SYSTEM IN RUSSIAN SMALL AND MEDIUM BUSINESSES TO THE CHANGING CONDITIONS OF THE NEW ECONOMIC REALITY
Abstract. The transition of the Russian economy to a new geopolitical reality characterized by increased instability and a high degree of uncertainty affects absolutely all subjects of economic life of the country, including representatives of small and medium businesses. A number of challenges and threats associated with the influence of an increasing number of external factors on the course of market processes that violate the principles of economic determinism and require the formation of new relevant approaches and concepts to building a development strategy for an economic entity, have a direct impact on the final results of domestic enterprises and increase the requirements for the quality of management in doing business. This factor is the reason that actualizes the importance of research into the methods and measures of adaptation of small and medium-sized businesses to dramatically changing operating conditions, assessing their effectiveness and development prospects. This article examines the issues of adaptation mechanisms that have developed in the Russian small business environment during the period of global turbulence and allow them not only to survive, but also to increase their market share in connection with the emerging opportunities associated with the large-scale departure of foreign competitors from the Russian market.

ETHICAL LIMITS OF ALGORITHMIC TARGETING IN STRATEGIC MARKETING COMMUNICATIONS
Abstract. The article explores the ethical boundaries of the application of algorithmic targeting in the system of strategic marketing communications in the context of digital transformation of the economy. It is argued that the lack of clearly defined ethical restrictions creates strategic risks for a brand, including the erosion of trust, fragmentation of identity, and increased regulatory pressure. The paper proposes a conceptual model of strategically responsible algorithmic targeting based on the principles of transparency, preservation of the brand core, limitation of manipulative practices, and prioritization of long-term value over short-term efficiency. The paper concludes that it is necessary to integrate ethical criteria into the system of strategic management of marketing communications.

THE IMPACT OF DIGITAL TECHNOLOGIES ON ADVERTISING DEVELOPMENT IN RUSSIA
Abstract. This article provides a comprehensive analysis of the impact of digital technologies on the development of the advertising industry in Russia in 2023–2025. It examines structural changes in the advertising market associated with the growth of the digital segment and the redistribution of budgets in favour of internet communications, as confirmed by industry research conducted by the Association of Communication Agencies of Russia. Particular attention is paid to the algorithmisation of advertising processes, the introduction of artificial intelligence, the development of computational advertising and programmatic purchasing as factors in improving the manageability and measurability of advertising campaigns. Based on an analysis of scientific publications from 2024–2025, the mechanisms of targeting, personalisation and integrated marketing communications are revealed, and their economic effects are assessed. The article systematises the key risks of digital advertising, including cybersecurity threats, algorithmic bias and manipulative influence, which allows us to identify the contradiction between increased efficiency and increased technological and social restrictions. The conclusion is made about the formation of a hybrid model of the advertising market, in which digital tools dominate but coexist with traditional communication channels.

ENVIRONMENTAL SAFETY AS A FACTOR INFLUENCING THE ECONOMIC SECURITY OF AN ECONOMIC ENTITY
Abstract. The article examines the influence of environmental safety on the economic security of an enterprise. The relevance is due to the transition from the absolutization of economic growth to the need to solve environmental problems, the tightening of environmental legislation in the Russian Federation and the growth of financial risks for business. The purpose of the work is to analyze the influence of the environmental factor, in particular the mechanism of the environmental fee, on the economic security of economic entities. The methodology is based on system analysis, comparative law, statistical methods and expert assessments. Based on empirical data (2024–2025), typical errors of enterprises in reporting are identified, changes in legislation are systematized (increase in environmental fee rates by 15 % in 2025, introduction of environmental coefficients, tightening of fines). The results showed that the amount of the environmental fee in the Republic of Bashkortostan doubled (up to 316.3 million rubles), the number of violators brought to justice exceeded 150. Practical recommendations are proposed: introduction of compliance control, transition to packaging with recycled content ≥ 55 %, verification of licenses of recyclers, creation of own recycling facilities. It is concluded that environmental safety is transformed from an external constraint into an internal factor of economic security.

FORMATION OF A RISK INDICATOR SYSTEM FOR ENSURING ECONOMIC SECURITY OF AN OIL AND GAS SECTOR ENTERPRISE
Abstract. The article substantiates the need for a transition from reactive to proactive management of economic security of oil and gas sector enterprises in the context of geopolitical instability and sanctions pressure. The purpose of the study is to develop theoretical and methodological approaches to the formation of a risk indicator system for oil and gas sector enterprises. The methodological basis includes a systematic approach, methods of financial and economic analysis, comparative analysis of methodological approaches (threshold, expert, factorial), methods of systematization and classification. The results of the study: a multi-level classification of economic security factors is substantiated, a comparative analysis of methodological approaches to assessment is carried out, a unified set of risk indicators for five key functional areas (financial, production-technological, personnel, environmental, legal) is formed, an indicative assessment system and a combined method for establishing threshold values (benchmarking, retrospective analysis, expert assessments) are proposed. Conclusions: the developed risk indicator system, adapted to the specifics of oil and gas enterprises and taking into account the dynamic nature of threats, can be integrated into existing risk management systems of fuel and energy companies to increase their sustainability. Further research directions are related to the creation of a software product for monitoring automation and the development of scenario models for forecasting the level of economic security.

CONTEMPORARY FACTORS AND TRENDS IN FOOD SECURITY IN THE REPUBLIC OF TAJIKISTAN
Abstract. The article examines the current factors shaping food security in the Republic of Tajikistan. The study aims to identify the key internal and external constraints to sustainable food provision for the population using official statistical data for 2023-2025. The methodological framework is based on comparative, structural-dynamic and statistical analysis. The findings show that despite the growth of gross agricultural output, Tajikistan remains highly dependent on imports of food and food-related commodity groups, while the negative trade balance increases the vulnerability of the national food market. Additional pressure comes from climate risks, limited irrigation and storage infrastructure, price volatility and the high share of household expenditures on food. The article argues that strengthening food security requires simultaneous expansion of domestic production, development of processing industries, support for agricultural producers, improvement of logistics resilience and refinement of targeted social support mechanisms.

IMPROVING THE QUALITY OF LIFE FOR ELDERLY CITIZENS AS A CENTRAL FOCUS IN THE TRAINING OF SOCIAL SPECIALISTS
Abstract. The article continues the professional discourse on the education of specialists working with low-mobility groups of the population [1–3]. At this stage, the improvement of social policy in relation to improving the quality of life of these groups, including elderly citizens, should include scientifically-based educational innovations that need to be introduced into the training of specialists serving this social group. Modern social policy takes into account socio-economic achievements, gerontological and geriatric research, the development of institutionalization, and the improvement of structures for providing professional assistance. It focuses on the development of substantiated recommendations for the professional and personal development of specialists serving elderly citizens in specific social and rehabilitation institutions. In addition to the content of the general andragogical training of specialists in the social sphere, which was previously discussed by the authors, a new and relevant issue is raised. There is a need to justify the groups of knowledge that social workers should possess in order to significantly improve the quality of life of elderly people. An in-depth analysis of practice shows that these specialists should possess knowledge about the indicators of the quality of life of the elderly and their consideration in social reality; knowledge about the object of their activity, which is elderly citizens; knowledge about the social structures that provide services to them in the context of an interdepartmental approach; knowledge about strategic communications with the objects of social reality in order to improve the quality of life; and knowledge about the capabilities of the subject of their activity, which is the social worker, who provides support in a complex system of communications and implements the creative range of their professional and personal interests and pursuits in the context of digitalization.

THE PALETTE OF INCLUSIVE POLICY: THE CASE OF SOCIAL PROTECTION OF DISABLED PEOPLE
Abstract. The article examines the evolution of approaches to social inclusion and exclusion in relation to people with disabilities, analyzes historical and modern aspects of social policy aimed at protecting the rights and ensuring equal opportunities for people with disabilities. Particular attention is paid to the difference between medical and social models of disability, as well as the importance of inclusive policy in modern society. The article describes the international and Russian legal framework for social protection of disabled people, provides examples of successful social adaptation and personal achievements of people with disabilities. A separate section is devoted to issues of inclusive education, its principles, stages of development and international standards. In conclusion, the importance of creating a favorable socio-psychological environment free from stereotypes and discrimination is emphasized as a key condition for the full integration of people with disabilities into society.

DIGITAL CERTIFICATION GOVERNANCE MECHANISM FOR SCHOOL STUDENTS’ ACHIEVEMENTS IN ADDITIONAL IT EDUCATION BASED ON BLOCKCHAIN: MODEL, IMPLEMENTATION, AND EFFECTIVENESS EVALUATION
Abstract. The article proposes a governance mechanism for a blockchain-based decentralized certification system to validate school students’ achievements in additional IT education. The relevance stems from the rapid growth of project-based and short-term learning formats and the fragmentation of credentials, which undermines trust and portability across organizations. The study aims to develop a governance model (stakeholders, roles, responsibilities, access rules), describe an implementation algorithm, and propose an effectiveness evaluation framework at institutional and regional levels. It is argued that technological robustness is unattainable without institutional design: distribution of authority, validation and revocation procedures, and separation of data layers in compliance with minors’ personal data protection requirements. A permissioned consortium-based distributed ledger architecture is considered, where education providers issue verifiable registry records and verifiers access credential status through controlled mechanisms. The paper also links registry-based certification with the concept of micro-credentials for modular IT learning outcomes and specifies effect metrics: reduced verification transaction costs, shorter confirmation time, improved transparency, and lower fraud risks.

CERTIFICATION OF VOCATIONAL AND TECHNICAL EDUCATION PROGRAMS ACCORDING TO THE RECOMMENDATIONS OF UNESCO-UNEVOC AS A REALIZATION OF INTERNATIONAL POLICY
Abstract. The paper presents the characteristics of the creation and significance of the UNEVOC network for solving global sustainable development challenges through improving technical and vocational education. One of the tasks of the UNEVOC Center at BIST is to organize and conduct UNEVOC certification in educational institutions in Russia and the CIS. Certification of programs by UNEVOC centers means confirming their compliance with international standards and practices in the field of education, which enhances the quality and recognition of these programs at the national and international levels.
